WHEREAS THIS ANNUAL OBSERVANCE OFFERS AN OPPORTUNITY TO RECOGNIZE AND HONOR THE OFFICE OF PROFESSIONAL MUNICIPAL CLERK AND THE CRITICAL AND ESSENTIAL ROLE THEY PROVIDE FOR OUR COMMUNITIES, AND WHEREAS MUNICIPAL CLERKS ARE THE BACKBONE OF LOCAL GOVERNMENT OPERATIONS, OFTEN WORKING BEHIND THE SCENES TO OVERSEE KEY FUNCTIONS LIKE RECORD KEEPING, ELECTION MANAGEMENT, LEGISLATIVE DOCUMENTATION, AND MAINTAINING PUBLIC TRUST THROUGH TRANSPARENCY AND ACCOUNTABILITY.

WHEREAS PROFESSIONAL MUNICIPAL CLERKS HAVE PLEDGED TO BE EVER MINDFUL OF THEIR NEUTRALITY AND IMPARTIALITY, RENDERING EQUAL SERVICE TO ALL.

WHEREAS, PROFESSIONAL MUNICIPAL CLERKS CONTINUALLY STRIVE TO IMPROVE THE ADMINISTRATION OF THE AFFAIRS OF THE OFFICE PROFESSIONAL MUNICIPAL CLERK THROUGH PARTICIPATION IN EDUCATION PROGRAMS, SEMINARS, WORKSHOPS, AND THE ANNUAL MEETINGS OF THEIR STATE, PROVINCIAL COUNTRY AND INTERNATIONAL PROFESSIONAL ORGANIZATIONS.

NOW, THEREFORE, BE IT RESOLVED, THE CITY OF ANGLETON DOES HEREBY EXTEND APPRECIATION TO OUR PROFESSIONAL MUNICIPAL CLERKS, THE CITY SECRETARY MICHELLE PERES, ASSISTANT CITY SECRETARY DESIREE HENSON, AND TO ALL PROFESSIONAL MUNICIPAL CLERKS FOR THE VITAL SERVICES THEY PERFORM IN THEIR EXEMPLARY DEDICATION, THE COMMUNITIES THEY REPRESENT, AND PROCLAIM THE WEEK OF MAY 4TH-10TH AS PROFESSIONAL MUNICIPAL CLERK SITE.

MR. BOOTH IS A DEDICATED MEMBER OF THIS COMMUNITY.

HE HAS GIVEN SO MANY YEARS, NOT JUST TO BEING ON CITY COUNCIL FOR SIX YEARS, BUT LITTLE LEAGUE COACH WENT TO RAISE YOUR KIDS HERE, LIFELONG MEMBERS, MRS. BOOTH, AS A TEACHER AND AN EDUCATOR HERE IN THE COMMUNITY.

AT THE SAME TIME, WE'VE SEEN QUITE A BIT OF GROWTH HERE OUT TOWN.

I DIDN'T COUNT A LOT OF SEVERAL HUNDRED MORE LOTS WHERE PEOPLE CAN COME AND LIVE IN OUR TOWN.

WE PLOWED HARD GROUND GETTING HERE.

I THINK WE'VE COLLECTIVELY MADE SOME DECISIONS ON FUTURE GROWTH.

BUT I THINK I SAID A LOT FROM THE CITY OF ANGLETON.

PEOPLE WANT TO COME HERE. PEOPLE WANT TO LIVE HERE.

THEY DIDN'T WANT TO, THE DEVELOPERS WOULDN'T HAVE COME HERE AND PUT THESE HOUSES.

IT'S EXCITING TO SEE THE TOWN GROW AND I THINK IF WE CAN COLLECTIVELY CONTINUE WITH THE ATTITUDE THAT THE COUNCIL HAS AND WHAT I'VE SEEN THE CITY HAS, I THINK WE CAN HAVE A GOOD FURTHERANCE OF [INAUDIBLE].

I WAS HERE ABOUT A MONTH AGO AND AS REQUESTED, PROUD TO BE BACK HERE AGAIN TO GIVE OUR UPDATE.

THE GOOD NEWS IS WE ARE ON TIME AND I THINK WE ARE VERY MUCH ON BUDGET.

WE WILL SOLIDIFY THAT BUDGET IN THE NEXT FEW WEEKS AHEAD.

WE CAN TAKE A LOOK.

LET ME GIVE YOU A LITTLE BIT OF BACKGROUND, FIRST OF ALL.

WHEN I WAS HERE LAST TIME, I FORECASTED THAT ON APRIL THE 17TH, WE WOULD COLLECT ALL THE DESIGN DRAWINGS UP TO 95% GUARANTEE MAXIMUM PRICE AND 95% GMP COLLECTION OF DRAWINGS FROM ALL THE AD ARCHITECTURAL, STRUCTURAL, SIMPLE, MECHANICAL, ELECTRICAL, PLUMBING, ALL OF THAT.

WE WOULD COMPILE THAT AND WE WOULD SEND THAT TO THE CONSTRUCTION MANAGER RISK, IN THIS CASE, TL CONSTRUCTION ON APRIL 17TH.

I CAN SAY THAT THAT DID OCCUR ON APRIL 17TH, THAT THAT 95% GMP DESIGN PACKAGE WENT TO TL CONSTRUCTION, AGAIN, SERVING AS THE CONSTRUCTION MANAGER RISK.

