JUST SOME INITIAL COMMENTS ON WINDROSE GREEN ON PAGE 15.

IN YOUR PACKET WE SUBMITTED THE CONCEPT PLAN, WHICH IS A MAP DOWN TO 15.

IT'LL BE A MAP RIGHT AFTER THIS YEAR THAT IF YOU WOULD ZOOM OUT ON THAT.

WE JUST WANTED TO REMIND YOU THIS IS SECTION SIX, SEVEN AND EIGHT.

THEY ARE PART OF A CONCEPT PLAN THAT'S PART OF AND A DEVELOPMENT AGREEMENT THAT WAS DONE PREVIOUSLY BY COUNCIL.

ADOPTING THIS DEVELOPMENT, SO MUCH OF THE LOT INVENTORY AND COMPOSITION IS SET OUT IN THE CONCEPT LAND PLAN AS PART OF THE SPA AND THE DA IN WHICH COUNCIL NEGOTIATED AT THAT TIME.

SO WE JUST WANTED TO MAKE THAT COMMENT FOR THE NEW FOLKS ON THE COMMISSION.

THIS IS NOT WITHIN THE CITY LIMITS AS OF YET, BUT AS PART OF THAT SPA.

WE'RE EXPECTING ANNEXATION IN 20 TO 30 YEARS OF THE DEVELOPMENT'S COMMENCEMENT.

SO I JUST WANTED TO MAKE THOSE INITIAL COMMENTS.

DOES ANYONE HAVE ANY QUESTIONS FOR OTIS ON THAT ON THAT POINT? ALL RIGHT. SO WITH THAT, CANDICE, WOULD YOU LIKE TO RUN THROUGH STARTING WITH NUMBER TWO? OKAY. SO WE HAVE 15.658 ACRES, 78 LOTS LIKE HE MENTIONED IS IN ETJ UNDER SPA AND DA.

THERE ARE SOME TEXTUAL, MINOR COMMENTS THAT FROM THE INITIAL REVIEW BY HCR, WHICH IS THE CITY ENGINEER.

THEY ARE STILL REVIEWING AND WORKING TO CLEAR THOSE COMMENTS WITH THE DEVELOPER.

MOST OF THOSE COMMENTS, THEY'RE TEXTUAL, MINOR COMMENTS CONCERNING THE BOUNDARIES, CORNER MARKERS, CONTOUR LABELS, DISTANCE LABELS AND NAMES IN A TABLE.

AND THOSE CORRECTIONS ARE IN PROGRESS.

WE WOULD RECOMMEND THAT IT IS APPROVED WITH CONDITIONS THAT THOSE ARE CLEARED BY CITY COUNCIL.

IT HAS THE SAME CONDITIONS WITH THE COMMENTS HAVE BEEN REVIEWED BY HDR, AND WE'RE JUST WAITING FOR THEM TO BE WORKED OUT AND CLEARED.

WE WOULD RECOMMEND APPROVAL WITH THE CONDITION THAT THEY'RE CLEARED BY CITY COUNCIL.

DISCUSSION AND UPDATE ON THE PROPOSED CITY OF ANGLETON COMPREHENSIVE FEE SCHEDULE UPDATE AS IT RELATES TO DEVELOPMENT FEES.

THANK YOU. COMMISSIONERS, THIS IS JUST A WORK SESSION.

THIS ITEM REQUIRES NO ACTION BY THE COMMISSION.

WE WANTED TO AFFORD YOU THE OPPORTUNITY TO REVIEW OUR COMPREHENSIVE FEE SCHEDULE AS IT RELATES TO DEVELOPMENT FEES.

YOU CAN JUST STAY ON THAT PAGE.

THIS IS A THIRD PARTY CONSULTING ARRANGEMENT THAT WE'VE BEEN UNDERTAKING WITH AGUNDA DORA COMPANY FOR PLANNING SERVICES.

THEY ARE LOOKING COMPREHENSIVELY AT ALL FEES WITHIN THE CITY.

WHAT WE'VE DONE IS CREATED A MODEL HERE.

THIS IS ONLY AN EXTRACTION OF THAT MODEL, BUT IT TAKES INTO ACCOUNT EVERYTHING DEALING WITH LAND DEVELOPMENT.

SO WHAT WE DID WAS WE COMPARED IT TO OUR NEIGHBORING CITIES SOME OF WHICH ARE COMPARABLE IN SIZE BUT ARE DYNAMICS.

BUT WE ALL DEAL WITH THE SAME REVIEW PROCESSES.

WE JUST WANTED YOU TO TAKE A LOOK AT THESE ITEMS, GIVE US FEEDBACK AND COMMENTS THAT WE'LL TAKE BACK TO COUNCIL.

WHAT WE'LL DO IS WE'LL PARK THIS ON THE AGENDA, THIS MEETING AND YOUR NEXT MEETING BEFORE IT'S FINALLY ADOPTED BY COUNCIL.

