PLANNING AND ZONING COMMISSION.

WE'VE GOT A RATHER FULL AGENDA, SO WE WILL MOVE THROUGH THAT AGENDA AS EXPEDITIOUSLY AS WE POSSIBLY CAN.

OUR FIRST ITEM IS TO CONDUCT A PUBLIC HEARING, DISCUSSION OF POSSIBLE ACTION ON A REQUEST

[1. Conduct a public hearing, discussion, and possible action on a request to rezone an approximate 1.00 acres from the Light Industrial (LI) District to the Single-Family Estate Residential 20 (SFE-20) District. The subject property is located on the east side of Buchta Street approximately 1,650 feet south of Bastrop Street.]

TO REZONE AN APPROXIMATE 1.00 ACRES IN THE LIGHT INDUSTRIAL DISTRICT OF THE SINGLE FAMILY ESTATE RESIDENTIAL 20 DISTRICT SUBJECT PROPERTIES LOCATED ON THE EAST SIDE OF BUCHTA STREET , APPROXIMATELY 1,650 FEET SOUTH OF BASTROP STREET.

THIS TIME WE WILL OPEN THE PUBLIC HEARING.

[2. Conduct a public hearing, discussion, and possible action on an ordinance amending Section 28-109 of the City of Angleton Code of ordinances related to the definition of home occupations in order to allow gunsmithing and firearms sales as permissible home occupations.]

AMENDING SECTION 28-109 IN THE CITY OF ANGLETON, CODE OF ORDINANCES RELATED TO THE DEFINITION OF HOME OCCUPATIONS IN ORDER TO ALLOW GUNSMITHING AND FIREARM SALES AS PERMISSIBLE HOME OCCUPATIONS.

SHOULD I OPEN THE PUBLIC HEARING.

THIS ORDINANCE AMENDMENT WAS INITIATED BY THE CITY MANAGER TO ALLOW A GUNSMITH AND FIREARMS SALES AS A HOME OCCUPATION IN THE CITY OF ANGLETON.

TAKE OVER AT THIS POINT.

SO I'M CHRIS WHITTAKER, IF YOU DON'T KNOW WHO I AM, I'M HERE VIRTUALLY NOT IN PERSON JUST TO LET YOU KNOW, SO THIS STARTED ABOUT A YEAR AGO.

I WAS APPROACHED BY THE ATF AND ALSO LOCAL RESIDENTS.

I WANT TO BE ABLE TO PROVIDE THE FFL OPPORTUNITY PLUS GUNSMITHING.

CURRENTLY OUR ORDINANCE DOES NOT PROVIDE FOR THAT.

SO IT'S GOING ON IN ANGLETON SO THERE ARE PEOPLE ALREADY DOING THAT.

AND SO EVERY TIME I GET A CALL FROM THE ATF, I HAVE TO SAY THAT WE'RE TAKING THE COUNCIL FOR APPROVAL AND I GRANT SOME KIND OF TEMPORARY AUTHORIZATION FOR FOLKS TO DO THAT.

AND SO WE WANT TO CODIFY THIS SO FOLKS CAN DO THAT.

IF I HAD HYPOTHETICALLY BOUGHT A FIREARM THAT WAY.

THE ATF WOULD COME BACK AND SAY, YOU NEEDED TO HAVE THAT APPROVED OR.

I PROCESSED SOMETHING LIKE THIS IN ANOTHER PLACE THAT I WORKED.

BASICALLY, WHAT HAPPENS HERE IS THAT IN ORDER TO GET THE FEDERAL FIREARMS LICENSE, THE FEDS CHECK WITH THE LOCAL AUTHORITY TO MAKE SURE THAT SOMEBODY WHO'S APPLIED FOR THE LICENSE HAS THE ABILITY TO DO THAT WHERE THEY'RE LOCATED.

SO IF THE ZONING DOESN'T ALLOW FOR THAT, THEN THEY WON'T ISSUE THE FEDERAL FIREARMS LICENSE. SO WHAT THIS DOES IS AMEND THE HOME OCCUPATION ORDINANCE SO THAT IF THE FEDS CONTACT US AND SAY, OK, THIS IS THIS THIS PERSON AT THIS LOCATION, THEY MIGHT NOT EVEN TELL US WHO. THEY JUST TELL US WHERE IT IS.

