THEY'RE NOT REAL BIG COMPANIES USUALLY, AND SOMETIMES THEY CAN'T BID EVERYTHING WE PUT OUT. TWO THINGS I WANTED TO HIGHLIGHT IN THE PACKAGE. WITHIN THIS GMP AMOUNT, THE 500 MILLION OVER FIVE IS 5% TOTAL CONTINGENCY. I HAVE SPLIT UP 2.5% FOR THE CONSTRUCTION MANAGER, WHICH SHOULD BE TEAL, AND THEN 2.5% FOR OWNER CONTINGENCY. THEN THERE'S A COUPLE OF ALLOWANCES SPREAD IN THERE TOO. I WANTED TO REMIND YOU THAT THERE'S A SAVING SPLIT AS A PART OF THIS GMP PACKAGE, WHICH WE AGREED TO BACK WHEN WE SIGNED THE ORIGINAL CONTRACT OF 80, 20 SAVINGS SPLIT. PLANNING HISTORY IN ANGLETON IS NOT NEW, AS YOU ALL KNOW, THE FIRST COMPREHENSIVE PLAN WAS ADOPTED IN 1971, WHICH IS VERY REMARKABLE, AND THE CURRENT COMPREHENSIVE PLAN WAS UPDATED OR ADOPTED IN 2005. THIS IS GOOD, THE COMPREHENSIVE PLAN IN 2005. WE ARE SETTING THE STAGE FOR 25 YEARS, AND WE'RE ALMOST THERE, SO IT'S TIME TO RELOOK AT THE PLAN. THE CITY HAS ZONING ORDINANCE, AS YOU ALL KNOW, AND THE LAND DEVELOPMENT CODE WAS UPDATED, WHICH BASICALLY HAS THE SUBDIVISION CODES IN IT TOO IN 2018. THEN THE LATEST STUDY THAT YOU ALL HAD WAS THE 2021 LIVABLE CENTERS STUDY, WHICH WAS ALSO FOCUSED ON THE DOWNTOWN AREA. WE HAVE ALL THIS PLANNING HISTORY TO GUIDE US AS WE MOVE FORWARD. THE GLO RCP GRANT IS FOR A FEW THINGS. ONE IS TO UPDATE THE COMPREHENSIVE PLAN, AND THESE ARE CODE UNCODE THE WORDS FROM THERE TO LOOK AT A FORWARD LOOKING PLAN THAT INTEGRATES HAZARD MITIGATION. THE GLO, IT'S CALLED THE RESILIENT COMMUNITIES PROGRAM. ONE OF THE FOCUS IS TO MAKE SURE THAT WE ADDRESS THE RECENT HAZARDS THAT CITIES IN TEXAS HAVE MAINLY FLOODING OR HURRICANES AND THINGS LIKE THAT. THIS PLAN WILL FOCUS A LITTLE BIT ON THAT AND HOW IT AFFECTS DIFFERENT COMPONENTS. THE NEXT STEP AFTER THE COMPREHENSIVE PLAN UPDATE GETS APPROVED IS TO AMEND THE ZONING ORDINANCE AND THE LAND DEVELOPMENT CODE. THE GLO UNDERSTANDS THAT JUST HAVING A COM PLAN DOESN'T REALLY GET YOU TO THE VISION, YOU NEED TO HAVE SOME REGULATIONS AND ORDINANCES THAT SUPPORT THAT. THAT'S WHY THE GRANT INCLUDES THAT PART, AND THE THIRD PART IS TO ALSO UPDATE THE BUILDING CODES ACCORDINGLY DEPENDING ON WHAT WE COME UP WITH THE COM PLAN. WHAT IS THE PURPOSE? THE COMPREHENSIVE PLAN HELPS TO SET THE VISION FOR THE CITY. WHERE DOES THE COMMUNITY WANT TO BE IN THE NEXT 5, 20 YEARS? I THINK MORE IMPORTANTLY, THE QUESTION IS, WHAT IF YOU DID NOTHING TODAY? WHAT IS THE CONSEQUENCE WHEN THE CITY GROWS FURTHER? THE COMPREHENSIVE PLAN ALSO SETS A ROADMAP ON HOW TO GET TO WHAT THE VISION OF THE COMMUNITY IS. IT LAYS THE FOUNDATION FOR NOT JUST ZONING, BUT ANY ACTION THAT THE CITY TAKES, BE FINANCIAL, BE POLICY, JUST TO MAKE SURE THAT YOU HAVE A VISION THAT IS GUIDED BY THE COMMUNITY. THE COMMUNITY SETS THE VISION. AS CONSULTANTS, I'VE ALWAYS SAID THAT THAT OUR ROLE IS JUST TO BE THE FACILITATORS, AND WE WILL JUST HELP YOU GET THERE. YOU CHECK OFF THINGS OR IF THEY HAVEN'T BEEN DONE, WHY HAVE THEY NOT BEEN DONE? EVERY YEAR GO THROUGH THAT CHECKLIST. IT'S A FIVE YEAR PLAN. EVERY YEAR YOU KNOW WHAT ARE YOUR PRIORITIES FOR THE NEXT YEAR. NOT ONLY WOULD YOU HAVE LAND USE, YOU LOOK AT HOUSING, TRANSPORTATION, INFRASTRUCTURE, PARKS AND RECREATION, TOURISM, ECONOMIC DEVELOPMENT, CONNECTIVITY, AND JUST HOW DO YOU CELEBRATE THE HISTORY? WHAT ARE THE CULTURAL ASSETS THAT YOU HAVE? WHAT IS SOMETHING THAT THE CITY REALLY CHERISHES AND HOW CAN WE MAKE SURE THAT AS THE CITY GROWS, IT DOESN'T LOSE ITS PAST AND GROWS IN A MANNER THAT MEETS THE VISION OF THE COMMUNITY, AND IT WILL ALSO HAVE A DOWNTOWN COMPONENT TO IT. THE ACTUAL REPORT HAS DIFFERENT ELEMENTS. YOU HAVE THE TEXT, YOU HAVE MAPS, YOU HAVE GRAPHICS, YOU HAVE TABLES, YOU HAVE ILLUSTRATION. OBVIOUSLY, 280 CORRIDOR IS THE MAIN SPINE, AND YOU HAVE GROWTH COMING FROM BOTH SIDES WITH ALL THE FREEPORT EXPANSION AND YOU SEE IT, AND GROWTH COMING FROM THE NORTH. WHAT HAS HAPPENED IS WE DO BUDGET FOR YOUR MONTHLY LEASING ON THOSE ITEMS. BUT WHAT YOU HAD NOT BUDGETED FOR IS WHEN YOU TRADE A VEHICLE IN AND YOU HAVE TO OUTFIT THEM.
