I'M ROBIN GARRETT.

I'M THE PRESIDENT OF THE EXCHANGE CLUB OF ANGLETON.

AND IF YOU'RE NOT FAMILIAR WITH EXCHANGE CLUB, WE ARE A SERVICE CLUB HERE IN TOWN.

WE'VE BEEN IN EXISTENCE IN ANGLETON FOR ALMOST 20 YEARS.

HA HA. NATIONAL EXCHANGE CLUB HAS BEEN IN EXISTENCE FOR OVER 100 YEARS.

WE HAVE FOUR PROGRAMS OF SERVICE WHICH ARE YOUTH, COMMUNITY, AMERICANISM AND OUR NATIONAL FOCUS, WHICH IS CHILD ABUSE PREVENTION.

AS PART OF OUR PROGRAM SERVICE OF COMMUNITY, WE MAKE IT A POINT TO TO RECOGNIZE THOSE FOLKS IN OUR COMMUNITY THAT ARE IMPORTANT TO US.

AND RECOGNIZING AN OFFICER FROM ANGLETON POLICE DEPARTMENT IS ONE OF THE THINGS THAT WE HAVE DONE SINCE THE CREATION OF OUR CLUB.

I BELIEVE DURING COVID WE MISSED ONE TIME, BUT WE'RE BACK AT IT.

AND I'D LIKE TO READ TO YOU TONIGHT.

THE INFORMATION THAT WAS GIVEN TO ME ABOUT TONIGHT'S HONOREE, CORPORAL SIDNEY LAWSON.

CORPORAL LAWSON BEGAN HIS LAW ENFORCEMENT CAREER AT THE ANGLETON POLICE DEPARTMENT AND HAS SERVED WITH THE DEPARTMENT FOR THREE AND ONE HALF YEARS, WHERE HE IS CURRENTLY ASSIGNED TO THE PATROL DIVISION AS A CORPORAL.

CORPORAL LAWSON EXCELS AT HIS JOB ON PATROL AND DEMONSTRATES THE CITY'S CORE VALUES, ESPECIALLY EXCELLENCE AND ACCOUNTABILITY.

CORPORAL [INAUDIBLE] TAKES THE TIME TO HONE HIS SKILLS BY SEEKING OUT TRAINING OPPORTUNITIES AND STRIVES TO DO HIS BEST WORK WHEN HE IS ON DUTY.

HE IS PROACTIVE IN HIS WORK AND HELPS OTHERS THROUGH TRAINING AS A FIELD TRAINING OFFICER.

HE RECENTLY PROMOTED TO THE RANK OF CORPORAL, WHICH MEANS THAT HE SERVES IN A SUPERVISORY ROLE AND HAS ADAPTED THAT ROLE VERY WELL.

HE IS CONSCIENTIOUS ABOUT POLICY AND DOING WHAT IS RIGHT.

HE PASSES ON THIS ATTITUDE AND KNOWLEDGE TO OTHERS WITH WHOM HE WORKS.

AND THE PATROL LIEUTENANT CAMERON PARSONS, WHO WHO SUBMITTED CORPORAL LAWSON'S NAME, SAID THAT HE IS HONORED TO BE ALLOW US TO HONOR CORPORAL SLAUSSON THIS EVENING.

SO IT'S ALL HONORED TO RECOGNIZE THOSE WHO SERVE US.

AND CORPORAL SLAUSON EVIDENTLY DOES QUITE WELL.

COUNCIL THE CITY HAS RECENTLY OPENED UP BIDS ON APRIL 12, 2022 FOR THE PACKAGE ONE STREET BOND PROJECT THAT THOSE ROADS WERE RIDGECREST AND ROBIN HOOD.

WE DID RECEIVE TWO BIDS ON THAT.

ONE WAS FROM HCI AND ONE WAS FROM MATULA AND MATULA.

HE WAS THE LOWEST APPARENT BIDDER.

WENT BACK AND WE DID THE BID TABULATIONS.

THERE WERE SOME LITTLE CORRECTIONS THAT NEED TO BE MADE BUT DIDN'T CHANGE ORDER.

SO IT CAME OUT THAT HIGH WAS THE APPARENT LOW BIDDER AT 1.66 MILLION.

WE HAD BUDGETED OR STATED WE THOUGHT IT WAS GOING TO BE 2.1, WHICH IS RIGHT ABOUT WHERE THE TWO OF THEM ACTUALLY CAME IN.