IS THIS AN ALLOWED USE THERE AND WE CAN LOOK AND SAY, YES, IT'S ALLOWED AS A HOME OCCUPATION AND THEY CAN GO ON DOWN THE ROAD AND DO THEIR THING.

THERE'S NOTHING ABOUT THIS THAT SAYS THAT AT THAT POINT, IN ORDER TO BUY A FIREARM FROM THIS PERSON, YOU HAVE TO GO TO CITY COUNCIL TO DO THAT.

THAT'S NOT PART OF THIS AT ALL.

I HAVE TWO QUESTIONS.

I'M SORRY TO AMEND THE ORDINANCE, THIS AMENDMENT HAS TO GO TO CITY COUNCIL.

MR. GAGNON, OK, FIRST QUESTION IS, AT THIS POINT, APPROXIMATELY HOW MANY PEOPLE HAS THIS BEEN AFFECTING IN THE CITY? OTHER THAN WE AS CITIZENS, BUT ARE JUST PEOPLE WHO ARE TRYING TO DO THE SALES? SO I CAN TELL YOU THAT THERE HAVE BEEN ABOUT SIX PEOPLE IN THE LAST YEAR THAT HAVE REQUESTED THAT WE CHANGE OUR ORDINANCE TO ALLOW THEM TO DO THIS.

OK, HOW MANY PEOPLE IN ANGLETON ARE ACTUALLY CONDUCTING FFL OR OTHER SORTS LIKE THAT.

SINCE I'M NOT FAMILIAR WITH THE STATE AND FEDERAL LAWS.

I'M NOT SURE WHAT ALL IS, WHAT LIMITATIONS OR LACK OF LIMITATIONS THERE MIGHT BE.

I GUESS MY BIGGEST CONCERN IS WITHOUT SOMETHING MORE SPECIFIC, YOU'RE JUST SAYING YOU'RE ALLOWING SALES AND GUNSMITHING.

SALES CAN CHANGE TO WHATEVER.

HOWEVER, AT SOME POINT AND SOME OF US MAY NOT WANT TO HAVE GUN SALES IN OUR NEIGHBORHOOD.

SO IS THERE A WAY IF WE DID ADOPT SOMETHING LIKE THIS, TO PUT SOME CONSTRAINTS ON IT, LIKE A SPECIAL USE PERMIT REQUIREMENT? OR I CAN TELL YOU THAT THEY ARE ALL THE FFL DEALERS ARE REGULATED BY THE ATF.

AND SO THEY HAVE LAWS AND THEY HAVE REQUIREMENTS FOR TEMPORARY STORAGE AND ISSUING THEM OUT AND THOSE KIND OF THINGS.

MAYBE WALTER CAN ANSWER THE QUESTION ABOUT.

NO, THIS ORDINANCE, ANYBODY DOING THIS AS A HOME OCCUPATION WOULD BE SUBJECT TO ALL THE REGULATIONS THAT APPLY TO A HOME OCCUPATION.

THERE IS NOT A SPECIFIC USE PERMIT REQUIRED FOR A HOME OCCUPATION.

IN ORDER TO DO THAT, IT WOULD ACTUALLY REQUIRE AN AMENDMENT TO THE TABLE OF USES THAT'S IN THE ZONING ORDINANCE.

AND TO ADD IT TO THAT TABLE WITH AN S NEXT TO IT, WHICH CHANGES THIS FROM A HOME OCCUPATION TO A USE THAT WOULD REQUIRE ISSUANCE OF A SPECIFIC USE PERMIT BEFORE THEY COULD DO IT. WELL, WE'VE DONE SOMETHING SIMILAR FOR DOG GROOMING, WHICH I'VE HAD THAT EXPERIENCE IN THE PAST.

SO I KNOW THAT IT CAN BE DONE, HAS BEEN DONE.

I JUST DON'T KNOW HOW IT WOULD APPLY IN THIS SPECIFIC CASE.

