MISS MEGAN, I'M ASSUMING THAT'S YOU.SO THAT LED TO A LITTLE BIT OF CONVERSATION REGARDING WAYS TO ASSESS BOARD ROLES AND RESPONSIBILITIES, WHAT THAT MIGHT LOOK LIKE IN THE FUTURE, WHETHER THAT'S REFINED DUTIES, IF THAT IS BEING A BECOMING A SUBCOMMITTEE TO AB.
LC AND SO WE REALLY JUST WANTED TO BRING THIS TO LC TO DISCUSS AND PROVIDE FEEDBACK SO THAT WE CAN TAKE THAT BACK TO CITY COUNCIL FOR AN ACTION ITEM.

I CAN SPEAK FROM MY EXPERIENCE OVER THE PAST SEVERAL YEARS.
SOMETIMES THAT CONTRADICTS WHAT AB LC WOULD LIKE TO SEE.
SO WE REALLY JUST NEED TO LOOK AT REDEFINING THOSE ROLES AND RESPONSIBILITIES TO MAKE IT.
YOU KNOW, ABLC HAS THE FINAL DECISION MAKING.
NOT SAYING THIS IS THE DIRECTION WE NEED TO GO IN, BUT BEING STRICTLY THAT FINANCIAL MECHANISM.
WE PRESENT PROJECTS TO A ABLC AND ABLC EITHER APPROVES OR DENIES.
SO WE JUST NEED TO DETERMINE IS THERE STILL A PURPOSE THAT COULD BE SERVED THERE? IS IT A ROLE OF ADVOCACY FOR PARKS AND RECREATION, OR WHAT DOES THAT LOOK LIKE NOW? I HAVE A QUESTION. YES.
CAN YOU EXPLAIN THE GOVERNANCE OF THE ABLC AS WE WERE ORIGINALLY SET UP? BECAUSE I UNDERSTAND THAT IT'S DIFFERENT.
THERE WERE SOME DIFFERENCES IN OUR DECISION MAKING ABILITY.
I DON'T THINK WE'RE ENTIRELY CONTINGENT UPON CITY COUNCIL OR ARE WE APPROVAL OR THE CITY COUNCIL.
FROM MY UNDERSTANDING, I BELIEVE CITY COUNCIL HAS THE ULTIMATE DECISION MAKING POWER AS A ABLC CANNOT FUNCTION AS A CORPORATION WITHOUT CITY COUNCIL OR THE CITY OF ANGLETON.
AM I SAYING THAT CORRECTLY? OKAY. HOWEVER, THERE ARE SOME DUTIES FROM WHAT I UNDERSTAND THAT THEY DO, THEY HAVE A RESPONSIBILITY TO DO AS A CORPORATION.
BUT YEAH, BECAUSE I KNOW THAT CAME UP WHEN WE DID OUR BUDGET, BECAUSE THE BUDGET WAS APPROVED IN ABSENCE OF AND I KNOW THAT THERE WERE SOME QUESTIONS, BUT I'M NEW ENOUGH TO WHERE I DON'T KNOW THAT THE UM.
RIGHT. THAT WAS ONE OF THE ITEMS THAT CAME UP IN PREVIOUS MEETINGS WAS THAT ABLC REALLY ANNUALLY NEEDS TO APPROVE AND ADOPT THEIR BUDGET BEFORE IT GOES TO CITY COUNCIL.
DID YOU? AND AT A LATER DATE WE HAD THEM APPROVE THEIR THEIR BUDGET.
RIGHT. BASED ON SOME CHANGES THAT THEY REQUESTED.