SO WE ENTERED INTO THE EVALUATION OF THE APPARENT LOW BIDDER PHASE WHEN WE STARTED DOING THAT, WORKING WITH THE CONTRACTOR. THEY HAVE NOT HAD A PROJECT OF THIS SIZE PREVIOUSLY.

OUR BIGGEST ONE WAS SOMETHING VERY SIMILAR FOR THE CITY OF LAKE JACKSON, WHICH WAS 700 AND SOMETHING THOUSAND.

WE CALLED LAKE JACKSON.

LAKE JACKSON WAS VERY PLEASED WITH THEM AND THE PERFORMANCE SAID THEY WOULD LIKE TO USE THEM AGAIN.

WE MAINTAINED COORDINATION WITH THE CITY STAFF ON PROJECTS THAT THEY'VE DONE IN HERE.

THEY'VE DONE THE MILLER STREET OVER THERE WHERE WE DID THE ASPHALT AND WE DID SOME SOME PREVIOUS WORK OVER THERE ON THE SANITARY SEWER.

THEY WORKED WELL WITH STAFF ON THAT PROJECT.

THEY WORKED WELL ON THE STAFF, ON A COUPLE OF OTHER PAVING REPAIR PROJECTS, COORDINATING WITH THEM ON THEIR AVAILABILITY BECAUSE THEY HAVE ONE.

THE LAST TWO PROJECTS THAT WE HAVE BID OUT FOR THE CITY OF ANGLETON.

THEY HAVE WON THE STATION EIGHT PROJECT THAT THEY'RE CURRENTLY WORKING ON, AND THEY HAVE ALSO WON THE MILLER PARRISH STREET PROJECT THAT THEY'RE WORKING ON, COORDINATED WITH THEM ON THEIR SCHEDULE.

IT APPEARS THAT THEY OUGHT TO BE FINISHED UP WITH STATION EIGHT PRIOR TO THE BEGINNING OF THIS PROJECT.

WE CAN'T START THE PACKAGE ONE PROJECT UNTIL THE 1ST OF JUNE DUE TO THE SCHOOL.

WE DON'T WANT TO GET IN THERE AND START MESSING AROUND WITH PEOPLE'S TRAVEL IN AND OUT AND DROP OFF.

THEY ALSO BELIEVE THAT THEY'LL BE DONE WITH STATION EIGHT AND THEY MAY BE DONE A LITTLE BIT SOONER THAN WE THOUGHT.

THEY'RE WORKING PRETTY, PRETTY GOOD.

AND WE'VE GOT SOME GOOD NEWS TODAY.

ALSO, THEY PLAN ON GETTING PARRISH MOTOR STREET COMPLETED BEFORE THAT, TOO.

SO. SO THEY SHOULD THEY SHOULD HAVE BOTH OF THOSE PROJECTS DONE.

THEY FEEL THAT THEY HAVE THE CREW, THEY HAVE THE EQUIPMENT, AND THEY HAVE THE EXPERIENCE TO DO THIS PROJECT, SUCCESSFULLY COORDINATED WITH CITY STAFF AND STAFF THAT THEY ALSO DO, TOO. THEY'VE WORKED WELL WITH THE CITY OF ANGLETON ON ANY ISSUES IN THE PAST TO COME UP WITH BILL CHANGES.

SO FOR THAT REASON AND THE REASON THAT THEY'VE DONE SIMILAR PROJECTS OR SIMILAR WORK, WHICH IS SMALLER, WE BELIEVE THAT THE CITY OF ANGLETON SHOULD AWARD THE CONTRACT FOR THE STREET BOND PROJECT PACKAGE ONE FOR A TOTAL OF 1.1 MILLION $660,385.

YES, A FEW THINGS THAT I NEED TO BRING OUT TO YOU THERE.

WE'VE ALREADY MENTIONED A COUPLE OF THINGS.

THE THE FIRST THING THAT JUMPS OFF THE TABLE AT ME IS 21% DIFFERENCE BETWEEN IN PRICE BETWEEN THE HIGH BIDDER AND THE SECOND BIDDER, THE LOW BIDDER AND THE HIGH BIDDER.

THAT'S A QUANTITY OF $543,000 DIFFERENCE IN THE TWO BIDS.

