A SPECIFIC USE PERMIT WITHIN THE SINGLE FAMILY 6.3 DISTRICT, ALLOWING FOR AN RV RECREATIONAL VEHICLE TEMPORARY HOUSING FOR MEDICAL PURPOSES AT 202 SOUTH WALKER STREET, ANGLETON, TEXAS. MR. SPRIGGS, WOULD YOU INTRODUCE THIS, PLEASE? YES, SIR.

THANK YOU VERY MUCH. COMMISSIONERS, THIS IS A PUBLIC HEARING FOR AN SUP APPLICATION.

WE HAVE LAURA GREEN HERE WHO IS IN A MEDICAL CONDITION WHERE SHE'S REQUESTING APPROVAL OF AN SUP THAT WOULD ALLOW THAT TEMPORARY HOUSING ON THE PROPERTY NOTED HERE AT 202 SOUTH WALKER STREET.

AS I STATED IN THE STAFF SUMMARY, THE APPLICANTS WENT BEFORE THE CITY COUNCIL FOR A FEE WAIVER, WHICH WAS GRANTED ON JANUARY THE 13TH. BUT BECAUSE OF THE SUP PROCESS, WE HAVE TO ADVERTISE AND SEND THEM THROUGH THIS PROCESS IN WHICH YOU ARE TO MAKE RECOMMENDATION TO COUNCIL FOR SUPS SO THAT'S WHY IT'S BEFORE YOU.

STAFF WENT THROUGH THE CRITERIA FOR THE SUP PROCESS.

IF YOU WOULD ROLL DOWN A LITTLE BIT, WE'LL PULL UP THE GRAPHIC IN TERMS OF THE LOCATION, THE 6.3 ZONING DISTRICT THAT YOU SEE THERE.

AND I'LL GO BACK UP TO THE MAP ONE RIGHT THERE.

SO STAFF FINDS NO ISSUES WITH THIS. IT'S A REASONABLE REQUEST.

AS PART OF THE RECOMMENDATION, WE'VE LISTED TWO CONDITIONS OF THE TEMPORARY HOUSING THAT WOULD TIE IT TO THE REQUESTER, AND THEN WE WOULD REEVALUATE IT ONE YEAR FROM THAT DATE, JUST TO SEE IF THERE'S ANY NEEDED REQUESTS FROM THE APPLICANTS AT THAT TIME.

THANK YOU. COMMISSIONERS. THIS IS ALSO A PUBLIC HEARING YOU HAVE BEFORE YOU AND SUP AND ZONING REQUESTS THE MIDDLE FOR THE ANGLETON RV PARKING, WHICH MOST OF YOU ARE FAMILIAR WITH ON COUNTY ROAD 44.

WE RECEIVED THE PETITION REQUESTING ANNEXATION FOR THE PROPERTY DUE TO THE APPLICANT HOPING TO CONNECT TO CITY SEWER AND EVENTUALLY CITY WATER FOR THE FACILITY. AS YOU KNOW, THERE ARE SPRAY FIELDS OUT ALONG THAT INTERSTATE RAMP AS IT APPROACHES COUNTY ROAD 44 OFF OF THE 288 SOUTHBOUND. THE REQUESTER IS AVAILABLE TO THIS THIS AFTERNOON, IN WHICH WE'LL BE ABLE TO FIELD ANY QUESTIONS THAT YOU MIGHT HAVE. AS PART OF THE PETITION FOR ANNEXATION, WE SOMETIMES CAN ASSIGN THE ZONING SIMULTANEOUSLY WITH THE PETITION FOR ANNEXATION. YOU ARE NOT SUBJECT TO REVIEW OF THE ANNEXATION, BUT YOU ARE A RECOMMENDING BODY IN TERMS OF THE ZONING MAP AMENDMENT.

SO THAT'S WHY THIS IS BEFORE YOU. THIS IS CONTINGENT UPON COUNCIL ACCEPTING THE ANNEXATION ON FEBRUARY THE 10TH, BUT WE WERE PLANNING TO MERGE THE REQUEST FOR THE ZONING LAYER REQUEST THAT YOU SEE HERE FOR THE MOBILE HOME.

I HAVE LISTED THE REQUIREMENTS OF RV PARKS FROM OUR ZONING RESOLUTION.

BUT HOWEVER, IN TERMS OF THE ANNEXATION, WE WILL BE PRESENTING THE UTILITY SERVICE PLAN TO THE COUNCIL IN WHICH THEY WILL MAKE THE FINAL DECISION BASED ON THE REQUEST IN TERMS OF ALL PUBLIC SERVICES AS IT RELATES TO UTILITIES.