HOW DID THE PARKS BOARD FEEL ABOUT Y'ALL DOING A LOT OF THINGS IN HOUSE? WAS THAT. AND SO REALLY WE OPENED IT UP FOR DISCUSSION.WE DIDN'T PROVIDE ANY GUIDANCE AS IT RELATED TO WHAT IT COULD EVOLVE INTO.
SO WE HAVE WE SENT WE HAD A DISCUSSION JUST TO REALLY OPEN IT UP FOR COMMENTS.
WE'RE JUST TRYING TO AGAIN REFINE WHAT THAT LOOKS LIKE GOING FORWARD.
SO WE'RE ELIMINATING THE REDUNDANCIES.
I HAVEN'T RECEIVED ANYTHING TO DATE.
AND IF I MAY ADD, JUST FROM THE COUNCIL STANDPOINT, IS ONE OF THE THINGS THAT WE LOOKED AT WAS THE FACT THAT WE HAD STAFF DOING THE SAME THING FOR BOTH GROUPS, WHETHER, YOU KNOW, CREATING AN AGENDA, DOING THE RESEARCH, HAVING ITEMS ADDRESSED ON THIS SIDE OF THE HOUSE, SO TO SPEAK, ON THIS SIDE OF THE HOUSE, HAVING STAFF ATTEND EXTRA MEETINGS AT NIGHT.
SO IT WAS JUST LIKE A LOT OF LIKE SHE SAID, REDUNDANCY.
WE WERE DOING A LOT OF THINGS TOGETHER IN MY MIND, FROM WHAT I ALWAYS RECALL WAS THAT ABLC WAS RESPONSIBLE FOR IMPROVEMENT OF BUDGETING EXPENDITURES, YOU KNOW, GOING TO FUND A PARK OR THEY'VE GOT TO FUND A REC CENTER GOING TO FUND THIS.
AND THEN THE PARKS DEPARTMENT WAS THE ONE WHO GOES OUT, ROLLS OUT WHATEVER WAS PAID FOR, BOUGHT.
AND SO THAT'S KIND OF WHAT WE ALWAYS THOUGHT ABLC WAS IN MY MIND AS WELL, IS THAT PROCESS, AND I DON'T KNOW HOW IT KIND OF REMOVED ITSELF AND EVOLVED FROM 20 PLUS YEARS AGO, YOU KNOW, BY LOOKING AT THE ORDINANCE.
ORDINANCE SAYS Y'ALL DO X, X, X, X AND X.
AND I THINK WE'VE KIND OF KIND OF JUST MOVED AWAY FROM THAT JUST A LITTLE BIT SOMEHOW AND JUST TRYING TO REGROUP AND FIGURE OUT BECAUSE THEY ALL KNOW STAFF IS GETTING BUSIER AND BUSIER. AND BY DOING TWO GROUPS, IT'S JUST TAKING A LOT OF THEIR TIME WHEN THEY MAY BE ABLE TO ADDRESS OTHER THINGS IN THE COMMUNITY OR AT THE CITY HALL OR IN THEIR DEPARTMENTS.
AND THAT'S HOW SOME OF THAT DISCUSSION STARTED, WAS TRYING TO FIGURE THAT OUT.
YOU HAVE TO HAVE A BOARD OF DIRECTORS.
AND SO THAT'S KIND OF HOW THIS MANAGES.
IT'S WE'RE KIND OF A HIGHER LEVEL OR A GROUP ORGANIZATION, SO TO SPEAK.
AND THEN COUNCIL STARTED THINKING ABOUT IT AND THE SAME THING.
IS IT REALLY THE BEST USE OF OUR STAFF TO DO WHAT THEY'RE DOING TODAY? HOW CAN WE MINIMIZE AND SHOW EFFICIENCIES? CHRIS WHITAKER, CITY MANAGER.
SO, YOU KNOW, AS MARY ALLUDED TO, SO THE PARKS BOARD WAS FOUNDED IN 1965, A BULK WAS INCORPORATED IN 2000 AND PROBABLY IN 2003 OR FOUR.
AND IF YOU LOOK AT THE ORIGINAL CORPORATION, TECHNICALLY I'M THE PRESIDENT OF THE BOARD, WHICH I DON'T THINK IS THE RIGHT ROLE FOR THE CITY MANAGER TO BE IN. ANOTHER THING WE KIND OF SEEM TO ALWAYS PUSH OFF OR NOT PAY ATTENTION TO IS DRAINAGE.
THAT'S ONE OF THE THREE PILLARS OF ABLC AND SO WHEN WE LOOK AT ROLES AND RESPONSIBILITIES, WE NEED TO LOOK AT WHAT ARE WE DOING FOR WHAT? AND HOW ARE WE TAKING CARE OF THAT? AND SO I THINK THIS IS KIND OF AN OPPORTUNITY TO ADJUST THE WAY WE'RE DOING BUSINESS, BUT ALSO THEN GO FORWARD AND MAKE CHANGES.
AND AGAIN, I DON'T THINK I NEED TO BE PRESENT BOARD.
AND SO THOSE ARE ALL THE THINGS THAT WE NEED TO TAKE A LOOK AT.

