THE ZONE WAS CREATED ON JULY 14TH OF 2020 AND IT CONSISTS OF 78.1 ACRES AND IT IS THE BOUNDARIES OF THE TOURS AND THE PID DO [CITIZENS WISHING TO ADDRESS CITY COUNCIL] MATCH EXACT. THE PURPOSE OF THE TOURS WAS TO HELP FUND THE PUBLIC IMPROVEMENTS ASSOCIATED WITH THE DEVELOPMENT AND THE WAY THAT THEY ARE HANDLING THE REIMBURSEMENT FOR THE PUBLIC IMPROVEMENTS IS BY A BUY DOWN OF THE ASSESSMENT. [1. Presentation of the Hispanic Heritage Month Proclamation.] SO IT REDUCES THE ASSESSMENT THAT THE HOMEOWNERS WITHIN THE TOURS BOUNDARY AND THE BOUNDARIES END UP PAYING. AND SO THAT WAS THE PRIMARY PURPOSE FOR IT. WHEN THE PID WAS CREATED, IT WAS PLANNED TO CONSIST OF 318 SINGLE FAMILY HOMES. AND THE TOURS ACTUALLY APPLIES TO 205 OF THOSE 318 HOMES BECAUSE THAT'S PHASE ONE OF THE DEVELOPMENT. IF WE MOVE FORWARD WITH OTHER PHASES, THEN WE WOULD DO WHAT WE CALL AN AMENDED AND RESTATED TAX INCREMENT REINVESTMENT ZONE, PROJECT AND FINANCE PLAN. THERE'S A LOT OF WORDS. AND THEN WE WOULD ADD THOSE ADDITIONAL HOMES IN THE PLAN AT THAT TIME. WE ALSO HAVE NOTED IN THE FINANCE PLAN THAT IT IS ANTICIPATED THAT THE TOURS WILL GENERATE $10.5 MILLION AND NEW TOTAL PROPERTY TAX REVENUE FOR THE CITY, OF WHICH YOU WOULD RETAIN 7.6 MILLION. SO THE CITY WOULD RETAIN THE BULK OF THE REVENUES THAT ARE GENERATED OUT OF THE PROPERTY ADDED AS A RESULT OF THIS TAX INCREMENT REINVESTMENT ZONE. THE BASE VALUE WHEN THE TOURS WAS CREATED WAS $125,440. SO YOU CAN SEE HOW MUCH OF A FINANCIAL BENEFIT CREATING THE TOURS WILL PROVIDE FOR THE CITY. TAX YEAR 2022, THAT VALUE HAD GROWN TO 7,000,417. SO IT'S ALREADY DOING AS WAS ANTICIPATED AND ON TRACK. THE ZONE IS SET TO EXPIRE IN 2051, SO IT'S A 30 YEAR TERM ON THE TOURS AND THE CITY IS CONTRIBUTING 27% OF THE VALUES RECEIVED OR THE PROPERTY TAXES RECEIVED ON THE INCREMENT WITHIN THAT ZONE TOWARDS THAT BUY DOWN OF THAT PIT ASSESSMENT. SO THOSE MONEYS BY STATUTE MUST BE PUT IN A SEPARATE FUND, AND WE REFER TO THAT AS THE RIVERWOOD RANCH TOURS NUMBER TWO, TAX INCREMENT REINVESTMENT ZONE FUND. AND SO THOSE MONIES ARE CARVED OUT AND SET ASIDE WITHIN THE FINANCE DEPARTMENT. AND THEN THEY ARE USED TO PAY FOR THE BUY DOWN OF THAT PIT ASSESSMENT EACH YEAR. BUT EACH YEAR, AS PART OF THE SERVICE AND ASSESSMENT PLAN UPDATE, THAT'S ON THE AGENDA FOR THE CITY COUNCIL ACTION LATER TONIGHT, THOSE THE IMPACT OF THE TERS IS RECALCULATED EVERY YEAR AND THEY ARE BASED ON THE PROPERTY TAXES THAT ARE ACTUALLY PAID BY EACH PROPERTY OWNER WITHIN THAT ZONE. AND SO THE TWO PLANS KIND OF WORK TOGETHER. AND SO THERE WERE MAXIMUM TAX CREDIT AMOUNTS SET IN THAT SERVICE AND ASSESSMENT PLAN THAT WAS APPROVED IN 2021. SO THOSE HOMEOWNERS ARE GUARANTEED NEVER TO RECEIVE MORE THAN THAT ANNUAL MAXIMUM TAX CREDIT AMOUNT. SO IF WHAT YOU'RE SUGGESTING IS THE LEGISLATURE ADJUST OR CREATE SOME LIMITATIONS FOR YOU AS A CITY ON HOW HIGH YOU CAN GO WITH THE APPRAISED VALUES. AND OF COURSE, IF THOSE COME DOWN, THEN SO IS THE AMOUNT THAT THE CITY CONTRIBUTES INTO THAT TERS FUND. AND SO THOSE HOMEOWNERS WOULD THEN RECEIVE A REDUCED CREDIT AMOUNT SO THEY CAN RECEIVE LESS THAN THE MAXIMUM SET IN 2021, BUT THEY CAN'T RECEIVE ABOVE THAT AMOUNT. DOES THAT DOES THAT HELP?
