UM, I WANNA INTRODUCE JOHN PETERSON, OUR CITY ENGINEER WHO'S GONNA TALK TO US TONIGHT ABOUT A WONDERFUL OPPORTUNITY FOR THE CITY OF ENGLETON, AND GIVE YOU AN OPPORTUNITY TO GIVE US FEEDBACK AS WELL.

I WANNA THANK EVERYBODY FOR GIVING THE CITY THIS OPPORTUNITY TO COME AND EXPLAIN, UH, THIS EXCITING OPPORTUNITY THAT THE CITY HAS.
UH, THE CITY'S CURRENTLY WORKING IN CONJUNCTION WITH TECH DOT AND OTHER PARTNERS, UH, TO COME UP WITH SOME GRANTS IN ORDER TO IMPROVE THE MOBILITY AND THE CONNECTIVITY TO THE DOWNTOWN DISTRICT.
AND, UH, THE WEST SIDE OF 2 74, LOOP 2 74.
UH, THERE ARE ACTUALLY TWO PROJECTS THAT WE'RE LOOKING AT DOING.
UH, ONE PROJECT IS 2 88 B OR VELASCO FROM ORANGE ALL THE WAY TO CEDAR.
THE SECOND ONE IS ON LOOP 2 74 FROM CEDAR ALL THE WAY TO PLUMB STREET.
UM, THE CITIES ALREADY, UH, BEGAN NEGOTIATIONS WITH TECH, OT, AND ACTUALLY TECH OT HAS TAKEN A SPECIAL INTEREST IN THESE PROGRAMS AND ACTUALLY HAS HIRED AN ENGINEERING FIRM TO HELP THE CITY, UH, IDENTIFY IMPROVEMENTS ON A VERY COMPLICATED SITUATION.
THAT'S DOWN ON 2 88 B UH, THE DOWNTOWN AREA BECAUSE THERE THAT 2 88 B WAS NOT DESIGNED IN TODAY'S STANDARDS.
IT WAS DESIGNED IN 1940S WHEN THOSE STANDARDS AREN'T WHAT THEY ARE TODAY.
SO THERE ARE SOME THINGS THAT, UH, THAT, UH, NEED TO BE DONE.
SO THIS IS, UH, THIS IS A CONTINUATION OF WHAT THE CITY'S ALREADY PREVIOUSLY DONE.
UH, BACK IN 2020 2021, THE CITY WAS AWARDED GRANTS FROM TEXTILE.
THEY WERE ABLE TO UTILIZE THESE GRANTS AND FORMED A COMMITTEE.
AND THAT COMMITTEE, UH, JOINED TOGETHER, UH, WITH AN ENGINEERING FIRM AND OTHER PEOPLE, AND CAME UP WITH WHAT THEY CALLED THE LIVABLE CENTERS STUDY, THE DOWNTOWN LIVABLE CENTER STUDY.
THE COMMITTEE GOT TOGETHER AND SAID, HEY, WE'RE FROM ALL THESE DIFFERENT BACKGROUNDS.
THIS IS WHAT WE BELIEVE WOULD BE THE BEST WAY TO HELP, UH, THE DOWNTOWN DISTRICT REMAIN LIVELY, TO BRING IN, UH, NEW, UH, OPPORTUNITIES AND, AND, UH, OPEN IT UP FOR THE COMMUNITY.
THOSE WERE DOCUMENTED AND MOVED FORWARD, AND THAT'S WHAT THE BASIS OF WHAT WE'RE, UH, MOVING FORWARD TODAY.
THE SHORT POINT OF IT IS THEY HAD A VISION, AND THE VISION WAS, IS TO CREATE A DOWNTOWN DISTRICT THAT'S GREEN.
IT'S LIVELY, UH, A PLACE THAT YOU WANT TO HAVE TO BRING, UH, FRIENDS AND, AND PEOPLE THAT COME AND SEE YOU, YOU, UH, TO, TO HAVE A, A THRIVING COMMUNITY AREA.
SO THAT'S WHERE THE KIND OF THE BEGINNING OF THIS PROCESS STARTED.