SO I WANT A LITTLE CLARIFICATION JUST FROM YALL ALSO KIND OF LOOKING AT THE WAY WE'VE OPERATED SINCE I'VE BEEN ON THE BOARD. I MEAN, ABLC'S HAD INPUT EVEN IN JUST LIKE OUR GUIDANCE THAT WE LOOK AT IN TERMS OF LIKE WHEN WE'RE BUILDING NEW PARKS AND WE WENT THROUGH THAT WHOLE KIND OF BOOKLET THAT WAS CREATED FOR STANDARDS.
AND SO LIKE IF WE'RE KIND OF LOOKING AT WHERE WE CAN ELIMINATE THOSE REDUNDANCIES, SO THINGS LIKE THAT WOULD GO STRICTLY TO THE KIND OF PARKS BOARD AND THEN ABLC'S WOULD REALLY BE MORE FOCUSED LIKE FROM A BUDGETARY PERSPECTIVE VERSUS THOSE KIND OF MORE DETAIL ORIENTED LIKE I GUESS POLICY PIECES.
IS THAT KIND OF WHAT WE'RE SAYING HERE POSSIBLY? SO THAT REALLY NEEDS TO BE I MEAN, SOME OF WHAT IS OUTLINED IN THE CURRENT ARTICLES OF INCORPORATION REALLY AUTHORIZE US TO DO JUST THAT AND JUST WORK AS A FUNDING MECHANISM, FUNDING CORPORATION THAT YOU SAY, YES, BUT THERE IS A SMALL THERE'S SOME LANGUAGE IN THERE THAT TALKS ABOUT THE DEVELOPMENT OF, YOU KNOW, SO THAT COULD BE THE DEVELOPMENT OF LAKESIDE PARK OR WHAT HAVE YOU.
BUT SO JUST TO GO BACK A LITTLE BIT WITH THE PARKS AND RECREATION BOARD, THE PARKS AND RECREATION BOARD MAY HAVE HAD A DIFFERENT IDEA THAN MAYBE ABLC DID AS IT RELATED TO THAT DEVELOPMENT. THEY BOTH HAD INPUT.
AS IT RELATED TO THAT, WE CAN REFINE WHAT WE JUST REALLY THROUGH CITY MANAGER DIRECTING STAFF TO SAY, YOU KNOW, WE'RE JUST GOING TO ABLE TO DISCUSS WHAT IS APPROVED AND WHAT IS NOT APPROVED AS IT RELATES TO PARKS, RECREATION AND DRAINAGE AND MAKE IT AS SIMPLE AS THAT.
SO THAT COULD BE WHAT THAT MIGHT LOOK LIKE.

WE PRESENT THAT EACH YEAR AND YOU APPROVE X NUMBER OF PROJECTS AND THEN PARKS BOARD HELPS WITH.
BUT YES, SO JUST FOR SO LIKE I'M A VISUAL PERSON, SO I'M TRYING TO THINK OF THIS.
SO LIKE IN TERMS OF LIKE WHEN A PROJECT ORIGINATES, IS THAT COMING LIKE FROM THE STAFF AND THEN IT GOES TO PARKS OR IT'S COMING FROM PARKS OR SLASH STAFF, HOW IT'S FUNDED. SO YOU MENTIONED THE ADA, LIKE THE PARK STANDARDS.

WE ALSO NOW HAVE AN ADA TRANSITION PLAN.
IT COULD BE THE OVERSIGHT OF ARE YOU ACTUALLY COMPLETING THESE ITEMS? AND IT COULD SIMPLY BE THAT WHICH WOULD HELP US RECOMMEND TYPE PROJECTS FOR THE NEXT YEAR THAT WE TAKE TO AB.

