THE CITY OF ANGLETON HAS HIRED KIMLEY-HORN AND ACCESSOLOGY TO HELP US DEVELOP THIS FIRST PHASE. THIS IS ONE OF SUBSEQUENT PHASES. SO IN THIS ONE, WE'RE ADDRESSING PARKS, OUR RECREATION FACILITY, AND A MILE OF OUR PUBLIC RIGHT AWAY AND SUBSEQUENT PHASES WILL ALSO ADDRESS SOME OTHER DOCUMENTS, SOME OTHER PROGRAMS WITHIN THE CITY, ADDITIONAL RIGHT OF WAY. AND AARON CAN TALK A LITTLE BIT MORE ABOUT WHAT ALL WE'RE COVERING IN THIS PHASE. AND SO AT THIS TIME, I'M GOING TO TURN IT OVER TO AARON AND KRISTI FOR OUR TOWN HALL PRESENTATION. THANK YOU SO MUCH. AND I APPRECIATE EVERYONE BEING HERE TONIGHT. SO WHAT WE WANTED TO DO IS REAL QUICKLY INTRODUCE THE STAFF THAT'S HERE THAT HELPED WITH THIS PROJECT AS WELL AS OUR TEAM. BUT WE WILL BE GOING OVER THE GOALS AND OBJECTIVES OF THIS PROJECT. TALK A LITTLE BIT ABOUT THE ADA BACKGROUND AND THEN REALLY WHAT WE DID FOR THIS PHASE OF THE PROJECT. AND AS MEGAN MENTIONED, WE ARE LOOKING TOWARDS THE FUTURE AS TO WHAT THE NEXT STEPS ARE. BUT REALLY WHAT THIS IS ABOUT TONIGHT IS GETTING PUBLIC INPUT AND GETTING INPUT FROM THOSE OF YOU THAT ARE HERE. SO WE'RE GOING TO GIVE SOME TIME TO GIVE FEEDBACK AS WELL AS SHOW YOU HOW YOU CAN PROVIDE FEEDBACK AFTER THIS MEETING AND LET OTHERS KNOW THAT MAYBE PEOPLE THAT YOU WORK WITH OR LIVE WITH THAT ARE INTERESTED IN PROVIDING INPUT. WE REALLY WANT TO GET THAT FROM YOU. SO OUR STAFF THAT'S HERE TODAY, MEGAN, JUST INTRODUCED HERSELF, THE DIRECTOR OF PARKS AND RECREATION. AND COLLEEN MARTIN IS THE DIRECTOR OF HUMAN RESOURCES AND RISK MANAGEMENT, AS WELL AS THE ADA COORDINATOR AND THEN MYSELF, ERIN URICH WITH KIMLEY-HORN AND ASSOCIATES AND CHRISTY AVALOS WITH ACCESSOLOGY. SO OUR GOALS AND OBJECTIVES FOR THIS PROJECT WAS REALLY JUST TO IMPROVE ACCESSIBILITY FOR ALL CITIZENS AS WELL AS ANYONE WHO COMES TO ANGLETON TO VISIT. WE WANT TO MAKE SURE THAT THAT'S THE OVERARCHING GOAL FOR EVERYTHING THAT WE DO, BUT REALLY TO ENCOURAGE PARTICIPATION FROM THE PUBLIC AS WELL AS THE DISABILITY COMMUNITY AND GETTING THAT FEEDBACK THAT WE TALKED ABOUT TONIGHT. BUT THIS IS ALSO AN EDUCATION PROCESS. WE KNOW THAT THERE'S SOME THINGS THAT PEOPLE DON'T NECESSARILY KNOW, WHETHER IT'S PEOPLE FROM THE PUBLIC OR CITY STAFF. AND SO WE'RE REALLY HELPING MAKE THIS AN EDUCATION PROCESS AS WE GO ALONG. BUT WHEN WE LOOK TO WHAT WE ACTUALLY DID FOR THIS PROJECT, WE'RE DEVELOPING A LIST OF COMPREHENSIVE BARRIERS TO ACCESS, BOTH ON THE PROGRAMMATIC SIDE AND ON THE PHYSICAL SIDE. AND SO WE'LL TALK A LITTLE BIT ABOUT WHAT WE'RE DOING TO IDENTIFY THOSE AND WHAT WE FOUND DURING THIS INITIAL PHASE. BUT MORE IMPORTANTLY, ONCE THOSE BARRIERS ARE IDENTIFIED, HOW ARE WE GOING TO REMOVE THEM AND MAKE SURE THAT THEY'RE NOT AN ISSUE FOR ANYONE WHO IS TRYING TO USE THE PROGRAM SERVICES AND ACTIVITIES, AS WELL AS THE SIDEWALKS AND THE CURB RAMPS WITHIN THE CITY. AND THEN ALSO LOOKING AT WHAT IS THE SCHEDULE TO REMOVE THOSE BARRIERS AND WHAT IS THE COST PROJECTIONS ASSOCIATED WITH THEM? AND AS PART OF THAT, ALSO HELPING THE CITY IDENTIFY THE FUNDING SOURCES TO HELP THAT BARRIER REMOVAL PROCESS. SO THE AMERICANS WITH DISABILITIES ACT WAS SIGNED IN 1990, AND IT'S A COMPREHENSIVE CIVIL RIGHTS LAW TO MAKE SURE THAT NO INDIVIDUALS WITH DISABILITIES ARE DISCRIMINATED AGAINST BASED ON THEIR DISABILITY IN ALL ASPECTS OF PUBLIC LIFE. SO THAT'S GOING TO INCLUDE