ALSO PD, THEY WOULD GET, OF COURSE, ALL OF THE TRASH SERVICE PLANNING AND ZONING AND ALL OF THE VARIOUS SERVICES THAT WE BRING FROM A PUBLIC SERVICE PERSPECTIVE.

I WILL SAY THAT THE APPLICANT IS NEGOTIATING WITH THE COUNCIL, AS I STATED, IN TERMS OF COMING ON BOARD WITH THE WATER, BECAUSE THEY ARE CURRENTLY UNDER A DIFFERENT SYSTEM.

BUT HOWEVER THAT WOULD BE HANDLED, I THINK, THROUGH THE SERVICE AGREEMENT WITH THE COUNCIL.

AND WE DON'T KNOW WHERE THAT MIGHT LAND. BUT HOWEVER ON PAGE 25 IS LISTED, I DID PUT THE REQUIREMENTS OF AN RV PARK IN WHICH THEY WILL BE HELD TO THE SAME REQUIREMENTS OF LICENSING THAT WE WOULD DO FOR ANY MOBILE HOME OR RV PARK IN TERMS OF THEY HAVE ANNUAL LICENSING REQUIREMENTS AND THEN OTHER INSPECTION REQUIREMENTS ARE LISTED THERE AS WELL.

AND THEN THE ASSOCIATED FEES, THEY ARE REQUIRED TO OF COURSE HAVE A SURETY OF THEIR MAINTENANCE.

WE HAVE LISTED SOME CONCERNS IN TERMS OF THE SITE IN WHICH, YOU KNOW, SOMETIMES AS PART OF SUPS, YOU ALL CAN REQUEST SOME SITE PLAN PROVISIONS OF LANDSCAPING OR ANY THING THAT YOU WOULD REQUIRE IN TERMS OF FENCING OR SCREENING.

STAFF HAS LOOKED AT THAT AND REQUESTED SOME PLANTINGS ALONG THE RIGHT OF WAY AND THEN SOME BOUNDARY FENCING, AS YOU SEE NOTED IN THE RECOMMENDED CONDITIONS THAT WE LISTED.

OTHER THAN THAT THOSE ARE LISTED IN THE ON PAGE 33, IN THE ORDINANCE REQUEST WE LISTED THREE CONDITIONS DEALING WITH THE, THIS BEING SUBJECT TO THE ANNEXATION, AND THEN THEY BE HELD TO THE 78 UNITS, AND THEN SOME FORM OF PRIVACY SCREEN FENCING BE LOCATED ON THE SOUTHEAST AND EAST PART OF THE BOUNDARY LINES,

AND NOW WE'RE GOING TO GET 78 RVS. WHAT WE HAVEN'T, HAVE WE OR HAVE WE NOT UPGRADED SEWER CAPACITY TO HANDLE EXTRA? WE STILL HAVE THE SAME CAPACITY AS IT'S SAID FOR THE LAST 2 OR 3 YEARS IN TERMS OF THE AVAILABLE 300 TAPS OR SO. IF YOU WERE TO COUNT EVERYTHING ON OUR NEW DEVELOPMENT MAP THAT HAS GONE THROUGH THE PROCESS AND WAITING FOR CONSTRUCTION OR IN THE PROCESS OF CONSTRUCTION IN TERMS OF THE CAPACITY QUESTIONS, THEY ARE STILL OBLIGATED TO GO THROUGH CALF CAPACITY REQUESTS BEFORE THE CITY JUST TO MAKE SURE THAT WE CAN ACCOMMODATE.

SO BEFORE COUNCIL ACCEPTS THE ANNEXATION, THOSE THINGS WILL BE IRONED OUT AND ACCEPTED BY THE COUNCIL.

IF IT CAN BE NEGOTIATED. HE DID GO BEFORE A IT'S CALLED A CONCEPT REVIEW BEFORE THE COUNCIL REQUESTING IT.

BUT YOU RAISED LEGITIMATE CONCERNS, AND COUNCIL HAS REVIEWED IT PRELIMINARILY.

AND THE CAPACITY QUESTIONS WILL BE ANSWERED ON TUESDAY, AND WE'LL DEAL WITH THE UTILITY SERVICE PLAN THAT WE'VE DRAFTED UP AND THEN WORK WITH THE STAFF RECOMMENDATION VERSUS WHAT THE APPLICANT IS REQUESTING, AND COME COME SOMEWHERE IN BETWEEN THERE TO MAKE SURE IT BENEFITS THE CITY.

IT'S NOT JUST JUST HIS SEWER. I MEAN, WELL, IT IS THE SEWER, BUT IF IF I READ THIS RIGHT, HE INTENDS TO TAKE OUT ALL THE AEROBIC SYSTEM, COME ON TO OUR SEWER CAPACITY, EVENTUALLY BUILD A WASHATERIA FOR THOSE PEOPLE.