SO THE QUESTION REALLY IS WHAT DO WE NEED THE PARKS AND RECREATION BOARD FOR? IT'S GREAT TO HAVE AN ADVOCACY GROUP IN THE COMMUNITY, BUT IF WE CAN'T PINPOINT WHAT THEIR DUTIES ARE, THEN THE QUESTION IS WHAT IS THE PURPOSE? WHAT DO WE WANT THAT PURPOSE TO BE? SORRY NOT TO PUT YOU ON THE SPOT.
SO, LIKE, IS THE FEELING ON COUNCIL THAT THEY WANT TO MAINTAIN THAT PARKS PIECES OR THE PARKS BOARD IS LIKE AN ADVOCACY AND IN TOUCH WITH THE PUBLIC PEACE? OR ARE WE LIKE I GUESS WHERE'S KIND OF COUNCIL SITTING ON THAT? I THINK JUST BY TALKING TO THE FELLOW COUNCIL MEMBERS, THEY ARE VERY LARGE ADVOCATES OF PARKS, THE PARKS BOARD, THEY ARE A HUGE ADVOCATE OF THAT, ONLY BECAUSE OF THEIR HISTORY. THEY'VE BEEN HERE FOR A WHILE.
SO I THINK THEY'RE A GOOD ADVOCATE OF THAT.
BUT, YOU KNOW, WE CAN GO EITHER WAY WHAT WE'RE LOOKING FOR IS EFFICIENCY.
THAT'S WHAT WE REALLY WANT IS HOW DO WE MAXIMIZE EFFICIENCY WITH THE FOLKS THAT ARE IN CITY HALL DAY TO DAY? WELL, WELL, AND FOR BOARD MEMBERS AND BOARD MEMBERS TO ASK VOLUNTEERS TIME IF WE'RE.
AND IF I SAY IT WRONG, LET ME KNOW.
A COUPLE PEOPLE SAID, WELL, WHAT IF THEY WERE THE ADVOCATE AND VOICE OF THE PEOPLE BECAUSE WE'RE THE PARKS BOARD? I SAID, WELL, BUT I THINK ABLC, I MEAN, YOU ALL THE SAME PEOPLE, WE'RE ALL RESIDENTS.

WE'RE ALL FOR, FOR PURPOSES OF DEVELOPING REX PARKS, IN THIS CASE DRAINAGE.IT'S WE'RE ALL FOCUSED ON IN THE SAME DIRECTION.
POSITION TO PUT THE RIGHT PEOPLE ON THE BOARD TO CREATE THAT SENSE OF, YOU KNOW, SOMEONE'S GOT KIDS OR THEY'RE INVOLVED IN THE COMMUNITY OR WHATEVER IT IS, THAT'S A LEADERSHIP THING NOT A BOARD FUNCTION THAT MAKES SENSE.
AND, YOU KNOW, JUST FROM THE LITTLE BIT THAT I HAVE BEEN HERE, IN MY EXPERIENCE, I DO THINK THAT YOU CAN HAVE TOO MANY WHATEVER THE ADAGE IS TOO MANY HANDS IN THE PIE.
THAT MAKES IT VERY INEFFICIENT.
AND I THINK DEFINING AND CLEANING UP WHAT YOUR ROLE IS MAKES IT EASIER FOR THE VOLUNTEERS WHO COME ON NOW, BECAUSE I WAS UNDER THE IMPRESSION THAT OUR DECISIONS WERE MONETARY DECISIONS BASED ON DIFFERENT CRITERIA, NOT THAT WE WERE ALSO DECIDING WHAT KIND OF AMENITIES WE'RE GOING TO GO IN.
AND I ABSOLUTELY UNDERSTAND PEOPLE WHO WANT WHO MAKE A DECISION ABOUT HOW MUCH MONEY IS BEING SPENT, ALSO WANTING TO HAVE AN OPINION ABOUT WHAT THAT MONEY IS SPENT ON.
BUT I THINK CLEANING THOSE LINES MAKES IT A LOT NICER.
SO MY INPUT IS TO DEFINE THE ROLES.
AND I PERSONALLY LIKE THIS ENTITY.
AS A KIND OF MONETARY DECISION AND THEN, LIKE A LOT OF GIFTS, THIS IS WHAT WE'RE WILLING TO SPEND.