JOBS, SCHOOLS, TRANSPORTATION. ANYWHERE THAT THE PUBLIC HAS ACCESS TO. AND SO THE ADA IS BROKEN INTO FIVE TITLES AND YOU THEY'RE LISTED HERE ON THE SLIDE, BUT THE FIRST ONE BEING EMPLOYMENT AND MAKING SURE THAT REASONABLE ACCOMMODATIONS ARE MADE FOR ANY EMPLOYEES THAT NEED TO BE ABLE TO HAVE SOMETHING CHANGED TO DO THEIR JOB EFFECTIVELY. THERE'S ALSO TITLE TWO, WHICH APPLIES TO THE CITY, WHICH IS STATE AND LOCAL GOVERNMENTS. AND WE'LL TALK MORE ABOUT WHAT THOSE TITLE TWO REQUIREMENTS ARE IN THE NEXT COUPLE OF SLIDES. THERE'S ALSO TITLE THREE, WHICH IS THE PLACES OF PUBLIC ACCOMMODATION. SO ANY RESTAURANTS, SHOPPING CENTERS, HOTELS, ANYWHERE THAT THE CITY DOESN'T OWN OR MAINTAIN, BUT IT MAY BE WITHIN THE CITY LIMITS. AND THEN TELECOMMUNICATIONS. SO LOOKING AT ARE THERE STATEWIDE RELAY SERVICES AVAILABLE FOR INDIVIDUALS WHO MAY NEED THOSE FOR COMMUNICATION. AND FINALLY, TITLE FIVE, WHICH IS MISCELLANEOUS ITEMS, BUT SPECIFICALLY LOOKING AT THE REQUIREMENT FOR THE US ACCESS BOARD TO DEVELOP GUIDELINES THAT WILL THEN EVENTUALLY BE ADOPTED INTO LAW AS STANDARDS. SO I MENTIONED THAT TITLE TWO IS WHAT APPLIES TO THE CITY OF ANGLETON. AND SO THAT'S GOING TO APPLY TO ALL THE PROGRAMS, SERVICES AND ACTIVITIES THAT THE CITY IS GOING TO OFFER, AND THAT INCLUDES THE PUBLIC RIGHTS OF WAY. [00:05:06] SO YOUR SIDEWALKS AND CURB RAMPS ARE ALSO CONSIDERED A PROGRAM. THIS IS ENFORCED BY THE DEPARTMENT OF JUSTICE. AND AGAIN, I MENTIONED THE US ACCESS BOARD AND THE ABILITY TO DEVELOP GUIDELINES AND MAINTAIN STANDARDS AS NEW INFORMATION BECOMES AVAILABLE. SO WHAT WE ARE DOING AS PART OF THIS PROJECT IS MAKING SURE THAT THE TITLE TWO REQUIREMENTS ARE MET. AND SO SOME OF THE NEXT COUPLE OF SLIDES ARE GOING TO SHOW WHAT THOSE REQUIREMENTS ARE. THERE'S A FEW ADMINISTRATIVE REQUIREMENTS, SUCH AS DEVELOPING A GRIEVANCE PROCEDURE, SO MAKING SURE THAT IF ANYONE HAS A CONCERN OR A COMPLAINT, THERE'S A FORMAL PROCESS IN PLACE SO THAT COMPLAINT OR GRIEVANCE CAN BE DOCUMENTED. AND THERE'S A TIMELINE THAT'S IN PLACE SO THAT YOU KNOW EXACTLY WHEN THAT'S GOING TO BE HANDLED AND ADDRESSED AS WELL AS AN APPEALS PROCESS IF THERE'S SOME ADDITIONAL INFORMATION THAT NEEDS TO BE HANDLED AS PART OF THAT. THERE NEEDS TO BE SOMEONE TO OVERSEE TITLE TWO COMPLIANCE, WHICH IS GOING TO BE THE CITY'S ADA COORDINATOR. AND THEN YOU ALSO NEED TO MAKE SURE THAT YOU'RE THAT THE CITY IS PERFORMING AND RETAINING A SELF EVALUATION FOR THREE YEARS. SO THAT'S GOING TO BE THE PROGRAM SERVICES AND ACTIVITIES AND EVALUATING ALL OF THOSE TO MAKE SURE THAT NO MODIFICATIONS ARE NEEDED. BUT THEN IF ON THE PHYSICAL SIDE OF THINGS, IF THERE ARE BARRIERS TO ACCESS THAT ARE IDENTIFIED. DEVELOPING THAT TRANSITION PLAN TO REMOVE ANY STRUCTURAL BARRIERS. IN ADDITION TO THAT. SO WE TALKED ABOUT THE PROGRAM SERVICES AND ACTIVITIES AND I MENTIONED THAT THAT ALSO INCLUDES THE PEDESTRIAN FACILITIES, BUT IT'S ALSO MAKING SURE THAT NEW CONSTRUCTION OR ANY ALTERED FACILITIES ARE FREE OF ANY PHYSICAL BARRIERS, SO MAKING SURE THAT THEY'RE BUILT IN COMPLIANCE WITH THE CURRENT STANDARDS. AND ONE IMPORTANT THING TO NOTE IS THAT NOT ALL CITY FACILITIES ARE NECESSARILY REQUIRED TO BE BARRIER FREE. BUT IF THERE IS A PUBLIC PROGRAM, SERVICE OR ACTIVITY HOSTED IN THAT FACILITY, THEY ARE REQUIRED TO BE BARRIER FREE AT THAT POINT. SO THAT'S ONE THING THAT AS THIS INFORMATION IS GATHERED, THE