NOW, THE FIRST PROJECT I WANT TO TALK TO YOU ABOUT IS THE ONE THAT THE DOWNTOWN STREET SCAPE.
THAT'S, THAT'S THE ONE THAT THE LIVABLE CENTER'S REALLY FOCUSED ON FIRST, RIGHT? SO THE FIRST ITEM THAT WE WANNA TAKE A LOOK AT IS IMPROVING ALL ADA COMPLIANCE.
WE WANNA MAKE SURE THAT WHEN THIS PROJECT'S DONE, EVERYBODY HAS ACCESS TO THESE STOREFRONTS.
EVERYBODY HAS ACCESS TO THESE SERVICES.
EVERYBODY FEELS WELCOMED, EVERYBODY FEELS INVITED.
SO THAT'S A KEY, UH, KEY PRO, UH, PORTION OF THIS PROJECT.
THE OTHER ONE IS WE WANT TO IMPROVE THE SAFETY.
WE WANNA TAKE A LOOK AT THE PARKING ON THE SIDE.
WE, UH, HAD A MEETING WITH CHAMBER WITH THE CHAMBERS TODAY.
UH, WHILE WE WERE GETTING OUT TO, UH, MEET WITH THE CHAMBER.
I WAS WALKING THE STREET AND SOMEBODY WAS OPENING UP A DOOR AND THE CAR HAD TO SWERVE OUT INTO THE OTHER LANE TO KEEP FROM KNOCKING THE DOOR OFF OR PINCHING SOMEBODY IN THERE.
SO WE WANNA TAKE A LOOK AT DOING THAT.
THAT WAS ADDRESSED IN THE LIVABLE CENTER STUDY AS WELL.
UH, WE ALSO WANNA LOOK AT, UH, THE WIDTHS OF THE SIDEWALKS, THINGS OF THAT NATURE TO PROVIDE A, A MORE, UH, ADA COMPLIANT.
THE FOLLOWING THING THEY WANNA DO IS THE CONNECTIVITY.
CONNECTIVITY IS VERY IMPORTANT.
WE WANNA MAKE SURE THAT PEOPLE HAVE ACCESS TO THESE MERCHANTS, TO THESE SERVICES, TO THESE AREAS.
UH, NOT ONLY JUST ALONG, UH, THE DOWNTOWN AREA, BUT ALSO WHAT'S ADJACENT TO IT AND WHAT'S BEEN OFFERED IN THE AREA.
AND AS I SAID, TDOT IS CURRENTLY, UH, GONE.
SOMEBODY UNDER CONTRACT TO START LOOKING AT A PRELIMINARY DESIGN TO KIND OF IDENTIFY THE IMPROVEMENTS AND THE COST OF THE IMPROVEMENTS TO HELP WITH THE GRANT APPLICATION.
SO, AGAIN, THIS IS VERY EXCITING THAT TECH DOT BEING A PARTNER WITH US, UH, IS GOING AHEAD AND, AND KIND OF PUTTING THEIR MONEY WHERE THEIR MOUTH IS UPFRONT BEFORE THE GRANTS EVEN BEEN, UH, ESTABLISHED TO THE CITY.
NOW, SOME OF THE THINGS THEY'RE EVALUATING RIGHT NOW, AND AGAIN, NOTHING'S BEFORE WE GO ANY FURTHER, NOTHING'S IN STONE.
NOTHING'S DONE YET IN THE DESIGN.

JUST THINGS, TALKING POINTS THAT WE'RE EVALUATING RIGHT NOW.AND THIS IS PART OF THAT EVALUATION PROCESS, IS TO GET PUBLIC INPUT AND LET PEOPLE KNOW.
THE FIRST THING IS WE NEED TO TAKE A LOOK AT THE AWNINGS THAT ARE ALONG THE STREETS.
THOSE AWNINGS ARE TIED INTO THE STRUCTURES IN ORDER TO GET SIDEWALKS THAT ARE A LITTLE BIT WIDER.
THOSE AWNINGS MAY NEED TO BE ADJUSTED STRUCTURALLY, OR THEY MAY NEED TO BE REMOVED ALTOGETHER.