LIKE I SAID, THE ONLY REGULATIONS THAT APPLY HERE ARE THOSE THAT APPLY TO A HOME OCCUPATION. IF YOU WANT TO MAKE IT NOT INTO A HOME OCCUPATION, BUT INTO A USE ON THE USELESS, THAT'S SOMETHING COMPLETELY DIFFERENT THAN WHAT THIS ORDINANCE DOES.

WELL, JUST LOOKING AT YOUR READING ON I MEAN, THERE'S SEVERAL THE OCCUPATION SHOULD NOT BE HARMFUL OR DETRIMENTAL TO HEALTH AND WELFARE, SO WHEN THEY BREAK ANY OF THOSE RULES AND THEY'RE HELD ACCOUNTABLE THEY WOULD LOSE THEIR ABILITY TO DO SO ANY OUTRIGHT.

THE CITY RECEIVED A GRANT IN ORDER TO DO THE PLANNING EFFORT OF DEVELOPING A DOWNTOWN PLAN THAT'S GOING TO BE PRESENTED TO YOU TODAY AS THE DOWNTOWN ANGLETON LIVABLE CENTER STUDY. THE CITY WOULD LIKE TO ADOPT IT AS AN ELEMENT OF THE COMPREHENSIVE PLAN.

AND IN ORDER TO DO THAT, WE HAVE TO HAVE A PUBLIC HEARING IN PLANNING AND ZONING COMMISSION ABOUT THE PLAN, AND YOU ALL WILL MAKE A RECOMMENDATION TO THE CITY COUNCIL ABOUT IT. AND THEN CITY COUNCIL WILL ADOPT AN ORDINANCE THAT ADDS THIS AS AN ELEMENT OF THE COMPREHENSIVE PLAN.

AND I'M PLEASED TO JOIN YOU THIS AFTERNOON TO PROVIDE AN OVERVIEW OF THE LIVABLE CENTER STUDY FOR DOWNTOWN ANGLETON.

THE PLANNING TEAM AT FREESE AND NICHOLS, WITH SUPPORT FROM MARSH DARCY PARTNERS AND CVS COMMUNITY DEVELOPMENT STRATEGIST, WAS ENGAGED BY THE HGAC HOUSTON GALVESTON AREA COUNCIL TO WORK WITH THE CITY ON THIS EFFORT.

AND AS YOU PROBABLY KNOW, THE LIVABLE CENTERS IS A PROGRAM OF THE HGAC TO SUPPORT COMMUNITIES IN THEIR REGION.

IDEALLY, IT'S FOCUSED ON CREATING UNIQUE AREAS THAT ARE DESTINATIONS CONNECTING RESIDENCES, COMMERCIAL AREAS, OFFICE SPACES, ET CETERA, UTILIZING IMPROVED STREETSCAPES AND TRANSPORTATION FEATURES TO IMPROVE ACCESS AND TO EXPAND DEVELOPMENT AND REVITALIZATION OPPORTUNITIES.

SO I'M GOING TO DO MY BEST TO SPEAK THROUGH A PRESENTATION SO THAT YOU GUYS CAN ASK SOME QUESTIONS AND TO UNDERSTAND WHAT'S BEEN GOING ON OVER THE LAST SEVERAL MONTHS.

SO THESE ARE THE TOPICS THAT WE'LL HIT ON.

BUT JUST AS A VERY BROAD OVERVIEW, THIS IS THE STUDY AREA.

IT IS YOUR DOWNTOWN BOUNDED BY FRONT STREET, ARCOLA MILLER AND THE RAILROAD.

THIS GRAPHIC IS TURNED SIDEWAYS.

SO NORTH IS TO THE RIGHT OVER ABOUT A 9 TO 10 MONTH PROCESS WE CREATE.

WE DEVELOPED THIS STUDY FOLLOWING THESE PHASES WITH PUBLIC OUTREACH AND PARTICIPATION AND NEEDS ASSESSMENT TO CREATE THE FOUNDATION AND UNDERSTANDING OF EXISTING CONDITIONS, DRAFTS, INCLUDING PLAN CONCEPTS AND RECOMMENDATIONS, AND THEN FINALIZATION OF THE PLAN.

