>> SURE. AS WE TALK ABOUT THE COURTHOUSE EXPANSION, THE CLOSER OF [INAUDIBLE] , WE STARTED TALKING WITH THE COUNTY ABOUT IMPROVEMENTS AND REALLY [INAUDIBLE] CLOTHES, ARE THERE OTHER OPTIONS FOR ROAD REPAIRS WITHIN ANGLETON, WE TALKED ABOUT ARCOLA STREET IN THE CONCEPT.
WE TALKED ABOUT IMPROVEMENTS TO POTENTIAL SIDEWALKS TO THE STREET ITSELF.
WE WANTED TO HAVE A TOWN HALL WITH THE RESIDENTS AND BUSINESSES ON ARCOLA FROM CEDAR DOWN TO 35.
WE HAD A TOWN HALL WHERE JOHN PETERSON AND I LEAD THE DISCUSSION ON POTENTIAL IMPROVEMENTS TO ARCOLA AND TO SEEK FEEDBACK, COMMENTS, AND THOUGHTS ON THAT.
WE JUST WANT TO COME BACK AFTER THE TOWN HALL TO TALK ABOUT WHAT WE HEARD.
A COUPLE OF COUNCIL MEMBERS WERE THERE, AND SO I THINK I DID A GOOD JOB OF ENGAGING THE PUBLIC.
WE'VE GOT A LOT OF PUBLIC HERE THAT HAS COMMENTS ON THAT.
WE HAVE NOT DESIGNED ANY IMPROVEMENTS TO ARCOLA, SOUTH OF WEST LIVE OAK.
THE ONLY POTENTIAL FUTURE IMPROVEMENTS WOULD BE UNDER THE OVERLAY PROGRAM WITH THE COUNTY THAT WE WOULD DO EAST MAGNOLIA AS, YOU KNOW, BETWEEN UNITED METHODIST AND THE NEW PARKING LOT.
IT'S PRETTY TORN UP ON THE NORTH SIDE THERE.
THEN ALSO ON THE OVERLAY PROGRAM WHICH WE'RE STILL WORKING AND WE'LL BRING TO YOU FOR APPROVAL WOULD BE ARCOLA SOUTH OF WEST LIVE OAK DOWN THE 35.
THOSE ARE THE ONLY FUTURE IMPROVEMENTS THAT I HAVE ON MY RADAR THAT WE WOULD BRING TO YOU FOR ACTION.
ON ARCOLA, WEST LIVE OAK TO CEDAR, WE WOULD LOOK AT ENLARGING THE ROAD THERE, ADDING SIDEWALK, CURBING GUTTER TO MATCH THE REST OF THE STREET.
REALLY, THAT'S THE ONLY IMPROVEMENT THAT WE'D DO.