I WILL SAY ON THIS PARTICULAR SHEET, WE'VE MADE SOME BUDGETARY ADJUSTMENTS TO THE WAY WE DO BUSINESS AS IT RELATES TO LIKE PREDEVELOPMENT MEETINGS AND DOG MEETINGS. WHAT WILL HAPPEN IS YOU'LL SEE SOME ADJUSTMENTS HERE WHERE WE'LL ADD SERVICES RENDERED BY THE CITY ENGINEER AND THE ATTORNEY FEES.

BASICALLY, THE DEVELOPER WILL BE ASKED TO PAY SOME OF THESE FEES UP FRONT WHEN THEY'RE REQUESTING ALL OF THE PRE MEETINGS THAT REQUIRE THE ATTENDANCE OF THE TWO.

SO YOU'LL SEE SOME ADJUSTMENTS THERE SUBJECT UPON THEIR HOURLY RATES.

IF YOU WOULD JUST ROLL DOWN, I THINK, TO THE FIFTH PAGE.

SIMILARLY WE ARE REFLECTING CITY LEGAL AND ENGINEERING FEES HAVE BEEN COOPERATED IN ANYTHING THAT'S PRE REQUESTED BY THE DEVELOPER.

AND THEN WE ALSO HAVE AN EXPENDITURE ACCOUNT FOR FEE REIMBURSEMENTS UNDER SECTION 30.5 IN THE CODE, WHICH DOES ALLOW FOR US TO REQUEST A DEPOSIT BEFORE THE DEVELOPMENT ACTUALLY COMMENCES.

AND THEN WE WOULD BUILD THOSE ACCORDINGLY.

WE GAVE YOU AN OPPORTUNITY TO LOOK THIS OVER AND WE'LL SEND IT TO YOU AGAIN.

ON YOUR NEXT AGENDA.

SO WE HAD A SESSION WITH THE DEVELOPERS JUST RECENTLY AND THEN THEY WILL HAVE OTHER OPPORTUNITIES TO GIVE COMMENT.

ARE THERE ANY PARTICULAR QUESTIONS THAT YOU WANT TO REVIEW IT AGAIN AND MAYBE COME BACK NEXT TIME? THIS IS GOING TO BE A WEIRD QUESTION, BUT DO WE HAVE ANY EXAMPLES OF WHAT DEVELOPERS HAVE CURRENTLY PAID ON THE EXISTING PROJECT VERSUS WHAT THEY WOULD HAVE PAID FOR AN IDENTICAL PROJECT? EXCELLENT QUESTION. SO, CANDACE AND I ARE WORKING ON ONCE IT REACHED COUNCIL BECAUSE THEY WANT TO SEE THOSE NUMBERS, TOO.

SO WHAT WE'LL DO IS WE'LL TAKE A SAMPLING OF LARGER PROJECTS OUR ROUTINE PROJECTS DAILY, GET A GOOD SAMPLING, SHOW THE EXISTING MODEL FEES AND THEN A COLUMN FOR THE PROPOSED FEES, AND THEN WHAT THAT REVENUE ENHANCEMENT WILL BE BASED ON THAT.

THAT WAY YOU CAN SEE THE COMPARISON THERE.

GOTCHA. SO EXACTLY WHAT YOU'RE SAYING, I THINK COUNCIL IS ON THE SAME PAGE, AND THEY'VE REQUESTED US TO GIVE THEM THAT INFORMATION.

WE REALLY HAD A BUILDING OFFICIAL THAT WAS KIND OF IN CHARGE OF THE DEPARTMENT AND A LOT OF THESE THINGS THAT WE'RE ADDRESSING, AND WE'RE NOT JUST ADDRESSING IT FROM DEVELOPMENT SERVICES, BUT ACROSS THE CITY, WE HAVE FEES THAT HAVEN'T BEEN UPDATED IN TEN YEARS.

WE YOU KNOW, WHEN I ARRIVED AND FELL IN ON SIX DEVELOPMENTS IN VARIOUS STAGES OF WHATEVER WE NEED TO HAVE PROCESSES.

AND SO WE'RE OVER THE LAST COUPLE OF YEARS, WE'VE BUILT UP THAT DEPARTMENT AND WE'RE PUTTING PROCESSES IN PLACE NOT ONLY TO RECOGNIZE THE WORK THAT THE DEPARTMENT'S DOING AND TO FUND THAT, BUT ALSO, AGAIN, RECOUP THE FEES BY PUTTING IN PLACE DEPOSITS AND SOME OTHER STUFF LIKE WE DO WITH PIDS AND DEVELOPMENT FEES AND WHATEVER, SO THAT WE CAN DRAW AGAINST ACCOUNT.

BECAUSE OTHERWISE WHEN WE GET INTO THIS HOLE, WE BECOME WE BECOME A BILLING DEPARTMENT, RIGHT? AND IN SOME CASES, I THINK SOME OF THE FEES WERE LIKE $250 TO DO SOMETHING.

WELL, THE REAL COST IS 1000 OR $1500 AND IN TODAY'S DOLLARS.

SO THAT'S WHY WE'RE DOING WHAT WE'RE DOING.