AGAIN, TEXT.IS LOOKING AT THAT IN THE PRELIMINARY DESIGN, AND WE'LL CONTINUE TO MONITOR THAT, UH, AND LET PEOPLE KNOW.
THE OTHER ONE IS THE PARKING ALONG 2 88 B BY THE STOREFRONTS.
THOSE AREAS ARE FAIRLY DANGEROUS.
UM, THE LIVABLE CENTERS ACTUALLY IDENTIFIED THE PARKING TO BE REMOVED AND BIKE LANESS BE PUT IN THERE TO WHERE YOU DON'T HAVE TO HAVE A LARGE 10 FOOT WIDE SIDEWALK UNDERNEATH THOSE AWNINGS AND THINGS.
YOU'LL HAVE A DEDICATED BIKE LANE TO WHERE YOU HAVE A MOBILITY PLAN THAT GETS PEOPLE THROUGH THAT AREA.
THE OTHER THING WE WANNA LOOK AT IS UTILITY WORK.
THE CITY'S GOT SOME WATER LINES THAT ARE, THAT ARE SIGNIFICANTLY, UH, PASSED.
ITS, ITS LIFE OF SERVICE AND ALSO THE SANITARY SEWER.
THERE'S PRIVATE SUCH AS, UH, GAS LINES, UTILITY POLES, THINGS OF THAT NATURE THAT'LL HAVE TO BE ADJUSTED.
AND THEN ALSO SOME IMPROVEMENTS ONTO THE DRAINAGE IN THE AREA.
HERE IS KIND OF A LOOK AT WHAT THE CROSS SECTION THAT WAS IDENTIFIED IN THE, UH, DOWNTOWN CENTER STUDY WAS TRYING TO GET AN OUTCOME POINT, CUZ THE LASER DOESN'T POP UP AS WELL.
TRYING TO COME UP WITH SOME LARGER, UH, WIDER SIDEWALKS HERE TO PROMOTE BOTH BICYCLE AND PEDESTRIAN.
THEY'RE NOT FIVE FOOT, FIVE FOOT ONLY FOR PEDESTRIANS.
EIGHT FOOT TO 10 FOOT IS CALLED A SHARE PATH.
THIS WILL ALSO ALLOW, UH, MERCHANTS AND STUFF TO PUT STUFF IN THE FRONT TO TRY TO GET MORE PEOPLE TO TAKE A LOOK AND COME IN.
SO IT'S A, IT'S A GOOD IDEA TO HAVE THAT.
NOW AGAIN, THIS ISN'T GUARANTEED.
THIS IS JUST THE CONCEPT RIGHT NOW.
ALSO, WHAT WE'VE DISCUSSED PREVIOUSLY WAS THE PARKING WILL BE GONE.
WE'LL PUT IN BIKE PATHS TO TRY TO PROMOTE, UH, MOBILITY, UH, AND CONNECTIVITY IN IT.
THE MIDDLE LANE, UH, THE MIDDLE TURN LANE, AND THE NORTH AND SOUTH LANE WILL REMAIN AS IS.
SO THAT'S KIND OF WHAT WE'VE BEEN LOOKING AT DOING.
UH, AND IT'S BEING CURRENTLY EVALUATED RIGHT NOW.
THE NEXT ONE, UH, IS GONNA BE THE LOOP 2 74 PROJECT.
UM, THE CITY'S ALREADY WENT AHEAD AND KIND OF, WE, WE PUT THIS TOGETHER SO THAT EVERYBODY CAN SEE THAT IT'S NOT JUST THIS PROJECT.
IT'S KIND OF A CONGLOMERATE OF HOW THESE SYSTEMS THAT ARE ALREADY EXISTING ARE TIED INTO THIS PROJECT.
SO THE ORIGINAL, SO THE PROJECT IS AGAIN, FROM CEDAR ALL THE WAY TO PLUM.
IT'LL BE ON BOTH SIDES OF TWO 80 OF LOOP 2 74.