CITY IS LOOKING AT NOT ONLY ARE THERE PHYSICAL BARRIERS TO ACCESS, BUT IS IT POSSIBLE TO RELOCATE THAT PROGRAM TO A MORE ACCESSIBLE FACILITY, OR DOES IT MAKE MORE SENSE TO SIMPLY REMOVE THOSE BARRIERS TO ACCESS? NOW, I DID WANT TO POINT OUT THAT THE CITY IS ONLY RESPONSIBLE FOR CITY PROGRAM SERVICES AND ACTIVITIES. OTHER TITLE 2 AGENCIES. SO IF THERE'S AN ADJACENT CITY OR TOWN NEXT TO ANGLETON OR THERE'S A TRANSIT AGENCY OR EVEN TXDOT, THOSE AGENCIES ARE REQUIRED TO ALSO HAVE A TRANSITION PLAN. SO ANYTHING THAT THEY'RE RESPONSIBLE FOR NEEDS TO BE IN THEIR OWN TRANSITION PLAN AND THEN ANY PLACES OF PUBLIC ACCOMMODATION. SO THOSE RESTAURANTS AND SHOPPING CENTERS AND MOVIE THEATERS, ALL OF THOSE TITLE THREE ENTITIES ARE REQUIRED TO REMOVE BARRIERS TO ACCESS ON AN ONGOING BASIS. AND SO, AGAIN, THAT'S NOT GOING TO BE THE CITY'S RESPONSIBILITY, BUT WE DID WANT TO MAKE SURE IT WAS CLEAR ON WHAT THE CITY IS RESPONSIBLE FOR. NOW WHEN WE LOOK TO THE TRANSITION PLAN, THAT'S BASICALLY A MASTER PLAN FOR ACCESSIBILITY. IT'S A WAY TO DOCUMENT ALL THE BARRIERS TO ACCESS FROM A PHYSICAL STANDPOINT AND AGAIN, MAKE SURE THAT WE KNOW HOW THOSE BARRIERS TO ACCESS ARE GOING TO BE REMOVED. SO ONCE WE'VE IDENTIFIED EVERYTHING, WE'RE ALSO GOING TO BE LOOKING TO THE STANDARDS TO WHICH WE NEED TO BRING THOSE FACILITIES INTO COMPLIANCE WITH. SO WITH THE BUILDING INTERIORS, FOR EXAMPLE, THE CURRENT ENFORCEABLE STANDARDS ARE THE 2010 ADA STANDARDS FOR ACCESSIBLE DESIGN. AND THEN IN THE PUBLIC RIGHTS WAY, WE'RE USING THE 2011 PRO AG, WHICH IS THE ACCESSIBILITY GUIDELINES FOR PEDESTRIAN FACILITIES IN THE PUBLIC RIGHTS OF WAY. AND THEN ON THE PROGRAMMATIC SIDE, THIS IS PART OF THAT SELF EVALUATION I MENTIONED. SO MAKING SURE THAT IF THERE'S ANY DEFICIENCIES IN THE PROGRAM SERVICES OR ACTIVITIES THAT THE CITY OFFERS, THAT THERE WILL BE INFORMATION ON HOW THOSE CAN BE MADE ACCESSIBLE. ONE EXAMPLE OF THAT IS GOING TO BE REASONABLE MODIFICATIONS TO A PROGRAM. SO ONE EXAMPLE MIGHT BE AND THIS DOES NOT NECESSARILY APPLY TO THE CITY OF ANGLETON, IT'S JUST A SIMPLE EXAMPLE. IF YOU IF THE LIBRARY WAS GOING TO REQUIRE A DRIVER'S LICENSE TO GET A LIBRARY CARD, TO CHECK OUT LIBRARY BOOKS AND USE A LIBRARY FACILITIES THAT MAY BE CONSIDERED DISCRIMINATORY BECAUSE NOT EVERYONE HAS A DRIVER'S LICENSE. SO WHAT YOU WOULD WANT TO DO TO CHANGE THAT PROGRAM, TO MAKE IT ACCESSIBLE IS TO REQUIRE A GOVERNMENT ISSUED ID. AND SO IT'S JUST SIMPLE CHANGES LIKE THAT THAT MAY GO A LONG WAY IN MAKING THE PROGRAM ACCESSIBLE. NOW IT MAY REQUIRE A LITTLE BIT MORE IN DEPTH CHANGES, AND CHRISTIE CAN PROBABLY SPEAK TO THAT AS SHE GOES THROUGH SOME OF THE ITEMS THAT WE EVALUATED. BUT THAT'S JUST AN EXAMPLE. AND SO THOSE REASONABLE MODIFICATIONS, THERE'S SEVERAL WAYS THAT YOU CAN GO ABOUT DOING THAT, AND THAT'S SOMETHING THAT'S GOING TO BE FIGURED OUT ON A CASE BY CASE BASIS. [00:10:06] NOW I MENTIONED THAT THE TRANSITION PLAN IS A MASTER PLAN FOR ACCESSIBILITY, WHICH MEANS IT'S A LONG RANGE PLANNING DOCUMENT TO MAKE SURE THAT ALL OF THOSE BARRIERS TO ACCESS ARE BEING REMOVED. SO THE SCHEDULE FOR MAKING THOSE IMPROVEMENTS ARE GOING TO BE DOCUMENTED IN THE TRANSITION PLAN. AND THEN ALSO THE PERSON THAT'S RESPONSIBLE FOR GETTING THIS TRANSITION PLAN IMPLEMENTED OVER TIME IS GOING TO BE NOTED IN THE TRANSITION PLAN ITSELF. ONE OF THE REQUIREMENTS IS ALSO