I'M NOT AN ESTIMATOR.

I DON'T KNOW HOW TO PUT THE BIDS TOGETHER, BUT IT'S A LOT.

THAT'S A PRETTY BIG SPREAD.

YEAH. WHEN YOU HAVE ONE BIDDER THAT COMES IN THREE FOURTHS, THE PRICE OF THE THE HIGH BIDDER.

WERE THEY QUERIED ABOUT THEIR PRICE? YES, SIR. ACTUALLY, YES, SIR.

THAT WAS ONE OF MY FIRST THINGS IN THE LETTER OF RECOMMENDATION.

WE ALSO TALK ABOUT WE DID TALK TO THEM ABOUT THE PRICE AND THEY FEEL THAT THEY BID THIS PROJECT CORRECTLY TO DO THIS WORK.

I KNOW WE CIVIL ENGINEERS THAT JUMPS OFF THE PAGE AT YOU WHEN YOU.

YES. IT'S HARD TO TO JUDGE WHEN YOU'VE ONLY GOT TWO BIDDERS.

ALL RIGHT. YOU CAN'T FORCE ANYBODY TO BID TO BID TO WORK.

BUT I WAS. A LITTLE BIT.

THE ANOTHER CONCERN I HAVE IS AND THIS IS THE BIGGER ONE, THEY HAVE NOT DONE A SEVEN INCH REINFORCED CONCRETE PAVEMENT PROJECT TO THIS MAGNITUDE OR EVEN HALF THIS MAGNITUDE.

THE PAVING PROJECTS THAT THEY HAVE REFERENCED OR LISTED OR WHATEVER AMOUNT TO PUTTING IN A FEW PANELS OF CONCRETE ON SOME PREVIOUSLY CONSTRUCTED CONCRETE STREETS IN LAKE JACKSON IS JUST MINIMAL. THEY'RE GOING TO BE WORKING IN A IN A RESIDENTIAL AREA.

SO WE'RE GOING TO PROVIDE ACCESS TO, AS THEY DID ON RICHMOND'S, AS WAS DONE ON RICHMOND STREET.

EVERYONE HAS TO HAVE.

TO SOME DEGREE ACCESS TO THEIR HOME AT ALL TIMES.

MAYBE EVEN A MORE CONCERNING ISSUE IS HEAVEN FORBID ANYTHING GOES WRONG.

BUT THEY'RE ON RIDGECREST, NEXT TO NORTHSIDE ELEMENTARY SCHOOL.

WE'RE PRETTY MUCH COMMITTING TO HAVING THAT STREET READY FOR BUSSES TO COME IN THEIR FIRST DAY OF SCHOOL.

SO WE ASKED THEM, ARE YOU COMFORTABLE WITH THE PRICES? DO YOU FEEL THAT YOU CAN DO THIS? WE HAD SEVERAL MEETINGS, YES.

I GOT AN EMAIL WHERE HE SAID, YES, WE CAN HAVE THIS DONE.

I EXPECT HIM TO SAY THAT.

FIRST THING YOU GOING TO DO IS FIRE.

YOU WON'T EVEN TAKE THEIR BID IF YOU DON'T.

IF THEY SAID, NO, I DON'T THINK WE CAN DO IT, BUT WE'LL TRY.

BUT THEY FEEL THAT THEY CAN DO IT.

THEY LOOK AT A SCHEDULE AND PROVIDED SCHEDULING ON IT TO WHERE THEY BELIEVE THAT THEY'LL CLEAR THEIR CURRENT LOAD TO WHERE THEY CAN FOCUS IN ON THAT PROJECT.

SO AS FAR AS WHAT WE CAN DO TO HAVE THEM VERIFY AND HAVE THEM SHOW US HOW THEY'RE GOING TO DO IT, IT HAD THEM AND IT WAS CORRECT. THIS IS THE FIRST PROJECT LIKE.

WELL, LET ME ASK YOU, WHAT'S YOU STATED THAT YOU ASKED THEM TO DEMONSTRATE? HOW WOULD YOU? HOW WOULD THEY DO THAT? FIRST OFF, THEY WOULD BECAUSE THEY'RE SUCH A SMALLER COMPANY, THEY HAVE TO CLEAR THEIR WORK LOAD, WHICH THEY'VE ADMITTED THAT THEY CAN DO BECAUSE THEY DON'T HAVE THE RESOURCES THAT THE TWO OF THEM AND TWO OR A LARGER CONTRACTOR WILL.