THEY WILL NOW TAKE THAT PACKAGE, THEY WILL SEND OUT TO ALL OF THEIR SUBCONTRACTORS AND VENDORS FOR THE DESIGN USING CONSTRUCTION MANAGER RISK, AND THEN THEY WILL BEGIN SOLICITING MULTIPLE BIDS ACROSS MULTIPLE TRADES, DIFFERENT VENDORS AND THAT WILL COMPILE THEIR GUARANTEED MAXIMUM PRICE.

AGAIN, GETTING COMP THROUGHOUT ALL THOSE SUBCONTRACTORS AND VENDORS, THEN THEY WILL BEGIN TO PUT THAT PACKAGE TOGETHER.

WE SHOULD RECEIVE THAT BACK HERE IN OUR OFFICE ON MAY 13TH.

I BELIEVE THAT'S THE SAME DAY THAT COUNCIL MEETS, SO WE WON'T HAVE THAT AVAILABLE FOR YOUR PACKAGE AT THAT POINT IN TIME, BUT THAT'S ALSO BY DESIGN AS WELL BECAUSE WHEN WE GET THOSE NUMBERS IN, THAT'S GOING TO BE A LOT OF DATA.

IT'S GOING TO BE A LOT OF BIDS, A LOT OF INFORMATION TO GO THROUGH DECIPHER AND WILL GO THROUGH THOSE.

THEY WILL BE VET OUT THOSE BIDS, THEY WILL MAKE SURE THAT THOSE BIDS ARE CONSISTENT AND WHOLE AND RIGHTEOUS.

THEN THAT WILL ASSEMBLE THAT INFORMATION, THAT NUMBER.

THEN WE WILL GO THROUGH AND HAVE A WORKSHOP WITH STAFF.

RIGHT NOW, CURRENTLY PROJECTED ON MAY 15TH.

WE WILL GO THROUGH ALL THOSE BIDS WITH CONSTRUCTION MANAGER RISK.

WE'LL SEE WHERE THAT NUMBER LINES UP.

LAST TIME WE WERE HERE.

IN JANUARY, WE HAD PROJECTED THE DD PHASE ESTIMATE WAS JUST OVER $5 MILLION.

THAT HAD BEEN BROUGHT DOWN FROM ROUGHLY 5.2 IN LATE FALL.

THEN WE WERE WORKING AGAIN.

WE WENT THROUGH STAFF COMMENTS.

WE STILL BELIEVE THAT WAS GOING TO AT THAT POINT TIME ALLOW US TO EVEN FURTHER REDUCE THE BUDGET BECAUSE WE DID TAKE SOME SQUARE FOOTAGE OUT OF THE OFFICE PORTION.

THE LAST TIME WE WERE FORECASTING THESE NUMBERS ABOUT A MONTH AGO, WE FELT WE OUGHT TO BE AROUND 4.9.

AGAIN, EVERYBODY KNOWS WHAT'S GOING ON IN THE FINANCIAL WORLD RIGHT NOW, SO WE'LL KEEP OUR FINGERS CROSSED.

BUT NOW THEY HAVE ALL THE DRAWINGS TOGETHER AT THAT 95% SET COUNTRY.

NOW WE'RE GOING TO SOLIDIFY THOSE ESTIMATES.

THAT'S WHAT WE'LL BE COMING BACK WORKING TO COUNCIL WITH SOMETIME IN MID MAY.

WE INTEND TO AGAIN HAVE THOSE WORKSHOPS, MAY THE 15TH WITH STAFF, WE GO THROUGH THOSE NUMBERS. WE'LL SCOPE THE BID.

IDEALLY, WE WILL GET THAT INFORMATION TO YOU ON YOUR NEXT AGENDA PACK MEETING ON MAY 21ST, AND THEN WE'LL HAVE A FORMAL PRESENTATION WITH FIELD FOR YOUR UPCOMING COUNCIL PRESENTATION ON MAY 27TH.

AGAIN, WE TALKED ABOUT THE CHANGES WE MADE THROUGH THIS INTERIOR OFFICE HERE TO MAKE THAT SPACE MORE FLEXIBLE.

AGAIN, WE'VE GOT A THE LOCKER ROOMS HERE FOR BOTH MALE AND FEMALE.

WE GOT A TRAINING CENTER HERE, MULTIPURPOSE SPACE HERE.

FOLLOWING BUDGET YEAR, THAT THAT WAS INCREASED, AND IT WAS USED FOR PRIMARILY THE SURVEYS BECAUSE THERE WASN'T TOO MUCH LEFT TO EVEN BEGIN ON MAINTENANCE.

THERE WAS A MASS AMOUNT OF MAINTENANCE THAT WE DISCOVERED IN THE FIRST YEAR.

WE INCREASED THAT TO $30,000 THE FOLLOWING YEAR AND THAT'S WHEN WE WERE ACTUALLY ABLE TO START GETTING SOME GROUND COVERED, AND WE DID A SECOND SURVEY, WHICH MEANS WE COMPLETED THE ENTIRE TOWN AT THAT POINT BECAUSE WE HAD TWO YEARS OF A HALF AND HALF.

WE WERE ALSO ABLE TO REPLACE AROUND FIVE TO SEVEN HYDRANTS THAT YEAR.

BUT ALSO, WE WERE ABLE TO PUT A BUNCH OF THEM BACK IN SERVICE BECAUSE THERE WERE SOME REPAIRS THAT WE CAN DO IN HOUSE AND NOT HAVE TO ESTIMATE, JUST COMPLETELY REPLACE A WHOLE HYDRANT.

WE STARTED OUT TWO YEARS AGO THERE ABOUT $3,200 AND NOW UP TO ABOUT 38, $3,900, I BELIEVE.