THAT WE SEEK INPUT FROM THE PUBLIC AND OTHER INTERESTED PARTIES ON BOTH THE SELF EVALUATION SIDE OF THINGS. SO THE PROGRAM SERVICES, ACTIVITIES, POLICIES, PROCEDURES AND ON THE TRANSITION PLAN DEVELOPMENT. SO THE TRANSITION PLAN, ONCE IT'S COMPLETED AND THE DRAFT IS BEING WORKED ON, STILL WE WANT TO MAKE SURE THAT WE DOCUMENT ALL THE PUBLIC INPUT THAT WE RECEIVE THIS MONTH THROUGH THIS MEETING AND THROUGH OTHER MEANS AND METHODS, AND THEN WE'LL GET THAT INCORPORATED INTO THE TRANSITION PLAN. BUT THIS INITIAL VERSION WILL BE AVAILABLE FOR THE PUBLIC TO REVIEW AND PROVIDE ADDITIONAL COMMENTARY ON. AND THIS IS A LIVING DOCUMENT, SO KEEP THAT IN MIND THAT IT'S NOT GOING TO BE THE END ALL VERSION THAT YOU INITIALLY SEE. IT'S INTENDED TO BE UPDATED REGULARLY AND MAINTAINED AS ADDITIONAL BARRIERS MAY BE IDENTIFIED AND AS THEY ARE REMOVED OVER TIME. AND SO WHAT WE DID DURING THIS PARTICULAR PROJECT AS FAR AS THE SELF EVALUATION WAS CONCERNED, IS WE ARE WORKING WITH THE CITY TO ESTABLISH THE ADA ADVISORY COMMITTEE AND THAT IS BEING DONE BY WE FIRST IDENTIFIED LOCAL DISABILITY ORGANIZATIONS THAT SERVE NOT ONLY THE CITY SPECIFICALLY BUT JUST THE GENERAL AREA AND INVITED REPRESENTATIVES FROM EACH OF THOSE GROUPS TO PARTICIPATE IN THE ADA ADVISORY COMMITTEE. NOW, I KNOW WE HAVE A FEW OF THOSE FOLKS THAT ARE PRESENT HERE TODAY, SO THANK YOU GUYS FOR COMING OUT. WE APPRECIATE THAT. BUT THE ADDITIONAL PART OF WHAT WE DID IS WE REVIEWED SELECT CITY PROGRAM SERVICES AND ACTIVITIES. WE REVIEWED SOME SELECT CITY DESIGN STANDARDS AND WE EVALUATED SOME EXISTING CITY FACILITIES. NOW, THIS IS JUST THE STARTING POINT, SO KEEP THAT IN MIND AS WE GO THROUGH THE NEXT SEVERAL SLIDES THROUGHOUT THE PRESENTATION. THIS IS A WAY TO GET STARTED AND NOW WE'RE SEEKING INPUT ON WHAT WOULD BE ANOTHER WAY OR WHAT WOULD BE THE BEST PLACE TO GO NEXT FOR SOME OF OUR EVALUATIONS. AND AS WE IDENTIFY ANY OF THOSE BARRIERS, WHERE DO WE WANT TO START IMPLEMENTING IMPROVEMENTS WHEN WE GET GOING? AND THEN, OF COURSE, THE TRANSITION PLAN DOCUMENT ITSELF. SO THAT'S WHAT WE TALKED ABOUT WILL BE AVAILABLE LATER FOR PUBLIC REVIEW. AND SO I'M GOING TO PASS IT OVER TO CHRISTI TO START TALKING ABOUT SOME OF OUR INITIAL FINDINGS. THIS MAKES ME FEEL TALL. SO AS ERIN WAS SAYING, THE THIS IS KIND OF A SNAPSHOT. YOU KNOW, IT'S NOT AN IN-DEPTH STUDY OF EVERYTHING THAT WE'VE SEEN. AND WHAT WE'VE SEEN ISN'T THE ENTIRE CITY. SO THIS IS JUST A PHASE OF IT. AND ONE OF THE THINGS THAT THE CITY IS RESPONSIBLE FOR IS IT'S WORDED IN THE LAW AS EFFECTIVE COMMUNICATION. SO THAT BASICALLY MEANS ANYTHING THAT A CITY COMMUNICATES. IT HAS TO BE COMMUNICATED TO EVERYBODY, MEANING IT HAS TO BE AVAILABLE IN BOTH VISUAL AND AUDIBLE FORMAT. SO IF SOMEBODY DOESN'T SEE OR DOESN'T HEAR, THEY'RE ABLE TO GET THE SAME TYPE OF COMMUNICATION. SO WE LOOKED AT MEETING AGENDAS AND THIS IS A LIST OF THE DIFFERENT MEETING AGENDAS THAT WE LOOKED AT AS WELL AS SOME CITY COUNCIL MEETING MINUTES. AND WHAT WE WERE LOOKING FOR IS ARE WE COMMUNICATING THE INFORMATION THAT IS NECESSARY FOR SOMEBODY WHO MIGHT HAVE A SENSORY IMPAIRMENT? AND SO WE DID FIND THAT ON SOME OF THE DOCUMENTS, MOST OF THE DOCUMENTS THIS PARAGRAPH WAS LISTED, AND IT SAYS IN COMPLIANCE WITH THE AMERICANS WITH DISABILITIES ACT, THE CITY OF ANGLETON WILL PROVIDE REASONABLE ACCOMMODATIONS FOR PERSONS ATTENDING CITY