A KEY FOCUS OF THIS, OF COURSE, IS PUBLIC OUTREACH TO ENSURE THAT WE HAD ADEQUATE FEEDBACK FROM THE COMMUNITY TO GROUND THE PLAN IN PUBLIC INTEREST AND TO CREATE A VISION AROUND THE COMMUNITY'S DESIRES FOR DOWNTOWN.

WE HAD AN ONLINE SURVEY WITH ALMOST 200 PARTICIPANTS.

WE PRESENTED TO THE CHAMBER OF COMMERCE, TO THE ROTARY, PRESENTED TO ONLINE COMMUNITY MEETINGS, AND ENGAGED THE STAKEHOLDER ADVISORY COMMITTEE THAT WAS APPOINTED BY THE CITY COUNCIL, AS WELL AS PROVIDED PERIODIC UPDATES TO THE CITY COUNCIL DURING THE COURSE OF THE PROJECT. THE PLAN THAT HAS EVOLVED THROUGH THIS PROCESS INCLUDES THESE KEY ELEMENTS, THE INTRODUCTION OF MARKET ASSESSMENT.

SO WE WERE GROUNDING RECOMMENDATIONS AND A KEEN UNDERSTANDING OF WHAT THE AREA COULD PROVIDE WITH REGARD TO RETURN ON INVESTMENT IN EXISTING CONDITIONS, AS I MENTIONED, AS A FOUNDATION FOR UNDERSTANDING WHAT THE NEEDS ARE AND HOW TO ADDRESS THOSE.

A SERIES OF RECOMMENDATIONS AND THEN A CHAPTER REALLY FOCUSED ON HOW TO IMPLEMENT THOSE RECOMMENDATIONS. THIS IS A VISION THAT WAS DERIVED THROUGH THE PUBLIC ENGAGEMENT PROCESS.

SO WE'RE LOOKING FOR THE FUTURE OF DOWNTOWN ANGLETONTO BE A VIBRANT DESTINATION FOR RESIDENTS AND VISITORS, OFFERING AN ECLECTIC MIX OF WALKABLE STOREFRONTS WITH LOCAL RETAIL AND COMMERCIAL USES.

DISTRICT THEN REFLECTS THE AUTHENTIC, HISTORIC CHARACTER OF ANGLETON AND IS ACCESSIBLE BY ALL MEANS OF TRANSPORTATION.

THE MASTER PLAN STARTED WITH AN UNDERSTANDING OF VARIOUS CONCEPTS, AND THIS WAS A COLLABORATIVE PROCESS TO DEVELOP KIND OF A SERIES OF PROJECTS, A LIST OF PROJECTS THAT THE CITIZEN ADVISORY COMMITTEE AND PEOPLE FROM THE COMMUNITY THROUGH STAKEHOLDER ENGAGEMENT TOLD US THEY WOULD LIKE TO SEE IN THIS DOWNTOWN AREA.

ONE OF THE KEY ELEMENTS OF THAT WAS TO UPDATE THE FUTURE LAND USE MAP.

AND AS PLANNING COMMISSIONERS, I'M SURE THAT YOU UNDERSTAND THE UTILIZATION OF THE LAND USE MAP AND HOW IT REFLECTS THE COMPREHENSIVE PLAN.

AND SO THE AREAS WITHIN THIS DISTRICT, WE DO MAKE SOME RECOMMENDATIONS TO UPDATE THE COMPREHENSIVE PLAN LAND USE MAP, BECAUSE RIGHT NOW IT IS ALL DESIGNATED AS A SINGLE USE.

BUT WE'VE LOOKED AT IT IN A FINER GRAIN OF DETAIL AND FELT THAT THERE WERE SOME AREAS THAT COULD BE BETTER DELINEATED TO SUPPORT REVITALIZATION, THAT LAND USE PLAN AND THE CONCEPT DEVELOPED INTO WHAT WE CALL AN ILLUSTRATIVE MASTER PLAN.

