DURING WHICH WE DID FOR THE ITEM BEFORE THE PLANNING COMMISSION, AS A PUBLIC HEARING AS WELL.AFTER MUCH DELIBERATION, THE APPLICATION WAS MODIFIED FROM A 6.3 DISTRICT TO A 7.2 RESIDENTIAL DISTRICT DUE TO THE AMOUNT OF ACREAGE.
THE APPLICANT WAS PROPOSING SIX LOTS FOR THIS PARTICULAR ACREAGE FOR SINGLE-FAMILY RESIDENTIAL.
AS YOU SEE ON THE MAP, THIS IS LIGHT INDUSTRIAL.
ON OUR COMPREHENSIVE PLAN, THIS AREA WAS HIGHLIGHTED AS INDUSTRIAL, WHICH IS PRETTY STANDARD WHEN YOU HAVE RAILROAD-TYPE PROPERTIES, WHICH WERE MORE MENABLE TO LIGHT INDUSTRIAL.
IN THIS CASE, IT DOESN'T FRONT ON ANY TYPE OF MAJOR ARTERIAL OF THAT NATURE.
THE AREA IS SINGLE-FAMILY IN NATURE, SO A DEVIATION FROM THE PLAN MAKES PERFECT SENSE IN THAT REGARD.
WE ALSO PRESENTED THE CRITERIA FOR REZONING, WHICH DEALS WITH ANY NEGATIVE IMPACTS OF THE AREA IN WHICH MR. CHANDLER IS PROPOSING THE LOTS TO BE DEVELOPED ALONG THIS PARTICULAR ACREAGE.
DURING THE DELIBERATION AT THE PLANNING COMMISSION, IT HAS DROPPED FROM SIX LOTS TO FIVE DUE TO THE SIX LOT NOT MEETING THE DEPTH REQUIREMENTS OF THE SINGLE-FAMILY DISTRICT.
BY BACKING ON THE RAILROAD, IT GAVE HIM SUFFICIENT ACREAGE IN TERMS OF LOT, DEATH TO ADDRESS ANY CONCERNS OR ISSUES.
THE PLANNING COMMISSION DID FORWARD THIS UNANIMOUSLY TO THE COUNSEL.
WE COPIED YOU ON THE RECORD OF PROCEEDINGS OF THEIR VOTE AND ALL OF THE QUESTIONS THAT THEY MAY HAVE RAISED DURING THE PROCESS.
THERE WAS, OF COURSE, PUBLIC INPUT ON THIS ISSUE.
SINCE THAT TIME, WE'VE HAD DISCUSSIONS WITH THE APPLICANT REGARDING SOME CONCERNS ABOUT THE SIDEWALK REQUIREMENTS ARE REQUIRED ALONG ORANGE STREET.
BUT HOWEVER, AS YOU KNOW, WITH SOME OF THESE SINGLE FAMILY PROPERTIES, SOMETIMES THE STACKING OF CARS AND DRIVEWAYS ARE AN ISSUE WITH THIS BEING THE CASE, MR. CHANDLER, BY DISCUSSING IT WITH HIM, HE'S OPEN TO ANY IDEAS THAT THE COUNSEL MIGHT HAVE IF HE WERE TO REQUEST THE WAIVER OF THE SIDEWALKS, WHICH MAY NOT MAKE ANY PERFECT SENSE IN THIS PARTICULAR AREA DUE TO THE DRAINAGE ALONG THE RIGHT AWAY OR ANY OTHER CHALLENGES OR LACK OF CONNECTIVITY THEREOF.
THAT'S A DISCUSSION THAT WE CAN HAVE LATER ON IN THE HEARING ONCE HE ADDRESSES THE BOARD.
HE'S OPEN TO ANY SUGGESTIONS COUNSEL WOULD HAVE TO PROVIDE FOR SAFETY IN THE AREA, SUCH AS FENCING ALONG THE RAILROAD, WHICH IS NOT REQUIRED.

IT ALSO HAS DRAINAGE OFF THE BACK.