[BACKGROUND] MY NAME IS REVEREND JOHN MCKINNON, AND I SERVE AS THE SENIOR PASTOR AT FIRST UNITED METHODIST CHURCH HERE IN ANGLETON SINCE JULY 1ST OF 2018.
OUR CHURCH HAS BEEN IN ITS CURRENT LOCATION AT 219 NORTH ARCOLA STREET SINCE 1892.
WE HAVE RECENTLY BEEN ABLE TO CONFIRM WITH FORMER MAYOR PINKY SNOW THAT WE HAVE AN ANGLED PARKING IN FRONT OF THE CHURCH CAMPUS SINCE AT LEAST 1951.
SINCE ARRIVING IN ANGLETON IN 2018, THIS CHURCH HAS BEEN VERY INTENTIONAL TO BE GREAT AND ACTIVE PARTNERS WITH THE CITY OF ANGLETON AND SURROUNDING AREAS.
SINCE THAT TIME, OUR CHURCH HAS FED THOUSANDS OF PEOPLE IN OUR COMMUNITY, WHETHER IT BE THEM COMING INTO THE CHURCH TO GET BAGS OF FREE GROCERIES FROM OUR COMMUNITY FOOD PANTRY OR TO US DELIVERING HOT MEALS TO STUDENTS WHO CANNOT GET OUT THE HOUSE OR SIMPLY OFFERING A HOT MEAL TO THE ENTIRE COMMUNITY, WHICH WE DO SEVERAL TIMES A YEAR.
WE STARTED AN ANNUAL BACK-TO-SCHOOL FESTIVAL, WHO WE OFFER ABSOLUTELY FREE TO EVERY STUDENT IN ANGLETON AND SURROUNDING AREAS, FREE HAIRCUTS, DENTAL EXAMS, EYE EXAMS, HEALTH SCREENS, BACKPACKS FILLED WITH SCHOOL SUPPLIES.
WE PARTNER WITH ANGLETON POLICE DEPARTMENT, FIRE DEPARTMENT, EMS FIRST RESPONDERS TO HAVE THEM PRESENT AS WELL TO HELP ESTABLISH HEALTHY RELATIONSHIPS BETWEEN OUR CITIZENS AND THOSE FIRST RESPONDERS.
IN THAT LAST FESTIVAL, OVER 600 FREE SERVICES WERE PROVIDED TO OUR PUBLIC.
WE OFFER A FREE COMMUNITY WIDE PUMPKIN PATCH, SO THAT OUR COMMUNITY NO LONGER HAS TO DRIVE TO LAKE JACKSON FOR A FAMILY FUN AND MEMORY MAKING OPPORTUNITY.
OVER 1,000 PEOPLE ATTENDED THIS LAST PATCH.
WE EVEN OFFERED A HOT MEAL, WITH TRICK-OR-TREATING IN THE PATCH ON THE LAST DAY OF THAT PATCH.
WE PUT ON A WINTER WONDERLAND WHERE WE BLOW SNOW ON THE LAWN AND COOK FREE MEALS FOR THE ENTIRE COMMUNITY, SING CHRISTMAS CAROLS, ROAST MARSHMALLOWS AND ETC.
WE OFFER FINANCIAL CLASSES TO THE COMMUNITY, GRIEF SHARE CLASSES, DIVORCE CARE CLASSES, NARCOTICS ANONYMOUS CLASSES, AND SO MANY MORE FOR THIS ENTIRE COMMUNITY.
WE ARE A MONTHLY HOST FOR THE GATHERING PLACE, WHICH OFFERS A TIME OF RESPITE FOR FAMILIES WHO PROVIDE CARE FOR LOVED ONES WITH DEMENTIA.
WE OFFER AN ACCREDITED DAY SCHOOL ON OUR CAMPUS THAT HAS BEEN THERE FOR DECADES, AND TAKES CARE OF BETWEEN 60-75 FAMILIES A YEAR.
WE ARE CHARTER REPS FOR LOCAL SCOUTING GROUPS THAT ARE COMMITTED TO GROWING, LOVING AND PRODUCTIVE CHILDREN IN OUR COMMUNITY.
DURING THE COVID PANDEMIC, WE GOT A PARTNER IN TEXAS RHODE HOUSE, WHERE WE CONVINCED THEM TO OFFER 5,000 FREE MEALS TO THE SCHOOLS AND HEALTHCARE PROVIDERS HERE IN ANGLETON, TEXAS.
WE PROVIDED FREE INTERNET SERVICES TO OVER 700 HOUSEHOLDS SO THAT STUDENTS COULD ACTUALLY PARTICIPATE IN VIRTUAL LEARNING.
WE DIDN'T STOP THERE, WE CONVINCED NINE OTHER CHURCHES TO OFFER THE SAME SERVICES TO OUR COMMUNITY.
WE COORDINATED A CITYWIDE VIRTUAL EAST RED CARD MONTHS AFTER THE PANDEMIC BROKE IN OUR WORLD, SO THAT OUR CITIZENS COULD DO SOMETHING WITH THEIR CHILDREN, NOT BE COOPED UP IN THE HOUSE.
WE EVEN INCLUDED MAYOR PEREZ IN THOSE FESTIVITIES AND MAKING SURE THAT IT WAS A GOOD TIME.
SINCE BEING AT FIRST UNITED METHODIST CHURCH AND INTENTIONALLY FOCUSING IN ALL THE WAYS THAT WE CAN SUPPORT YOU IN THIS GREAT CITY OF ANGLETON, WE HAVE BEEN CALLED UPON NUMEROUS TIMES BY THIS COUNCIL AND BY CITY DEPARTMENT HEADS.
FOR EXAMPLE, WHEN THERE WAS BELIEVED TO BE A BRAIN EATING BACTERIA IN THE CITY WATER SUPPLY, WE RECEIVED CALLS FROM MAYOR PEREZ AND THEN CHIEF AARON AUSMUS BEFORE SUNRISE ASKING IF WE CAN HELP COORDINATE WITH WATER DISTRIBUTION THROUGHOUT THE CITY? WE AGREED. WHEN THE WATER WAS REROUTED TO LAKE JACKSON, WE OFFERED TO HELP ONLY TO BE TOLD THAT THE MAYOR OF LAKE JACKSON DID NOT WANT OUR HELP.
THAT NIGHT AROUND 9:00 PM, THE MAYOR OF LAKE JACKSON CALLED THE MAYOR OF ANGLETON AND SAID, "WE NEED THEIR HELP," AND WE AGREED. WE CAME AND HELPED.
THE CITY CALLED ON US DURING THE WINTER STORM EARLIER THIS YEAR, WHEN AN APARTMENT FIRE BROKE LOOSE AND FAMILIES WERE BEING DISPLACED TO OPEN OUR CHURCH AND TAKE THEM IN FOR SHELTER FOR THE EVENING.
WE AGREED ONLY LATER TO FIND OUT THEY WERE GOING TO BE REROUTED TO A DIFFERENT LOCATION.