AND THIS CAME THROUGH A HANDS-ON WORKSHOP WITH STAKEHOLDER COMMITTEE, AS WELL AS MEETINGS WITH ALL OF THE PARTNER AGENCIES, INCLUDING TECHSTAR, HGAC, THE DRAINAGE DISTRICT, THE TRANSIT PROVIDER, PEACH STREET MARKET AND CITY AND COUNTY REPRESENTATIVES.

SO ALL OF THE AGENCIES THAT MAY HAVE A HAND IN HELPING TO SUPPORT REVITALIZATION AND PLAN

IMPLEMENTATION. SO THE RECOMMENDATIONS CAME NEXT.

AND RECOMMENDATIONS ARE DIVIDED INTO THREE.

CATEGORIES, THOSE RELATED TO PLACEMAKING TRANSPORTATION AND ECONOMIC DEVELOPMENT, AND THEY ARE REFLECTED IN THE PLAN IN THIS MATRIX, THE VARIOUS PLAN ELEMENTS THAT YOU SAW ON THE CONCEPT PLAN RUN ACROSS THE TOP OF THIS MATRIX.

AND THEN THE RECOMMENDATIONS ARE ON THE LEFT HAND SIDE.

YOU CAN SEE SOME OF THE RECOMMENDATIONS ACCOMPLISH MULTIPLE PLAN ELEMENTS AND VICE VERSA.

SO THERE'S A LOT OF INTEGRATION AND THE RECOMMENDATIONS ARE ACTION STEPS.

THE STUDY INCLUDES MORE DETAIL ABOUT HOW TO ACCOMPLISH EACH OF THESE TASKS.

AND I'M GOING TO BREEZE THROUGH THESE FAIRLY QUICKLY BECAUSE THERE ARE 14 OF THEM.

AND THE FIRST IS TO UPDATE THE FUTURE LAND USE MAP.

AND THAT IS IMPORTANT JUST TO ENSURE THAT THE DEVELOPMENT PATTERN AND PERMITTED USES SHAPE THE PHYSICAL FORM OF THE DISTRICT AND THEY'LL BE THERE FOR GENERATIONS.

THIS IS SOMETHING THAT IS SET IN STONE, QUITE LITERALLY.

SO MAKING ADJUSTMENTS TO THE FUTURE LAND USE MAP IS KEY TO MAKING SURE THAT THOSE AREAS ARE CORRESPONDING TO THE IMPROVEMENTS THAT ARE PROPOSED, CONVERTING ALLEYWAYS TO OUTDOOR SEATING. THIS IS JUST A WAY TO REALLOCATE SOME PUBLIC SPACE THAT'S UNDERUTILIZED AND TO ACTIVATE THAT SPACE IN SERVICE OF ADDITIONAL COMMERCIAL AND REVENUE GENERATING ACTIVITIES, AS WELL AS JUST INTEREST AND GATHERING SPACES.

SIMILARLY, CREATING A LINEAR PARK ALONG FRONT STREET, A PLACE FOR PEOPLE TO GATHER AN ENTRYWAY TO THE DISTRICT.

AND SO IN THE PLAN, THERE ARE A FEW DIFFERENT OPTIONS FOR HOW THAT LINEAR PARK CAN EVOLVE AND HOW IT CAN BE ACTIVATED BY PUBLIC EVENTS AND POSSIBLY PARTIAL OR COMPLETE CLOSURES TO VEHICULAR ACCESS TO ALLOW FOR BETTER PEDESTRIAN AND BICYCLE ACCESSIBILITY.

THAT MAY BE ALL THE TIME.

THAT MAY BE AT SPECIAL EVENTS.

LOOKING AT VETERANS PARK, VETERANS PARK IS AN ASSET THAT THE CITY HAS IN THE DOWNTOWN, THAT'S A GATHERING SPACE THAT HAS OPPORTUNITIES TO BE EXPANDED AND TO PROVIDE ADDITIONAL PROGRAMING GATEWAYS AND BRANDING ARE A WAY TO MOVE PEOPLE THROUGHOUT THE DISTRICT TO IDENTIFY DESTINATIONS AND TO CONNECT PEOPLE TO THOSE DESTINATIONS FROM WITHIN AND OUTSIDE OF THE DISTRICT. IT'S AN INITIATIVE THAT THE CITY HAS ALREADY BEGUN.