COUNCIL MEETINGS. AND THEN THE OTHER THING THAT I WANTED TO MENTION IS THAT THE TERM REASONABLE ACCOMMODATION IS ACTUALLY MISUSED. A REASONABLE ACCOMMODATION IS SOMETHING THAT IS FOR AN EMPLOYEE IF THEY NEED TO HAVE AN ACCOMMODATION IN ORDER TO DO THEIR JOB. AARON WENT OVER THE DEFINITION OF REASONABLE MODIFICATION AND THAT'S ACTUALLY THE TERM THAT NEEDS TO BE USED. AND SO AGAIN, JUST FOR CLARITY, WE WANTED TO MAKE SURE THAT, YOU KNOW, THAT WE WERE CATCHING THINGS LIKE THAT. AND AGAIN, THIS ISN'T EVERYTHING, BUT SOME OF THE THINGS THAT WE FOUND. THE JOB DESCRIPTIONS ARE VERY WELL WRITTEN. THEY'RE CLEARLY WRITTEN WITH CONCISE AND THEY HIGHLIGHT THE ESSENTIAL FUNCTIONS, WHICH IS IMPORTANT. THE WAY THAT THEY'RE SUPPOSED TO BE WRITTEN IS SO THAT A PERSON WITH A DISABILITY CAN DISQUALIFY THEMSELVES. SO IF IT SAYS MUST BE ABLE TO LIFT 50 POUNDS ABOVE 27 INCHES ON A REGULAR BASIS, SOMEBODY WHO JUST HAD MAJOR BACK SURGERY IS GOING TO GO, YEAH, I CAN'T DO THAT. THAT PREVENTS US FROM LOOKING AT SOMEBODY GOING, YEAH, I DON'T THINK YOU CAN DO THIS. SO IT HAS TO BE WRITTEN CLEARLY SO THAT A PERSON CAN DISQUALIFY THEMSELVES. THE REQUEST FOR ACCOMMODATION FORM IS WELL WRITTEN AND HAS ALL OF THE REQUIRED ELEMENTS IN IT. THE ADA POLICY AND EMPLOYEE MANUAL ADEQUATELY COVERS THE NECESSARY ELEMENTS OF COMPLIANCE. YOU KNOW, LIKE WE USED TO SAY, YOU MUST BE ABLE TO TYPE 50 WORDS A MINUTE AND NOW WE HAVE VOICE ACTIVATION. AND SO MAYBE YOU CAN'T TYPE AT ALL, BUT YOU CAN STILL INPUT. SO THERE'S, THERE'S A COUPLE OF PLACES THAT WHERE WE NEED TO UPDATE THE LANGUAGE A LITTLE BIT, BUT FOR THE MOST PART, THE JOB DESCRIPTIONS ARE WRITTEN BETTER THAN MOST THAT WE'VE SEEN. WE ALSO LOOKED AT SOME OF THE EMERGENCY MANAGEMENT DOCUMENTS. EMERGENCY MANAGEMENT IS A BIG DEAL FROM THE FOR THE DEPARTMENT OF JUSTICE RIGHT NOW. AND SO WE LOOKED AT THE STATE PLANNING STANDARDS CHECKLIST, WHICH IS THE BASIC PLAN, AND THEN THE EMERGENCY MANAGEMENT PLAN FOR THE CITY OF ANGLETON. NOW, ONE OF THE THINGS THAT WE OFTEN FIND AND DID FIND AND WHEN I SAY OFTEN, I MEAN ALL OVER THE COUNTRY, NO MATTER WHERE WE GO, WE FIND THAT THERE ARE STATEMENTS THAT SAY END WILL TAKE CARE OF PEOPLE WITH DISABILITIES, BUT THERE'S NO REAL ACTION BEHIND THOSE STATEMENTS. AND SO WE'VE HIGHLIGHTED THOSE AREAS AND SAID, OKAY, WE NEED TO PUT ACTION BEHIND THEM. WHO'S GOING TO BE RESPONSIBLE? WHO'S GOING TO MAKE SURE THAT A PERSON WITH A DISABILITY IS TAKEN CARE OF? HOW ARE WE TRAINING THE VOLUNTEERS? WHAT IS THE ACTION BEHIND IT? SO THOSE ARE THE KINDS OF THINGS THAT THAT WE LOOKED AT AND COMMENTS THAT WE MADE ALSO, INCLUDING PEOPLE WITH DISABILITIES IN ANY PLANNING, EMERGENCY PLANNING AND EMERGENCY PLANNING MEETINGS THAT ARE AVAILABLE. THAT'S ALSO AN IMPORTANT THING. AND THEN AS WELL IN. WHEN WE'RE TRAINING VOLUNTEERS, WHENEVER THERE'S A BIG EMERGENCY, THERE'S A LOT OF VOLUNTEERS. WHO'S GOING TO BE RESPONSIBLE TO MAKE SURE THAT WE HAVE SOME COHESIVENESS WHEN IT COMES TO SERVING THE POPULATION THAT HAVE DISABILITIES? SO THOSE KINDS OF THINGS CAME UP AS DISCUSSION. WE ALSO LOOKED AT SOME DESIGN STANDARDS, AND THAT WAS SPECIFICALLY THE PARKLAND DEDICATION ORDINANCE, WHICH WAS A PARK. AND WHO WE RECOMMENDED THAT THEY INCORPORATE THE ACCESSIBILITY GUIDELINES ON THE FRONT PAGE OF ANY SET OF OF PLANS. THERE'S THE STANDARDS THAT IT WAS BUILT TO, WHICH USUALLY INCLUDES