THE CITY THEN ASKED IF WE WOULD BE A WARMING STATION FOR THE CITY DURING THE FREEZE? WE AGREED.THE CITY RAN OUT OF WATER DURING THIS TIME AND CALLED US AND SAY, "CAN YOU HELP?" WITHIN TWO HOURS, WE DELIVERED A PALLET OF WATER TO THE REC CENTER FOR DISTRIBUTION AMONGST OUR CITIZENS.
WE WERE ASKED TO HOST SHOP WITH A COP, WE AGREED.
OUR CITY MANAGER AND THE PREVIOUS CHIEF OF POLICE HAVE ASKED, "GOING FORWARD, WOULD WE BE WILLING TO BECOME A 24/7 SHELTER FOR THE CITY IN TIMES OF EMERGENCY?" WHILE WE'VE NOT YET FINALIZED ALL THOSE DETAILS, WE'VE EXPRESSED OUR WILLINGNESS TO DO SO.
MAYOR, COUNCILMEN, I SHARE THESE THINGS WITH YOU TO EXPLAIN THE PASSIONATE PEOPLE YOU SEE SITTING BEFORE YOU TODAY.
WE ARE CONCERNED WHEN WE HEAR RUMORS OF LOSING PARKING PLACES WHERE WE SERVE COMMUNITY MEMBERS THROUGH THOSE PARKING PLACES.
AS YOU'VE HEARD, WE ARE MORE THAN JUST A HOUSE OF WORSHIP.
WE ARE A CHURCH FOR THE ENTIRE COMMUNITY 24 HOURS A DAY, SEVEN DAYS A WEEK, 365 DAYS A YEAR.
WE SHOW UP AT 3 AM IN THE MORNING WHEN THE POLICE DEPARTMENT CALLS AND SAYS, THERE WAS A SUICIDE OR THERE WAS AN ACCIDENT, WE NEED SOMEONE TO MEET AN OFFICER.
WE ARE ALL IN, WE ARE INVESTED IN THE CITY.