SO IT'S LOW HANGING FRUIT WITH REGARD TO EXPANDING TO TO ADDRESS THE PLAN RECOMMENDATIONS. SIMILARLY, UPDATED LANDSCAPE STANDARDS CAN IMPROVE STREETSCAPES AND PROVIDE RESPITE AND SHADE WITHIN AREAS THAT BECOME THEN MORE COMFORTABLY WALKABLE.

THE TRANSPORTATION RECOMMENDATIONS ARE NEXT.

AND THIS ONE HARKENS BACK TO THE FRONT STREETS LINEAR PARK, THE OPPORTUNITY TO USE EXISTING RIGHT OF WAY AND TO REALIGN IT TO PROVIDE DIFFERENT TYPES OF ACCESS OR TO REORGANIZE THE WAY THAT IT'S UTILIZED BY DIFFERENT USERS PUBLIC PARKING AREAS.

THERE ARE A LOT OF ACTIVITIES THAT HAPPEN WITHIN THE DOWNTOWN WITH THE COUNTY FACILITIES AS WELL AS CITY AND MUNICIPAL SERVICES, AND THEREFORE REALLY UNDERSTANDING HOW TO MOVE PEOPLE TO AND FROM PUBLIC PARKING AREAS AND WHERE THOSE ARE PROXIMATE TO THOSE DESTINATIONS IS IMPORTANT.

SO TAKING ADVANTAGE OF THE NEW PARKING THAT THE COUNTY IS PROVIDING AND ALSO TRYING TO LOOK FOR OPPORTUNITIES TO INSERT PARKING BEHIND AND BETWEEN BUILDINGS AS OPPOSED TO A LONG STREET, FRONTAGES AS BEST AS POSSIBLE IS RECOMMENDED.

A DOWNTOWN BIKE NETWORK, WHICH IS ALSO RECOMMENDED FRONT STREET, WOULD BE A KEY ELEMENT TO THAT, BUT ALSO CIRCUMNAVIGATING THE ENTIRE DISTRICT AND PROVIDING ACCESS ON GENERALLY SHARED FACILITIES.

BUT BICYCLES AND AUTOMOBILES ON THE LOWER VOLUME STREETS WILL ALLOW PEOPLE TO ACCESS THE DISTRICT SAFELY FROM ADJOINING NEIGHBORHOODS.

LOOKING AT ESTABLISHING PRIMARY AND SECONDARY ENHANCED CORRIDORS, VELASCO AND MULBERRY ARE KEY LOCATIONS AND THEY CARRY THE LARGER VOLUME OF TRAFFIC THROUGHOUT THE DISTRICT.

SO THOSE NEED AND SHOULD BE TREATED AS MORE IMPORTANT STREETS.

MAYBE THOSE HAVE HIGHER LEVEL AMENITIES LIKE LIGHTING AND STREET FURNISHINGS AND LANDSCAPING. BUT SECONDARY CORRIDORS, WHICH ARE GENERALLY YOUR OTHER EAST WEST AS WELL AS NORTH SOUTH CHENANGO STREETS AS WELL, DESERVE SOME ADDITIONAL TREATMENT.

MAKE SURE THAT THERE ARE ADEQUATE SIDEWALK FACILITIES, AND WHERE POSSIBLE LANDSCAPING.

SO DOING SOME WORK ON THE HIERARCHY OF STREETS.

AND SO THERE ARE SOME TYPICAL CORRIDORS AND SECTIONS THAT ARE OUTLINED FOR AND SOME OF THAT WILL REQUIRE SOME FURTHER STUDY.

THE NEXT RECOMMENDATION IS TO ENHANCE BUS STOP FACILITIES.

THERE ARE A COUPLE OF BUS STOP FACILITIES IN THE DOWNTOWN RIGHT NOW, BUT THAT CAN BE IMPROVED. AND ONE OF THE BEST THINGS THAT CAN HAPPEN IS BETTER CONNECTING THOSE TRANSIT STOPS WITH DESTINATION TO BE A COMPLETE SIDEWALK NETWORK.