UH, IT WILL BE A 10 FOOT WIDE SHARED PATH, ALONG WITH THE SHARED PATH WILL BE ILLUMINATIONS.
IT'LL HAVE LIGHTS TO WHERE IT'S, PEOPLE FEEL SAFE TO TRAVEL IT AT NIGHTTIME.
UH, THE INTERSECTIONS WILL BE REPLACED CURRENTLY RIGHT NOW, THEIR, UH, WIRE CROSSINGS WITH LIGHTS ON IT.
THEY'LL GO TO THE STANDARD TEXT STANDARD RIGHT NOW IN COMMUNITIES, WHICH IS A MASKED ARM.
UH, AND THEN THEY'LL ALSO, UH, CHANGE THE PEDESTRIAN PUSHABLE TO WHERE WHEN PEOPLE COME UP, THEY PUSH THE BUTTON, NOTIFIES THE LIGHT SIGNAL PEOPLE CAN CROSS IN AN EFFICIENT MANNER, IN A SAFE MANNER.
THE OTHER THINGS THAT WE'RE LOOKING AT DOING IS DOING CROSSWALKS, MAKING SURE THAT THEY ARE, OR THEY ARE IDENTIFIED, THAT THEY'RE EASY TO SEE, THAT THEY'RE WHAT'S CALLED THERMOPLASTIC, WHICH IS A REFLECTIVE MATERIAL THAT'S EASY TO SEE, AND IT MAINTAINS A LOT LONGER THAN PAINT.
BACK IN THE OLD DAYS, IT USED TO BE PAINT WITH SOME KIND OF BEADS IN IT THAT REFLECTED.
NOW IT'S A PIECE OF PLASTIC THAT'S ACTUALLY HEATED INTO THE PAVEMENT.
THE WHEELCHAIR RAMPS WILL BE REMOVED AND REPLACED.
THEY WILL BE REPLACED WITH, UH, 10 FOOT WIDE WHEELCHAIR RAMPS, UH, TO REMAIN IN COMPLIANCE WITH THE A D A, UH, STANDARD FOR THE SHARED PATH.
SO ONCE WE GET DOWN THROUGH LOOP 2 74, THE WAY WE'RE GONNA CONNECT IT, OR THE IDENTIFIED WAY WE'RE GONNA CONNECT IT IS, UH, THERE WILL BE SOME IMPROVEMENTS HERE ON MAGNOLIA FROM FRONT STREET TO 2 88 B.
THERE'S ALREADY AN EXISTING SIDEWALK THERE.
WE'RE GONNA WIDEN IT TO A 10 FOOT WIDE TOTAL.
AND AGAIN, FROM FRONT STREET UP TO, UH, ON LOCUS FROM FRONT STREET TO 2 88.
SO ON BOTH SIDES OF THAT PARKING LOT, THEY'RE GONNA WIDEN THOSE EXISTING SIDEWALKS TO A 10 FOOT WIDE SIDEWALK.
ONCE THEY GET TO 2 88 B, THEY'LL TIE INTO WHAT WE'RE HOPING WILL BE THE, THE DOWNTOWN STREET SCAPE THAT WE TALKED PREVIOUSLY.
THEY'LL BE ABLE TO CROSS OVER AND COME IN FRONT OF THE COUNTY COURTHOUSE.
UH, WE'VE BEEN HAVING CONVERSATIONS WITH THE COUNTY AND THEIR REPRESENTATIVES.
THEY WILL, UH, ALLOW US TO TEAM AND THEY ARE PARTNERING WITH THE CITY ON THIS, UH, APPLICATION.
THE EXISTING EIGHT FOOT SIDEWALK THAT'S HERE IN FRONT OF THE COUNTY COURTHOUSE

WILL BE HOW PEOPLE WILL CONTINUE FROM THE WEST SIDE HERE.CURRENTLY RIGHT NOW, YOU HAVE THE NEW COUNTY COURTHOUSE BEING BUILT.
UH, THE COUNTY HAS GRACIOUSLY, UH, UH, WAS VERY AMENABLE TO GOING BACK AND LOOKING AT THE DESIGN OF THE SIDEWALK THERE.