THE, YOU KNOW, THE BUILDING CODES AND THINGS LIKE THAT. WE ALSO WANTED TO MAKE SURE THAT THERE WAS CONSISTENCY IN THE VERBIAGE BETWEEN WHAT WAS WRITTEN AND THE PROPOSED STANDARDS. AND THEN, YOU KNOW, THAT IT'S CONSISTENT WITH WHAT THE FEDERAL LAW OR FEDERAL STANDARDS ARE ASKING FOR. AND WE DID ASK FOR A LITTLE BIT MORE ADDITIONAL CLARIFICATION. A LOT OF TIMES THEY'LL PUT ALL OF THE ACCESSIBILITY ON ONE SHEET, MAYBE IN THE FRONT OR IN THE BACK OF THE STANDARDS INSTEAD OF ON EACH INDIVIDUAL SHEET. AND WE FIND THAT YOU YOU END UP WITH A MORE SUCCESSFUL PRODUCT WHEN IT'S CALLED OUT ON EACH INDIVIDUAL SHEET, RATHER THAN REQUIRING THE CONTRACTOR TO LOOK AT THAT ONE SHEET IN THE BACK, BECAUSE IT DOESN'T ALWAYS HAPPEN. WE LOOKED AT THE REC CENTER AND THE POOL, AND THE MOST COMMON BUILDING ISSUES WERE NO ACCESSIBLE ROUTE TO SOME OF THE WORKOUT EQUIPMENT. AND ALL THAT MEANS IS THEY HAVE PLENTY OF EQUIPMENT. BUT IN SOME CASES, LIKE IF THEY HAVE TEN TREADMILLS, YOU ONLY HAVE TO HAVE ACCESS TO ONE OF THEM. BUT IN SOME CASES WE ONLY HAD ONE OF CERTAIN MACHINES AND THEY WERE ALL TOGETHER, WHICH MEANS THEY DIDN'T HAVE AN ACCESSIBLE ROUTE TO EACH TYPE OF MACHINE. AND THAT'S JUST A MATTER OF MOVING THE MACHINES AROUND. SO THAT'S NOT A BIGGER EXPENSIVE THING. IT'S ALSO VERY COMMON THEN IT'S ALSO IMPORTANT TO EDUCATE THE PEOPLE WHO CLEAN. THE MAINTENANCE PEOPLE SO THAT THEY DON'T MOVE THEM BACK TO WHERE THEY WERE, THAT THEY UNDERSTAND WHY THEY WERE MOVED. WE FOUND SOME SLOPES ALONG THE ACCESSIBLE ROUTE, MOSTLY AROUND THE POOL AREA. THERE WERE A COUPLE OF PROTRUDING OBJECTS AND THEN NON-COMPLIANT BENCHES IN THE BREAK ROOM OR IN THE LOCKER ROOMS. AND SO THIS IS KIND OF SHOWS A COUPLE OF THE ISSUES. LIKE, FOR INSTANCE, THE ACCESSIBLE STALL IS SUPPOSED TO HAVE A SELF-CLOSING HINGE SO THAT IF THE PERSON THAT IS USING A MOBILITY AID AND THEY CAN'T REACH BEHIND THEM TO PULL THE THE DOOR CLOSED, THEY'LL AT LEAST HAVE SOME LEVEL OF PRIVACY BECAUSE IT WILL CLOSE ITSELF. AND THEN WE HAD THE I GUESS YOU CAN'T REALLY. HERE IT IS. THE TOILET PAPER IS TOO FAR IN FRONT OF THE TOILET. THERE'S A VERY SPECIFIC SPACE PLACE THAT THAT'S SUPPOSED TO BE. AGAIN, MINIMAL THINGS. IMPROPER KNEE CLEARANCE UNDERNEATH THE SINK AND NOT BECAUSE THE STOOL IS THERE, BECAUSE THAT'S MOVABLE, BUT THE WAY THE PIPES ARE UNDERNEATH, WE HAVE TO HAVE A CLEAR AREA SO THAT A PERSON IN A WHEELCHAIR CAN ACTUALLY GET UP UNDER THE SINK WITHOUT SMASHING THEIR KNEES ON SOMETHING THAT IS SHARP OR THAT THEY MAY NOT FEEL. AND THEN I MENTIONED THE BENCH. THE BENCH IS IT'S IT'S AN ACCESSIBLE BENCH. IT'S A COMPLIANT BENCH, BUT IT DOESN'T SERVE ANYTHING. THE BENCHES ARE GENERALLY RIGHT IN FRONT OF LOCKERS SO THAT YOU AND I CAN SIT DOWN AND, YOU KNOW, CHANGE OUR CLOTHES OR WHATEVER. SO THEY PUT THE ACCESSIBLE BENCH IN A DIFFERENT LOCATION AND IT DOESN'T SERVE ANYTHING. SO. THEN AROUND THE POOL, I MENTIONED WE HAD SOME SLOPE ISSUES AROUND THE POOL, SPECIFICALLY RIGHT THERE IN FRONT OF THE THE LIFT. IT WAS IT WAS PRETTY [INAUDIBLE]. AND THE AREA RIGHT NEXT TO THE LIFT SHOULD BE NO MORE THAN 2% IN ANY DIRECTION. SO WE NOTED THAT. AND THEN IF PEOPLE ARE ALLOWED TO WALK BEHIND THE SLIDE AND SOMEBODY IS BLIND, THEY COULD SMACK THEIR HEAD RIGHT ON THAT BECAUSE THAT'S CONSIDERED AN OVERHEAD PROTRUSION. SO HAVING EITHER NOT LETTING ANYBODY GO BACK THERE OR HAVING