THERE ARE GAPS AND AREAS THAT SIDEWALKS ARE NOT ADEQUATE.

AND SO IMPROVEMENTS TO SIDEWALKS KIND OF GOES HAND IN HAND WITH THE BUS STOP FACILITIES AND, OF COURSE, IMPLEMENT SIDEWALK IMPROVEMENTS.

THIS IS REALLY THROUGHOUT THE DISTRICT.

SOME OF THEM WILL BE MORE CHALLENGING WHERE THERE ARE HEIGHT DIFFERENTIALS AND KIND OF CHEWED UP SIDEWALKS WITHIN THE DISTRICT RIGHT NOW.

BUT SIDEWALKS ARE KEY TO ENSURING THAT PEOPLE CAN NAVIGATE THE DISTRICT SAFELY AND THAT THEY CAN PARK ONCE AND GO TO MULTIPLE DESTINATIONS WITHOUT HAVING TO MOVE THEIR VEHICLE.

ALONG WITH THIS COMES IMPROVED CROSSWALKS SO THAT PEOPLE CAN SAFELY MOVE ACROSS, ESPECIALLY THE HIGHER LEVEL STREETS.

WITH REGARD TO ECONOMIC RECOMMENDATIONS, WE HAVE TWO.

THE FIRST IS TO FACILITATE COMMERCIAL AND REDEVELOPMENT OPPORTUNITIES.

AND THIS MAY BE SOMETHING THAT THE PLANNING COMMISSION SEES MORE THAN THE CITY COUNCIL, FOR INSTANCE, AND THAT'S TO ACTIVATE SOME OF THOSE VACANT OR UNDERUTILIZED SPACES WITHIN THE DISTRICT SO THAT THEY ARE CONTRIBUTING AND PROVIDING SOME REVENUE GENERATION WITH USES THAT ARE COMPATIBLE AND THEN ALSO TO COORDINATE WITH THE CREATION OF A GREATER PEACH STREET DISTRICT. WE KNOW THAT THERE ARE THINGS HAPPENING WITH THE PEACH STREET FARMER'S MARKET. THERE'S SOME REDEVELOPMENT AND SOME ADDITIONAL FUTURE PLANS.

AND SO WE INCLUDED THIS BECAUSE IT'S A PARTNERSHIP OPPORTUNITY FOR THE CITY TO STAY CONNECTED WITH THAT GROUP AND TO HELP FACILITATE SOME OF THEIR LONG RANGE PLANS THAT ARE CONSISTENT WITH THE STUDY.

THE IMPLEMENTATION CHAPTER IS REALLY WHERE THE RUBBER HITS THE ROAD, AND THIS IS INTENDED TO BE A PLAYBOOK FOR WORKING THE PLAN.

IT INCLUDES AN IMPLEMENTATION TABLE.

AND WHAT THIS DOES IS KIND OF TAKES ALL OF THOSE RECOMMENDATIONS THAT WE JUST QUICKLY, QUICKLY OVERVIEWED.

AND THE ACTION ITEMS TO ACCOMPLISH THEM ESTABLISHES A TIMELINE, A PLANNING LEVEL COST ESTIMATE, A FUNDING STRATEGY, AND THEN THE LEAD ORGANIZATION AND PARTNERSHIPS NECESSARY TO ACCOMPLISH THOSE RECOMMENDATIONS.

SO IT'S ORGANIZED IN THAT FASHION.

WE ALSO SPENT SOME TIME, IN FACT, DID SOME SOME FOCUSED WORK ON IDENTIFYING FUNDING STRATEGIES AND FUNDING SOURCES, JUST INITIAL, I GUESS, KIND OF BACK OF NAPKIN WORK TO BEGIN IMPLEMENTATION AND TO GET THE FIRST PHASE OF IMPLEMENTATION FOR THE ENTIRETY OF THE 14 PROJECTS COMES IN AT A DOLLAR FIGURE OF JUST UNDER 3 MILLION DOLLARS.