IT IS DIFFERENT IF YOU COME DOWN THE SOUTH DITCH OF ORANGE.
THE WATER FROM THE WEST ALONG THE RAILROAD RUNS INTO THAT BIG HOLE IN THE GROUND ON THE OTHER SIDE OF THE RAILROAD.
IT STAYS THERE IN FRONT OF THAT ABANDONED WAREHOUSE.
IT CAN ONLY FLOW BACKWARDS TOWARD PEETE STREET, OR IT SITS IN THAT HOLE UNTIL IT DRIES UP, AND IT'S STILL SOME MINUTES RIGHT NOW FROM THIS LAST RAIN AGAIN.
IF YOU GO BACK UP TO THE HIGH PART OF ORANGE STREET, WHERE YOU GET THERE, IT'S ALTOGETHER DIFFERENT ON THE SOUTH DITCH OF ORANGE.
THERE'S HARDLY ANY VISIBLE CULVERTS IN THE GROUND FROM THERE DOWN THAT SIDE OF THE STREET UNTIL YOU GET TO FARRER.
WHEN YOU GET TO FARRER, THOSE CULVERTS ARE ALMOST COVERED WITH DIRT AND DEBRIS MOST OF THE TIME, ESPECIALLY IF YOU HAVE RAINS.
THE TWO DEEPEST STITCHES ON THE SOUTH ORANGE DITCH RUNS FROM BEHIND OUR NEIGHBOR'S HOUSE ACROSS THE STREET FROM US ON EVANS.
ALL THE WAY ALONG, OUR DITCH THAT GOES DOWN THE ENTIRE SIDE OF OUR HOUSE, THEN MEETS UP WITH THE COVER RESERVE.
THE FIRST TIME IN 2020 THAT WE GOT WATER IN OUR BACK YARDS WAS WHEN CAVARLY RESERVE WAS UNDER CONSTRUCTION, AND I'VE TAKEN PICTURES FROM 2020 UP UNTIL THIS POINT IN TIME, AND I GAVE THEM TO THE GENTLEMAN A WHILE AGO, SO THEY'RE AVAILABLE TO YOU.
NOW, WHEN WE GET HIGH RAINS, WHICH WE HAVE HAD FIVE, SINCE THEY STARTED CONSTRUCTION ON THAT SITE, IT COMES THROUGH THE COVER RESERVE'S FENCES.
NOW, THEY PUT UP THEY RAN A DITCH INSIDE THEIR FENCE LINES THAT RUNS ALL THE WAY FROM ORANGE STREET TO THE OTHER END OF EVANS STREET, IT COVERS, BUT IT DOESN'T MAKE ANY DIFFERENCE.
IT'S USELESS BECAUSE WHEN WE GET THESE HEAVY RAINS, ALL THAT WATER COMES THROUGH THEIR FENCES, AND WE'RE ON THE LOW SIDE OF THAT DITCH THAT THEY BUILT, WHICH IS RIGHT ON OUR PROPERTY LINE, AND IT COMES IN OUR BACK YARD, AND IT HAS DAMAGED OUR PROPERTY, AND IT HAS ALSO DAMAGED OUR STRUCTURE THAT WE HAVE IN THE BACK YARD, WHICH IS A SHOP AND A STORAGE AREA.

ON JULY 30TH, THE CITY OF ANGLETON OPENED UP BIDS FOR THE FOR THE REHABILITATION OF STATION 8 SANITARY SEWER COLLECTION SYSTEM.
WE RECEIVED SIX BIDS, THE LOW BIDDER THAT CAME IN WITH SOME EXTRAORDINARILY GOOD BIDS FOR THIS PROJECT.
THE LOW BID CAME IN ABOUT $821,310, THE AVERAGE BID AND THE AVERAGE WORTH IS ABOUT 1.2 MILLION.
WE FOLLOWED UP WITH A LOW BIDDER, MADE SURE HE WAS AWARE OF EVERYTHING THAT WAS INCLUDED IN HIS BID.
HE AGREED THAT HE UNDERSTOOD THAT HIS BID IS COMPLETE.
HE WANTS TO MOVE FORWARD WITH IT.
BY COMPARISON, THE BID THAT WE RECEIVED.
THESE LINES ARE IN BACK YARDS, NOT FRONT YARDS, BUT BACK YARDS.
A LITTLE MORE EXPENSIVE, FOR EIGHT INCH PIPE BURSTING, WE RECEIVED A BID OF $26 A LINEAR FOOT.

NOW, THE THING THAT I WANTED TO TALK TO EVERYBODY ABOUT WAS THE AMOUNT THAT WE GOT FOR CONSTRUCTION FROM THE GLO FUND WAS 1.4 MILLION PLUS A LITTLE BIT MORE ALMOST 1.5.
WHICH MEANS IF WE WERE TOWARD THE PROJECT AND MOVE FORWARD, THERE'S A LITTLE OVER $600,000 THAT WE WOULDN'T BE ABLE TO UTILIZE THAT WOULD BE UNUTILIZED ON THIS BID.
I WANTED TO TALK TO EVERYBODY ABOUT OPTIONS, AND I HAD WE HAD MET WITH GLO OR GLO AND THEN PATTY SWORD WITH LANGFORD, WE MET LAST THURSDAY AND FRIDAY AND CAME UP WITH A GAME PLAN.

OPTION 2, IS SIMILAR TO OPTION 1, WHICH IS, THE CITY COULD AWARD THE BID AS IS, AND BY A TEXAS LAW, WE CAN ADD UP TO 25% TO THE CONTRACT, SO THAT IS THE CAT THAT WE CAN GO.
HOWEVER, WE HAVE TO GO BACK TO THE GLO TO SEE IF WE CAN GET THE CAT MOVED UP TO A PERFORMANCE STATEMENT, HAVE TO DO SOME ADDITIONAL FIELD WORK.
AT THAT TIME, THERE'S NO GUARANTEE SINCE THEY'VE ALREADY EXTENDED THE CONTRACT ONCE ON THE SCHEDULE, AND THEY'VE ALREADY CHANGED THE SCOPE OF THE PROJECT THAT THEY WOULD ALLOW THAT.
WHAT IT WOULD DO IS ESSENTIALLY WOULD USE ANOTHER 205,000, WHICH WOULD LEAVE ANOTHER 400,000 UNUSED ON THIS PROJECT.
AS I STATED, WE COULD ISSUE THE NOTICE TO PROCEED WHILE THE CONTRACTOR IS MOVING FORWARD SO THAT WE CAN GET THE PROJECT MOVING SO WE DON'T HAVE TO WORRY ABOUT RUNNING OUT OF SCHEDULE BECAUSE THERE IS A SCHEDULE.