SOME KIND OF A BARRIER FOR SOMEBODY USING A CANE OR WHO HAS A DOG. THIS IS WHAT I WAS TALKING ABOUT BEFORE, WHERE WE HAD SOME OF THE WORKOUT EQUIPMENT RIGHT NEXT TO EACH OTHER WITHOUT A PATH OF TRAVEL TO EACH SIDE OF IT. AND THEN THIS IS A KEY BOX JUST AS YOU GO INSIDE OF THE REC SPACE AND IT PROTRUDES. SO THE RULE IS IF IT'S ABOVE 27 INCHES, IT CAN'T PROTRUDE OFF THE WALL MORE THAN FOUR INCHES BECAUSE A CANE WON'T DETECT IT AND A DOG WON'T SEE IT. AND SO WE EITHER NEED TO LOWER IT OR MOVE IT INTO A CORNER SOMEWHERE, OR THERE'S A NUMBER OF DIFFERENT SOLUTIONS FOR IT. BUT AS IT WAS. THAT WAS CONSIDERED NOT COMPLIANT. NOW THESE ARE THE PARKS THAT WERE LOOKED AT. AND WE HAD SOME INTERESTING BOTH COMPLIANCE AND NONCOMPLIANCE IN SOME OF THE DIFFERENT PARKS. SO JUST TO GIVE YOU A COUPLE OF EXAMPLES. NON-COMPLIANT PARKING IS VERY COMMON. A LOT OF TIMES WE'LL HAVE A SIGN IN FRONT OF A PARKING SPACE, BUT IT'S NOT ACTUALLY A COMPLIANT PARKING SPACE. SO A LOT OF TIMES WE HAVE A LOT OF SLOPE ISSUES OR LEVEL CHANGES ALONG THE PATHS OF TRAVEL AND THINGS LIKE THAT. WE'LL HAVE AMENITIES THAT ARE OFFERED THAT HAVE NO ACCESSIBLE ROUTE TO THEM. A LOT OF TIMES WE'LL HAVE A REALLY NICE SIDEWALK AROUND A PLAYGROUND WITH NO ACTUAL WAY TO GET INTO THE PLAYGROUND. THAT'S A REAL COMMON ONE, AGAIN, NATIONWIDE. SO. A COUPLE OF INTERESTING ONES. AND THEN THE ACCESS AISLE ON THIS SIDE, THE EXILE AISLE IS CONNECTING TO THIS, WHICH IS NOT EXACTLY AN ACCESSIBLE ROUTE. SO WE RECOMMENDED THAT MAYBE WE DON'T DO THAT. AND THEN A LOT OF TIMES WE'LL HAVE THINGS LIKE THE GRILL RIGHT OFF THE EDGE OF THE CONCRETE. SO YOU HAVE TO GO OFF THE EDGE OF THE CONCRETE TO GET TO THE GRILL INSTEAD OF HAVING IT RIGHT UP AGAINST THE AREA THAT WAS MADE ACCESSIBLE. AND THAT'S, AGAIN, A PRETTY COMMON ONE. WE ALSO HAVE ONE SIDEWALK THAT THAT LED TO THE RESTROOMS, BUT IT WAS A LEVEL CHANGE TO GET BACK OVER TO THE AREA WHERE THE GRILL WAS AND STUFF. AND WE DO HAVE A LOT OF PEOPLE WITH DISABILITIES WHO HAVE SERVICE DOGS AND THINGS THAT THEY LIKE TO TAKE TO DOG PARTS. SO THAT'S KIND OF AN IMPORTANT ONE. AND THEN IT GOES BACK TO ERIN SO SHE CAN TALK ABOUT THE PUBLIC RIGHTS AWAY. THANKS, CHRISTIE. SO WHAT WE FOUND AND THIS WAS COMING FROM LOOKING AT AERIALS AND THIS INVENTORY WILL BE BETTER REFINED AS EVALUATIONS ARE COMPLETED. BUT EVERYWHERE THAT WE HAVE GREEN LINES ON THIS MAP, WITHIN THE CITY LIMITS ARE ALL THE SIDEWALKS THAT WERE IDENTIFIED. AND SO WE WERE ABLE TO TRACE THE CENTER LINES OF THOSE SIDEWALKS. AND SO ULTIMATELY, WE FOUND 65 MILES OF SIDEWALK CORRIDORS AND THERE WERE 245 UNSIGNALIZED INTERSECTIONS AND 187 DRIVEWAYS. SO ALL OF THESE PEDESTRIAN FACILITIES EVENTUALLY NEED TO BE LOOKED AT FOR COMPLIANCE. BUT THE MOST IMPORTANT FIRST STEP WAS UNDERSTANDING WHERE THESE FACILITIES EXISTED AND WHAT NEEDED TO BE LOOKED AT IN THE FUTURE. SO WHAT WE DID FOR THIS PROJECT WAS SELECTED A MILE OF NORTH DOWNING STREET, AND THAT WAS FROM HENDERSON ROAD TO RIVERWOOD OR RIVERWOOD RANCH BOULEVARD TO GET THAT INITIAL SAMPLING OF THE INFORMATION THAT WE WERE COLLECTING SO THE CITY COULD UNDERSTAND WHAT COMPLIANCE ISSUES WERE GOING ON IN THAT LOCATION AND WHAT COULD POTENTIALLY BE SEEN THROUGHOUT THE CITY, BUT REALLY WANTED TO GET THAT INITIAL MILE DONE. AND SO THAT WAS LOCATED. THE GREEN AGAIN, IS THE INVENTORY THAT WE WHERE WE IDENTIFIED ALL THE SIDEWALKS