WE KNOW THAT THAT'S SOMETHING THAT THE CITY IS GOING TO NEED TO COBBLE TOGETHER THROUGH A VARIETY OF DIFFERENT MECHANISMS. I DID SOME WORK IN TRYING TO OUTLINE AND IDENTIFY WHAT OPPORTUNITIES ARE THERE FOR FUNDING. WE ALSO WANTED TO ENSURE THAT WHEN YOU'RE CONSIDERING A VARIETY OF DIFFERENT PROJECTS, THAT THERE'S A WAY TO REALLY FOCUS ON PRIORITIZATION.

AND SO WE IDENTIFY SORT OF THE COMMERCIAL HUB OF DOWNTOWN, AS WELL AS THE GOVERNMENT HUB, WHICH IS REALLY FOCUSED AROUND THE COUNTY COURTHOUSE.

THOSE ARE YOUR KEY ACTIVITY AREAS.

AND MAKING SURE THAT PEOPLE CAN EASILY MOVE BETWEEN THOSE AREAS IS ABSOLUTELY IMPORTANT.

AND ONE OF THE THINGS THAT WILL REALLY SPARK THIS PROJECT.

SO WE WANTED TO IDENTIFY THAT AND KIND OF FOCUS PRIORITIZATION.

WE ALSO HAVE IN THE IMPLEMENTATION CHAPTER JUST SOME QUICK START ACTION ITEMS. AND SEVERAL OF THESE ARE THINGS THAT THE CITY HAS ALREADY BEGUN TO INITIATE.

SO HITTING THE GROUND RUNNING IS ABSOLUTELY KEY IN THIS TYPE OF EFFORT.

THIS IS SOMETHING THAT WILL TAKE YEARS ULTIMATELY TO ACCOMPLISH.

BUT IF IT'S CONSISTENTLY.

WORKS AND STAYS AT THE FOREFRONT OF PEOPLE'S THOUGHTS AND MINDS, THEN IT'S SOMETHING THAT CAN CAN BE DONE. IT JUST NEEDS TO BE INTEGRATED IN A MULTITUDE OF DIFFERENT WAYS INTO THE CITY PROCESS.

THE PRACTICE HERE HAS BEEN THAT ITEMS THAT ARE ON THE PLANNING AND ZONING COMMISSIONS TO GO TO THE FIRST COUNCIL MEETING OF THE MONTH, WHICH THIS MONTH WILL BE THE 13 ALTHOUGH MOST MONTHS ITS THE TUESDAY FOLLOWING THE PLANNING AND ZONING COMMISSION MEETING OVER THE LAST SEVERAL MONTHS, THE STAFF HAS HAD A VERY DIFFICULT TIME TRYING TO GET THEM TO PACK IT OUT WITH THAT SHORT TIME FRAME.

SINCE NOT ONLY DOES DEVELOPMENT SERVICES HAVE TO UPDATE ALL THE REPORTS THAT ARE PLANNING AND ZONING COMMISSION THE CITY SECRETARY HAS TO DELAY GETTING THE PACKET OUT UNTIL THAT'S DONE. AND IT DOESN'T REALLY ALLOW A LOT OF TIME FOR APPLICANTS TO MAKE CORRECTIONS TO DOCUMENTS OR TO ADDRESS COMMENTS THAT HAVE BEEN MADE AND HAVE THEIR STUFF READY TO GO WITH THE NEEDS OF THE CITY COUNCIL.

SO AFTER INTERNAL DISCUSSIONS, THE STAFF DECIDED THAT THE WAY WE WOULD APPROACH THIS IS THAT STARTING TODAY, ITEMS THAT COME WITH THE PLANNING AND ZONING COMMISSION WILL GO TO THE FIRST COUNCIL MEETING IN THE MONTH.

THAT WILL GO TO THE SECOND COUNCIL MEETING, WHICH WILL ALLOW EVERYBODY THE ABILITY TO GET STUFF DONE IN A FASHION THAT MAKES IT POSSIBLE FOR THE COUNCIL TO HAVE EVERYTHING THEY NEED AND THEY HAVE BEEN NEEDING SO.