SO THEY HAVE THEY HAVE SAID, YES, WE PLAN ON HAVING THIS DONE.

WE ARE GOING TO HAVE THIS DONE. WE'RE NOT GOING TO BUILD ANY MORE PROJECTS IN THE CITY OF ANGLETON UNTIL WE GET AT LEAST HALFWAY DONE WITH THIS, BECAUSE THEY'RE GOING TO FOCUS ON

THIS PROJECT. SO AS FAR AS THAT GOES.

TALKING TO THE GENTLEMAN AT LAKE JACKSON, HE REALLY THOUGHT THAT THEY COULD HE FELT COMFORTABLE SAYING THAT HE WOULD LOOK AT THEM AND DOING A PROJECT OF THIS NATURE.

THEY'VE DONE A GREAT JOB FOR THEM ON THAT PROJECT.

LIKE I SAID, IT WASN'T A ONE OR $2 MILLION PROJECT.

IT WAS ONLY $700,000 PROJECT, WHICH IS WHAT DID THEY DO? THEY DID LAKE JACKSON.

THEY REMOVED THE STREET AND POURED SOME QUANTITY.

GIVE ME SOME QUANTITIES HERE.

I'VE GOT THAT AT THE OFFICE ANYWHERE NEAR THIS.

OK, 20% OF THIS SIZE, 10%.

THIS IS PROBABLY PROBABLY CLOSER TO 30 TO 40% OF THIS SIZE.

WE GOT A COUPLE QUESTIONS.

BUT THE WORK THAT THEY'VE DONE WITH THIS BEFORE, HAS THERE BEEN A HISTORY OF CHANGE ORDERS? NO, NO, NO.

JUST, YOU KNOW, WHENEVER THERE'S A LITTLE BIT, YOU KIND OF YOU WANT TO LOOK AT THEM, MAKE SURE THERE'S THERE'S NO ROOM FOR THEM TO COME BACK ON SOMETHING SMALL OR BIG. AND ALSO, DO THEY FORESEE ANY PROBLEMS WITH SUPPLY OF MATERIALS AS FAR AS CONCRETE OR ANYTHING? NO, SIR. WE HAD THAT DISCUSSION.

BECAUSE THAT'S THAT'S A BIG ONE FOR KEEPING ON SCHEDULE FOR BEGINNING OF SCHOOL YEAR.

YES. AND THEY HAVE DONE PROJECTS IN NEIGHBORHOODS JUST NOT PAVING.

YOU KNOW, THEY'RE DOING THE LIFT STATION WHERE THEY'RE RUNNING DOWN RUNNING DOWN THE ROAD WITH WITH EQUIPMENT AND STUFF.

THEY WORKED IN RESIDENTIAL NEIGHBORHOODS, BUT THERE'S A BIG DIFFERENCE.

WE WORK IN RESIDENTIAL NEIGHBORHOODS AND WE'RE MOVING STREET TO WHERE YOU HAVE TO PUT TEMPORARY ACCESS TO PEOPLE'S HOMES AND THINGS LIKE THAT.

BUT THEY FEEL COMFORTABLE THAT THEY CAN DO THIS.

AND. TALKING WITH CITY STAFF CITY STAFF BELIEVES THAT THEY HAVE THE CAPABILITIES OF DOING THIS TO.

WELL, CAN I ASK, DID THEY TELL YOU WHO THEIR CONCRETE SUPPLIER IS? I DID NOT GET THAT FAR INTO THE WEEDS AND THAT.

WAS THERE A PROJECT SCHEDULE SUBMITTED OR REQUESTED? I ASKED THEM ABOUT THEIR PROJECT FINISHING UP THEIR PROJECTS, AND THEY DID SAY THEY GAVE ME BASICALLY TIMELINES OF WHEN THEY'RE GOING TO HAVE THIS DONE AND THAT DONE AS FAR AS THE ACTUAL PROJECT.

THEY HAVEN'T REALLY GOT IN AND THEY'RE SAYING WE LOOKED AT THE FIRST PHASE OF THE FIRST PHASE OF THE PHASE THAT HAS TO BE DONE.

CAMPS AND CLINICS, CLINIC OFFERINGS WITHIN THE CITY OF ANGLETON.

