FOR ENGINEERING SERVICES, FOR DESIGN BID AND CONSTRUCTION PHASE SERVICES FOR THE 2021 STREET BOND PROJECT. MR. PETERSON. >> SEVERAL YEARS AGO, THE CITY OF ANGLETON PUT TOGETHER A STREET TASK FORCE TO GO OUT AND EVALUATE DIFFERENT STREETS. LOOK AT NOT JUST THE CONDITIONS, BUT ALSO WATER SEWER. LOOK AT THE ECONOMIC IMPACT, THINGS OF THAT NATURE. THEY COME UP WITH A LIST OF PROJECTS, CAME TO COUNCIL. THE TASK FORCE PRESENTED THEIR FINDINGS, COUNCIL AGREED WITH THEM, PUT IT INTO A PROGRAM AND ACTUALLY WENT OUT TO BONDS SO THAT THIS FUNDING IS AVAILABLE. WE'VE ACTUALLY DONE TWO STREETS SO FAR. WE'VE DONE SOUTHSIDE DRIVE OVER THERE BY THE SCHOOL, WHICH IF YOU GO RIDE IT, IT LOOKS REALLY GOOD. TALKING TO THE RESIDENTS, IT'S DRAINING REALLY, REALLY WELL. THEY REALLY ENJOY THE WAY THAT SYSTEM IS WORKING NOW. THE OTHER ONE IS RICHMOND AVENUE, THAT WAS ALSO ANOTHER REALLY GOOD PROJECT. WE GOT THE INTERSECTION OF SHENANGO ENRICHMENT THAT DRAINED OR IS NOT HOLDING WATER AND PUSHING UP INTO OTHER PEOPLE'S PROPERTY. WE ALSO SOLVED THE ORIGINAL SOLUTION BY PUTTING IN A DETENTION POND THERE IN THAT LOCATION TO HELP THE DRAINAGE IN THE WHOLE AREA NOT JUST IN THAT STREET, BUT ANYTHING THAT PUMPS INTO THAT DITCH. THEY'VE BEEN VERY TWO SUCCESSFUL PROJECTS. THE REMAINING PROJECTS THAT WE HAVE BASICALLY COMES DOWN TO FOUR POSSIBLY FIVE STREETS. WE WANT TO LOOK AT RIDGECREST, WHICH WILL BE WATER AND PAVING. IT'LL BE ROBIN HOOD LANE, WHICH WILL BE PAVING, BE CHEVY CHASE, WHICH WILL BE PAVING, AND WATERLINE. IT'LL BE SAINT-PHILIPPE, WHICH WILL BE PAVING. THOSE ARE ALL FROM TINSLEY DOWN THE DOWNING ON ALL THOSE STREETS. THEN WE HAVE AN OPTIONAL ON HOSPITAL DRIVE, BASICALLY FROM 35 TO THE END OF THE COMPLEX OF THE HOSPITAL UTMB RIGHT THERE. THERE WERE SOME PEOPLE THAT DISCUSSED THE OPEN DITCHES THAT MAKE IT VERY DIFFICULT FOR TRAFFIC TO PASS WITH LARGE SERVICE TRUCKS AND ALSO EMERGENCY VEHICLES. THEY WANTED TO DO SOMETHING THERE THAT WAS IDENTIFIED. WE WANTED TO PUT THAT IN AS AN OPTION IF THE COUNCIL WOULD LIKE TO MOVE FORWARD WITH THAT ALSO, BUT THAT WAS PART OF THE BONDS. THE TOTAL ROADWAY LENGTH OF THIS PROJECT IS OVER 65,000 LINEAR FEET. THE TOTAL AMOUNT OF WATER LINE IS A LITTLE OVER 4,000 LINEAR FEET AND ANOTHER 1,800 LINEAR FEET OF SANITARY SEWER IF THE OPTION IS TAKEN. IT'S A SIGNIFICANT PROJECT, IT COMES OUT TO BE RIGHT, ABOUT 4.45 MILLION. IT'S WHAT WE'RE LOOKING AT SPENDING ON CONSTRUCTION COST. WITH THAT WHEN WE WERE TALKING TO COUNCIL LAST COUNCIL MEETING AND WHEN THIS WAS BROUGHT UP, THERE WAS A THOUGHT OF EXPEDITING THIS AND HAVING TWO STREETS BEING WORKED ON AT ONE TIME, WHERE TRAFFIC CONTROL WE WORK WITH EVERYTHING. I TOOK THAT REQUEST AND WENT AND MET WITH TWO AREA CONTRACTORS. I SAID, "IF I WERE TO GIVE OUT ONE BID PROJECT, CAN YOU GIVE ME TWO SEPARATE CREWS THAT CAN WORK ON THIS PROJECT AT ONE TIME AND NOT WHAT WE HAD WHEN RICHMOND AND ALSO SOUTHSIDE DRIVE GOT IN THE WORK?" THEY'RE SUPPOSED TO