THEY WERE ABLE TO WORK WITH, UM, THEIR DESIGNERS AND THEIR BUILDER, AND THEY'RE GONNA TURN THAT FIVE FOOT INTO A 10 FOOT.
SO THEY ARE REALLY TRYING TO HELP BE THE COMMUNITY, BE BETTER, AND WE THANK Y'ALL FOR THAT.
UH, SO THAT TAKES US ALL THE WAY TO ARCOLA.
SO NOW THAT WE GET TO ARCOLA, WE'VE GOT A 10 FOOT WIDE SIDE PATH, OR 10 FOOT TO EIGHT FOOT WIDE, UH, SHARED PATH ALL THE WAY TO ARCOLA.
UNFORTUNATELY, DUE TO EXISTING CONDITIONS, UH, IN SIGHT RESTRAINTS, CONSTRAINTS, THERE'S NO WAY THAT THEY CAN TURN THIS SECTION HERE THAT'S PROPOSED INTO A 10 FOOT OR AN EIGHT FOOT.
IT'S JUST, IT'S JUST NOT POSSIBLE.
SO WHAT WE'RE ABLE TO DO IN TALKING WITH TECH.IS WE'RE ABLE TO PUT SOME SIGNAGE UP TO WHERE WE GET THE, THE, UH, SAME BENEFIT OF WHERE BICYCLES CAN SHARE THE ROAD, WHICH THEY DO ANYWAYS BECAUSE THEY, THEY HAVE THE SAME, THE SAME, UH, UH, RIGHTS AS A CAR DOES.
BUT WE'RE GONNA GO AHEAD AND NAVIGATE IT.

SO, UH, OTHER THINGS THAT WE'RE LOOKING AT DOING, AS YOU CAN SEE THESE DOTS, THESE WILL BE WHERE WE'RE GONNA PUT SOME ADDITIONAL SIGNAGE TO WHERE PEOPLE WILL HAVE SAFE TRAFFIC AND SHARED PATH USE ALL THE WAY UP HERE TO CENTRAL ELEMENTARY.
THIS'LL BE DONE WITH SIGNAGE WITH AN EXISTING FOUR FOOT SIDEWALK.
UH, AND THEN ALSO TO THE SOUTH.
THIS IS ACTUALLY TO THE WEST, DOWN TO THE WEST ON LOCUST, ON, UH, MULBERRY, UM, ON, UH, PLUM.
THERE WILL BE SOME, UH, SIGNAGE IN THERE TO ALLOW PEOPLE TO GET TO THAT INTERSECTION SAFELY AND BE ABLE TO TRANSVERSE ACROSS THERE.
WE'RE USING A PUSH BUTTON POLE.

SOME OF THESE ISLANDS IN SOME OF THESE INTERSECTIONS, UH, YOU CAN SEE LIKE HERE, UH, WHEN WE PUSH THOSE CARS OVER THAT WAY, SOME OF THOSE ISLANDS WILL HAVE TO BE REMOVED AND A POINT REPAIR WILL BE DONE, UH, TO ALLOW SAFE, UH, TRANSFER THROUGH THAT INTERSECTION FOR THESE VEHICLES.

SO THERE IS NO CENTER OF REFUGE OR ISLAND OF REFUGE IN THERE TO WHERE IF YOU GO ACROSS, SOMEBODY GETS TIRED, SOMEBODY'S IN A WHEELCHAIR, SOMEBODY UM, NEEDS TO GET IN THERE AND GET TO WHERE THEY CAN BE SAFE.
THE LIGHT TURNS GREEN CAUSE THEY CAN'T MAKE IT ALL THE WAY ACROSS.
IT'S A STRAIGHT LANE ACROSS THERE.
THAT'S ANOTHER ISSUE THAT WE WANNA ADDRESS WITH THE TIMING AND THE SIGNALIZATION.

PEOPLE WORK THERE, PEOPLE GOTTA GO DO BUSINESS.
SO THAT, THAT, THAT GIVES A, A BIG CONNECTIVITY TO THAT AREA.