SPECIFICALLY, WHAT WE WERE LOOKING AT THIS FISCAL YEAR WAS YOUTH VOLLEYBALL AND YOUTH FOOTBALL.

THIS WAS ALSO A REQUEST FROM SOME OF OUR RESIDENTS AND RECOMMENDED BY SOME OF OUR COUNCIL MEMBERS.

PARKS AND RECREATION STAFF HAS ACTIVELY BEEN WORKING ON DEVELOPING YOUTH AND FLAG FOOTBALL PROGRAMS TO MEET THE EXPRESS NEEDS OF THE COMMUNITY.

ADDITIONALLY, WE HAVE SOME OTHER OPPORTUNITIES TO EXPAND THESE OFFERINGS WITH THIS ORGANIZATION IF WE SO CHOOSE.

WE HAVE REACHED OUT TO OUR ASSOCIATIONS TO SEE IF THEY WANTED US TO SUPPLEMENT ANY OF THEIR OFFERINGS, LIKE YOUTH SOCCER AND THE OFF SEASON YOUTH BASEBALL AND YOUTH GIRLS SOFTBALL.

THEY HAVE EXPRESSED NO ADDITIONAL INTEREST AND SO WE'RE LEAVING IT TO THE ASSOCIATIONS TO ADDRESS THAT.

HOWEVER, SOME OTHER YOUTH PROGRAMS THAT WE COULD POTENTIALLY OFFER IN THE FUTURE ARE LACROSSE, CHEERLEADING AND BASKETBALL IF WE SO CHOOSE.

THIS AGREEMENT WILL AUTHORIZE NINE SPORTS TO UTILIZE ANGLETON PARKS AND RECREATION FACILITIES, AND IN RETURN, THE CITY OF ANGLETON WILL RECEIVE A PERCENT OF ALL REGISTRATION FEES THAT ARE PAID TO I-9 SPORTS FOR PARTICIPATION IN THE PROGRAMS THAT HAVE BEEN APPROVED BY OUR DEPARTMENT.

SO WE WOULD BASICALLY WHAT THEY'VE DONE SO FAR IN OUR OUR DISCUSSIONS ARE THEY HAVE PROVIDED US WITH A PROPOSED SCHEDULE.

SO THEY OUTLINED THE THEIR SCHEDULE.

THEY'VE PROPOSED A FEE STRUCTURE THAT THEY THINK WILL MEET THEIR NEEDS TO OFFER THESE PROGRAMS BASED ON INFORMATION THAT WE'VE PROVIDED THEM ABOUT ANGLETON AND WHAT WE THINK OUR CITIZENS CAN AFFORD TO PARTICIPATE.

SO IT'S NOT JUST COMPLETELY OUTRAGEOUS.

WE WANT IT TO BE AFFORDABLE. THE WHOLE POINT IS FOR THEM TO PARTICIPATE IN THESE YOUTH SPORTS.

AND SO THE INITIAL PROPOSED PROPOSED RATE EXCUSE ME, OF REVENUES DUE TO THE CITY WOULD BE 25% AND THAT WOULD BE UP FOR NEGOTIATION AFTER THE CONTRACT HAS BEEN REFINED BY LEGAL.

WE WOULD PRESENT THAT BACK TO NINE SPORTS FOR APPROVAL.

BUT WE ARE PURSUING A 25% OF REGISTRATION FEES, WHICH IS PRETTY SIMILAR TO WHAT SOME OF THE OTHER CITIES THAT I HAD MENTIONED ARE ARE BRINGING IN ALSO, AND THAT IS FOR EXCHANGE OF USE OF THEIR FACILITIES.

I'M A LITTLE CONFUSED AS HOW THE DYNAMIC IS BETWEEN I NINE AND THE CITY.

SO WHEN SOMEBODY PAYS MONEY, WHO'S GETTING THE PROCEEDS? IS THE CITY GETTING IT? SO A9 SPORTS WOULD BE GETTING IT AND THEN THEY WOULD BE SENDING US BASICALLY IN THE AGREEMENT.

IT HAS INFORMATION REGARDING REPORTS AND ROSTERS, SO WE WOULD GET ALL OF THEIR ACCOUNTING SO THAT WE HAVE A CHECKS AND BALANCES OF WHAT IS ACTUALLY COMING IN TO I-9.