BE TWO SEPARATE CREWS, ONE CONTRACTOR, BUT THERE WAS NOT. PROJECT GOT EXTENDED OUT. WE WORKED WITH THEM, GOT IT DONE, GREAT PROJECT. BUT STILL IT TOOK LONGER THAN WHAT WE HAD EXPECTED. BOTH CONTRACTORS SAID THEY'RE BUSY. THEY CANNOT GUARANTEE THAT THEY CAN HAVE TWO SEPARATE CREWS. IN DISCUSSIONS WITH THEM, THEY BOTH STATED THEY WOULD PREFER THERE WERE TWO SEPARATE BID PACKAGES. THAT WAY IF THEIR CREWS ARE NOT BUSY, THEY CAN GET A SECOND CREW. THEY'LL BID BOTH PROJECTS. IF NOT, THEY'LL BID THE ONE THAT THEY WANT AND GO AFTER. [00:45:04] I BELIEVE THAT AS A GOOD FUNDAMENTAL APPROACH TO THIS ISSUE, IF YOU WANT TO HAVE TWO STREETS GOING ON AT ONE TIME. THE WAY WE PUT TOGETHER THE PROPOSAL IS WE WANT TO DO BASICALLY THE DESIGN AS A ONE PACKAGE TO WERE WE GET AN EFFICIENCY WITH MORE AND MORE STUFF THAT WE'RE DOING. WE'LL DO IT ALL AT ONE TIME. WHERE IT GETS A LITTLE BIT TO THE POINT WERE IT STARTS GETTING A LITTLE BIT MORE EXPENSIVE THAN ONE PACKAGE IS WHEN YOU START GOING INTO THE BID PHASE. YOU'LL HAVE TO DO THE SAME EXACT STEPS FOR TWO PRODUCTS THAT YOU WOULD DO FOR ONE PROJECT, YOU'LL HAVE ONE ADVERTISING, ONE PRE-BID MEETING, ONE, A BID OPENING FOR EACH PROJECT. EACH PROJECT WILL HAVE THAT. THERE'LL BE TWO LETTERS OF RECOMMENDATIONS, TWO CONTRACT EXECUTION. THAT'S GOING ON. THEN WHEN YOU GET INTO CONSTRUCTION PHASE, YOU'RE GOING TO HAVE TWO CONSTRUCTION MEETING MINUTES. YOU'LL HAVE SUBMITTALS, REVIEWS, YOU'LL HAVE ALL THE STUFF THAT TYPICALLY IF YOU DO IT IN ONE PROJECT YOU SAVE A LITTLE. BUT DOING IN TWO, IT'S GOING TO ADD A LITTLE EXTRA COST INTO IT BECAUSE YOU'RE DOING TWO COMPLETELY DIFFERENT PROJECTS WITH TWO COMPLETELY POTENTIAL DIFFERENT CONTRACTORS. ALSO INCLUDED IN THIS, WE KNOW THERE'S GOING TO BE SOME COORDINATION HERE WITH AISD. WE KNOW THE CITY IS ALSO RIGHTS TO HAVE A TOWN HALL MEETING TO GET THE RESIDENTS ON BOARD WITH EVERYTHING THAT THEY DO. THAT'S ALSO INCLUDED. THAT'S BEEN VERY INTEGRAL PART OF THE SUCCESSFULNESS OF THESE PROJECTS. ALONG WITH AISD WHEN WE START TALKING ABOUT TRAFFIC CONTROL ON RIDGECREST WHEN WE'RE LOOKING AT THAT AREA. ALSO, WE'RE GOING TO HAVE MATERIAL TESTING IS INCLUDED IN THIS AND COORDINATION WITH TEXT WHEN WE START LOOKING IF THAT'S ALSO APPROVED IN THE OPTIONAL PIECE. THERE IS PART-TIME OBSERVATION IN HERE. ON THE PART-TIME OBSERVATION THAT WE DO HAVE IS FOR 10 HOURS A WEEK TO HELP THE CITY IN ANY WAY THAT IT NEEDS. THE LAST TWO PROJECTS WE HADN'T BELIEVE WE SPENT HARDLY ANYTHING. I BELIEVE WE RETURNED BACK $25-30,000 BACK TO THE CITY THAT WE HAD UNDER CONTRACT, BUT WE DIDN'T GET CALLED OUT, SO WE DIDN'T SPEND IT. BUT WE HAVE IT IN HERE IN CASE THAT YOU NEED IT IF SOMETHING HAPPENS. MR. BILLINGS LEE HAS DONE A REALLY FANTASTIC JOB BEING YOUR INSPECTOR. IF WE ADD THE OPTION INTO IT, THAT'LL BE ABOUT NINE MONTHS OF DESIGN. WE ALSO HAVE TWO MONTHS TO BID AND TO GET A LETTER OF RECOMMENDATION AND TO GET THE CONTRACTS EXECUTED, CHECKING ALL THAT OUT.