THIS DOESN'T EVEN TAKE INTO CONSIDERATION THE HARDSHIPS THAT WOULD BE LOST BY NOT HAVING UPFRONT PARKING FOR OUR SENIORS WHO USE DMES, WALKERS, AND THINGS OF THAT NATURE TO GET EASILY INTO THE BUILDING, THIS WOULD CREATE A HARDSHIP FOR THEM AS WELL.

IN MOST CASES, I HAD BEEN IN FAVOR OF THE SEARCHES, BUT NOT THIS TIME.
I HAVE HEARD THAT WE NEED SOMEONE WITH A MASTER'S DEGREE.
I'VE HEARD, WHY SHOULD WE LOOK OUTSIDE OF OUR DEPARTMENT? I UNDERSTAND WHERE YOU'RE COMING FROM.
I UNDERSTAND WANTING SOMEONE OF HIGHER EDUCATION, BUT WE ALL KNOW THAT THIS EDUCATION IS LIMITED TO BOOK KNOWLEDGE AND STUDY HABITS, ALONG WITH THE FACT THAT MOST EMPLOYEES CONSIDER EXPERIENCE AN EQUIVALENT TO A DEGREE.
I WANT TO SAY THAT A MASTER DEGREE OR ADVANCED EDUCATION CANNOT TEACH WHAT LOOPY VALDEZ POSSESSES; HEART, LOVE FOR THE CITY, AND HIS DEPARTMENT, CHARISMA.
NO ONE THAT HAS EVER MET LOOPY HAS WALKED AWAY WITHOUT SMILING, EVEN BEING ARRESTED.
[LAUGHTER] CHARACTER, HE SAYS WHAT HE MEANS AND HE MAKES GOOD ON HIS PROMISES.

I THINK THAT HIRING FROM WITHIN MAKES A STATEMENT TO OUR OFFICERS THAT THEY CAN BE PROMOTED AND IF THEY ARE FAITHFUL, THEY CAN BE REWARDED WITH AN OPPORTUNITY AS WELL.

I BELIEVE THAT HIS 30 PLUS YEARS OF EXPERIENCE SPEAKS FOR HIM, THAT HE HAS THE ABILITY TO RUN THIS AGENCY IN THE DIRECTION THAT THE COUNCIL WANTS IT AND THE DIRECTION THAT'S THE CITIZENS NEED IT.
WITH BEING ABLE TO PROMOTE FROM THE INSIDE, IT GIVES ALL THESE OTHERS OFFICERS AN IDEA THAT THEY CAN MAKE TO THE TOP AND NOT HAVE TO GO TO A WHOLE DIFFERENT AGENCY AND HAVE A FIRM PICK THE NEXT POLICE CHIEF.

SO INSTEAD OF HIRING A FIRM LIKE STR WHO MAY NOT HAVE A POLICE CHIEF AS AN ADVISOR, MIKE ALEXANDER, AND HIS FIRM, I THINK, WOULD BE THE RIGHT FOLKS TO DO THAT IF THAT'S WHAT WE CHOOSE.

MAYOR, BUT HE IS A FULL-TIME EMPLOYEE WHO IS NOT, I GUESS IN SOME WAYS BEHOLDING TO ELECTIONS, BUT IN MANY WAYS, HE STILL GET IN THERE AND GET THE JOB DONE OR IT COULD BE SHE IN THIS CASE IT'S A HE.
WITH THAT IN MIND, I THINK THIS IS IMPORTANT DECISION.

PURPLE SHOULD BE UTILIZED ON THE SIGNAGE FOR OPTIONS.

YOU CAN GET INFRASTRUCTURE IN, WHICH CITIES LIKE BECAUSE THEY CAN SAY, "HEY,