AND THEN THE PURPLE LINE THAT'S THERE AT THE NORTH SIDE OF THE CITY IS GOING TO BE THAT MILE OF NORTH DOWNING THAT WE EVALUATED. SO ON NORTH DOWNING, SOME OF THE COMMON SIDEWALK ISSUES THAT WE IDENTIFIED WERE SINKING, CRACKING, PONDING, JUST ANYTHING THAT DISRUPTS THE STRUCTURE OF THE CONCRETE AS WELL AS UTILITY AND VEGETATION CONFLICTS. SO SOME EXAMPLES OF WHAT THOSE LOOK LIKE AND THEN ANY CROSS SLOPES ON THOSE SIDEWALKS THAT ARE OVER 2%. [00:30:03] SO THE PHOTO ON THE LEFT HAND SIDE IS SHOWING A UTILITY MANHOLE COVER THAT WAS PLACED IN THE MIDDLE OF THE SIDEWALK AND NOT THE UTILITY COVER NECESSARILY ITSELF, BUT THE CONCRETE APRON AROUND IT. AND JUST OVER TIME, THIS HAS BECOME A MAINTENANCE CONCERN. SO IT MAY HAVE BEEN COMPLIANT ON THE DAY THAT IT WAS CONSTRUCTED, BUT THIS IS SOMETHING THAT NEEDS TO BE LOOKED AT FROM A MAINTENANCE STANDPOINT TO MAKE SURE THAT THE ACCESSIBLE ROUTES ARE MAINTAINED IN AN ACCESSIBLE CONDITION. SO ANYTHING THAT IS GOING TO CREATE MORE THAN A QUARTER INCH VERTICAL DISCONTINUITY IN THAT PATH OF TRAVEL. SO ALONG THE SIDEWALK WAS IDENTIFIED AS WE WERE GOING ALONG DOING THE EVALUATIONS. ON THE RIGHT HAND SIDE ARE ON THE RIGHT HAND PICTURE. I KNOW IT'S A LITTLE DIFFICULT TO SOMETIMES SEE SLOPES WITHIN THE PHOTO, BUT THIS ONE SLOPING FROM LEFT TO RIGHT AND IT'S AN EXCESS OF 2%, WHICH IS THE MAXIMUM THAT'S ALLOWABLE ON SIDEWALKS. AND SO THAT WAS A COMMON ISSUE THAT WE SAW ALONG THIS CORRIDOR AS WELL. THE PHOTO ON THE LEFT IS A LITTLE BIT MORE OF AN INSIDE OF THAT SIMILAR UTILITY MANHOLE COVER THAT WE SAW IN THE PREVIOUS SLIDE. BUT YOU CAN SEE A LITTLE BIT BETTER HOW SOME OF THE JOINTS ARE DISCONNECTED AND IT'S NOT A SMOOTH SURFACE ANYMORE. AND THE PHOTO ON THE RIGHT IS SHOWING SOME EVIDENCE OF PONDING AS WELL AS VEGETATION. SO WE DON'T ALWAYS HAVE FRESHLY RAINED ON SIDEWALKS WHEN WE'RE DOING EVALUATIONS. SO WE DO LOOK FOR SEDIMENT OR WHERE THE CONCRETE HAS BEEN STAINED. SO YOU CAN SEE WHERE THERE'S CONTINUOUS PONDING OVER TIME. AND THAT'S WHAT HAPPENED HERE. YOU CAN SEE THE SEDIMENT THAT'S ALONG THE SIDEWALK AND THEN THERE'S THE OVERGROWTH OF VEGETATION. SO ANY TIME THAT THAT'S GOING TO CREATE A SURFACE THAT'S NOT FIRM, STABLE OR SLIP RESISTANT, IT BECOMES A COMPLIANCE ISSUE. SO AGAIN, JUST LOOKING AT IT FROM A MAINTENANCE STANDPOINT, THE UNDERLYING CONCRETE MAY BE GOOD, BUT WE WANT TO LOOK AT MAINTAINING THAT IN AN ACCESSIBLE CONDITION. NOW THE NEXT TWO SLIDES ARE LOOKING AT ALL OF THE POTENTIAL CURB RAMP COMPLIANCE CONCERNS. AND SO WHAT WE DID IS TOOK MEASUREMENTS OF ALL THE DIFFERENT ELEMENTS ON A CURVE RAMP THAT ARE REQUIRED TO BE COMPLIANT. AND YOU CAN SEE THE MAJORITY OF THIS SLIDE, THERE WERE 100 THERE WAS 100% COMPLIANCE FOR A GOOD PORTION OF THOSE ELEMENTS. AND THEN WE START GOING IN THE DOWNWARD DIRECTION WITH COMPLIANCE. AND SO AT THE BOTTOM OF THIS TABLE, THE IMPORTANT THING TO POINT OUT IS THAT THE DETECTABLE WARNING SURFACE WASN'T NECESSARILY INSTALLED ON ALL OF THE CURB RAMPS. SO THAT WAS SOMETHING THAT WE NOTED. AND THEN ALSO THE CURB RAMP TURNING SPACE OR WHAT YOU MAY KNOW IS THE LANDING AT EITHER THE TOP OR THE BOTTOM OF THE CURVE RAMP HAD CROSS SLOPES THAT WERE IN EXCESS OF 2%. SO JUST LIKE THE SIDEWALK, WE DON'T WANT THAT CROSS SLOPE TO BE TOO HIGH SO THAT SOMEONE MIGHT HAVE AN ISSUE WITH THEIR BALANCE, THAT THEY'RE USING A MOBILITY AID.
